This document gives guidance for the assessment of conformity of materials, products, joints and assemblies in accordance with the applicable part(s) of EN 1451 intended to be included in the manufacturer’s quality plan as part of the quality management system and for the establishment of third-party certification procedures.
NOTE 1 The quality management system is expected to conform to or is no less stringent than the relevant requirements to EN ISO 9001 [1].
NOTE 2 If third-party certification is involved, the certification body is expected be accredited to EN ISO/IEC 17065 [2] or EN ISO/IEC 17021 [3], as applicable.
NOTE 3 In order to help the readers, a summary of the test regime is given in Annex A.
In conjunction with EN 1451 1 this document is applicable to piping systems made of polypropylene (PP) intended to be used:
- for soil and waste discharge systems (low and high temperature) inside buildings (application area code “B”) and,
- for soil and waste discharge systems (low and high temperature) for both inside buildings and buried in ground within the building structure (application area code “BD”)
This is reflected in the marking of products by “B” or “BD”.

Diese Technische Spezifikation enthält Empfehlungen für die Beurteilung der Konformität von Werkstoffen, Erzeug¬nissen, Verbindungen und Bauteilkombinationen entsprechend des/der zutreffenden Teile(s) von EN 1451, die als Teil des Qualitätsmanagementsystems im Qualitätssicherungsplan des Herstellers und für die Ein¬führung von Verfahren der Drittstellenzertifizierung vorgesehen sind.
ANMERKUNG 1 Es wird empfohlen, dass das Qualitätsmanagementsystem EN ISO 9001 [1] oder mindestens ebenso strengen Anforderungen entspricht.
ANMERKUNG 2 Bei Drittstellenzertifizierung wird empfohlen, dass die Zertifizierungsstelle in Abhängigkeit von der Anwendung entsprechend ISO/IEC 17065 [2]oder EN ISO/IEC 17021 [3] zugelassen ist.
ANMERKUNG 3 Zur Unterstützung der Leser enthält Anhang A eine Zusammenfassung des Prüfsystems.
Dieses Dokument gilt in Zusammenhang mit EN 1451-1 für Rohrleitungssysteme aus Polypropylen (PP) für folgende vorgesehene Verwendungszwecke:
- zum Ableiten von Abwasser (niedriger und hoher Temperatur) innerhalb von Gebäuden (Anwendungs¬kennzeichen „B“); und
- zum Ableiten von Abwasser (niedriger und hoher Temperatur) sowohl innerhalb von Gebäuden als auch erdverlegt innerhalb der Gebäudestruktur (Anwendungskennzeichen „BD“).
Dies spiegelt sich in den Kennzeichnungen „B“ bzw. „BD“ der Erzeugnisse wider.

Ta dokument vsebuje navodila za ugotavljanje skladnosti materialov, izdelkov, spojev in sestavov z ustreznimi deli standarda EN 1451, ki naj bi se vključila v poslovnik kakovosti proizvajalca kot del sistema vodenja kakovosti, vsebuje pa tudi navodila za vzpostavitev postopka certificiranja s strani zunanjih ponudnikov.
OPOMBA 1: Pričakuje se, da je sistem vodenja kakovosti skladen s standardom EN ISO 9001 [1] oziroma da ni manj strog od ustreznih zahtev iz tega standarda.

This document (CEN/TS 1451-2:2019) has been prepared by Technical Committee CEN/TC 155
“Plastics piping systems and ducting systems”, the secretariat of which is held by NEN.
Attention is drawn to the possibility that some of the elements of this document may be the subject of

This document supersedes CEN/TS 1451-2:2012. The main technical changes in the latest version of
CEN/TS 1451-2 are due the revision of EN 1451-1 from 1998.
EN 1451 consists of the following parts, under the general title Plastics piping systems for soil and waste
discharge (low and high temperature) within the building structure — Polypropylene (PP)
— Part 1: Specifications for pipes, fittings and the system
— Part 2: Guidance for the assessment of conformity (the present TS)

Introduction
Figures 1 and 2 are intended to provide general information on the concept of testing and organization
of those tests used for the purpose of the assessment of conformity. For each type of test, i.e. type
testing (TT), batch release test (BRT), process verification test (PVT), and audit test (AT), this document
details the applicable characteristics to be assessed as well as the frequency and sampling of testing.
A typical scheme for the assessment of conformity of materials, pipes, fittings, joints or assemblies by
manufacturers is given in Figure 1.

1 Scope
This document gives guidance for the assessment of conformity of materials, products, joints and
assemblies in accordance with the applicable part(s) of EN 1451 intended to be included in the
manufacturer’s quality plan as part of the quality management system and for the establishment of
third-party certification procedures.

5 General
Materials, products, joints and assemblies shall conform to the requirements given in EN 1451-1.
Products and assemblies shall be produced by the manufacturer under a quality management system
which includes a quality plan.
NOTE It is expected that the quality management system conforms to or is no less stringent than the relevant
requirements to EN ISO 9001 [1].
6 Testing and inspection
6.1 Material specification
For the purposes of this document, the material specification consists of a polypropylene (PP)
compound, additives and, if applicable, non-virgin materials with known dosage level.
When a masterbatch is used, it shall be considered as a change of compound, if the type of carrier of the
pigment is changed.
A lower content of non-virgin material in the compound which has already been Type-tested and which
is fulfilling the agreed specification is not considered as a change of material.

