SIST EN IEC 60947-5-3:2026
(Main)Low-voltage switchgear and controlgear - Part 5-3: Control circuit devices and switching elements - Requirements for proximity devices with defined behaviour under fault conditions (PDDB) (IEC 60947-5-3:2026)
- Abstract
This part of IEC 60947 provides additional requirements to those given in IEC 60947-5-2 and IEC 60947-5-1:2024, Annex D (reed contact magnetic switches). It addresses the fault performance aspects of proximity devices with a defined behaviour under fault conditions (PDDB). It does not address any other characteristics that can be required for specific applications.
This document does not apply to protective equipment to directly detect the presence of persons, that are covered by the IEC 61496 series or IEC TS 62998 series.
NOTE 1 A PDDB device can be used to detect indirectly the presence of a person, for example by detecting the position of a platform on which the operator stands (example, garbage trucks).
This document does not specify requirements for the analogue output of PDDB, if any.
This document does not deal with any specific requirements on acoustic noise as the noise emission of proximity devices is not considered to be a relevant hazard.
A PDDB product is intended to be used as sensing subsystem of a safety related control system according to IEC 62061 or ISO 13849-1. Depending on construction principles and complexity, this document is based on product development of the IEC 61508 series to meet the product specific requirements of one or more of the following:
– IEC 61508 series;
– IEC 62061;
– ISO 13849 series.
NOTE 2 The Functional safety device type classification regarding functional safety correlates with IEC 62683-2-3.
This document includes requirements for PDDB when designed for use as part of an interlocking device according to ISO 14119.
This document does not consider aspects of:
– software updates and self-evolving behaviour;
– explosive atmospheres.

SIST EN IEC 60947-5-3:2026 is a SIST standard in the IEC 60947 series for low-voltage switchgear and controlgear. It sets additional requirements for proximity devices with defined behaviour under fault conditions (PDDB) when they are used as safety-related sensing subsystems, and when they are designed for interlocking devices.
The document is aimed at designers, manufacturers, test laboratories, and machine builders who need to classify a PDDB, define its output interface, verify its switching distances and timing, and show how it reacts to faults, EMC stress, and environmental influences in a safety function.
What does SIST EN IEC 60947-5-3:2026 specify?
SIST EN IEC 60947-5-3:