6.2 Grouping
6.2.1 General
For the purposes of this document, the groups specified in 6.2.2 to 6.2.3 apply.
6.2.2 Size groups
Three size groups are defined for pipes and fittings, as given in Table 1.
For testing purposes, one individual nominal diameter, d , shall be selected from each group.

This document (FprCEN/TS 1451-2:2019) has been prepared by Technical Committee CEN/TC 155
“Plastics piping systems and ducting systems”, the secretariat of which is held by NEN.
This document is currently submitted to the Vote on TS.
This document will supersede CEN/TS 1451-2:2012.
EN 1451 consists of the following parts, under the general title Plastics piping systems for soil and waste
discharge (low and high temperature) within the building structure — Polypropylene (PP)
— Part 1: Specifications for pipes, fittings and the system

Introduction
Figures 1 and 2 are intended to provide general information on the concept of testing and organization
of those tests used for the purpose of the assessment of conformity. For each type of test, i.e. type
testing (TT), batch release test (BRT), process verification test (PVT), and audit test (AT), this document
details the applicable characteristics to be assessed as well as the frequency and sampling of testing.
A typical scheme for the assessment of conformity of materials, pipes, fittings, joints or assemblies by
manufacturers is given in Figure 1.

1 Scope
This document gives guidance for the assessment of conformity of materials, products, joints and
assemblies in accordance with the applicable part(s) of EN 1451 intended to be included in the
manufacturer’s quality plan as part of the quality management system and for the establishment of
third-party certification procedures.
NOTE 1 The quality management system is expected to conform to or is no less stringent than the relevant
requirements to EN ISO 9001 [1].
NOTE 2 If third-party certification is involved, the certification body is expected be accredited to
EN ISO/IEC 17065 [2] or EN ISO/IEC 17021 [3], as applicable.
NOTE 3 In order to help the readers, a summary of the test regime is given in Annex A.
In conjunction with EN 1451-1 this document is applicable to piping systems made of polypropylene
(PP) intended to be used:
— for soil and waste discharge systems (low and high temperature) inside buildings (application area
code “B”) and,
— for soil and waste discharge systems (low and high temperature) for both inside buildings and
buried in ground within the building structure (application area code “BD”)
This is reflected in the marking of products by “B” or “BD”.

impartial body, governmental or non-governmental, possessing the necessary competence and
responsibility to carry out certification of conformity according to given rules of procedure and
management

inspection body
impartial organisation or company, approved by the certification body as possessing the necessary
competence to verify and/or to carry out initial type testing, audit testing and inspection of the
manufacturer's factory production control in accordance with the relevant standard

testing laboratory
laboratory which measures, tests, calibrates or otherwise determines the characteristics of the
performance of materials and products
Note 1 to entry: In the context of this part of EN 1451, the materials and products can be subjected to type
testing, batch release testing, process verification testing, audit testing, and witness testing, as applicable.
Note 2 to entry: A testing laboratory is preferably accredited to EN ISO/IEC 17025 [5].

PVT
test performed by or on behalf of the manufacturer on materials, products or joints at specific intervals
to confirm that the process continues to be capable of producing products which conform to the
requirements given in the relevant standard
Note 1 to entry: Such tests are not required to release batches of materials or products and are carried out as a
measure of process control.

test performed by a test laboratory on behalf of an inspection body or certification body to confirm that
the material, product, joint or assembly continues to conform to the requirements given in the relevant
standard and to provide information to assess the effectiveness of the quality management system

5 General
Materials, products, joints and assemblies shall conform to the requirements given in EN 1451-1.
Products and assemblies shall be produced by the manufacturer under a quality management system
which includes a quality plan.
NOTE It is expected that the quality management system conforms to or is no less stringent than the relevant
requirements to EN ISO 9001 [1].
6 Testing and inspection
6.1 Material specification
For the purposes of this document, the material specification consists of a polypropylene (PP)
compound, additives and, if applicable, non-virgin materials with known dosage level.
When a masterbatch is used, it shall be considered as a change of compound, if the type of carrier of the
pigment is changed.
A lower content of non-virgin material in the compound which has already been Type-tested and which
is fulfilling the agreed specification is not considered as a change of material.

6.2 Grouping
6.2.1 General
For the purposes of this document, the groups specified in 6.2.2 to 6.2.3 apply.
6.2.2 Size groups
Three size groups are defined for pipes and fittings, as given in Table 1.
For testing purposes, one individual nominal diameter, d , shall be selected from each group.

For testing purposes of rainwater piping systems, the entire size range from 50 mm to 160 mm
inclusive shall be considered as a single group.
6.2.3 Fitting groups
Three groups of fittings each having a similar design are defined, as given in Table 2.
For testing purposes, one individual fitting shall be selected from each group.
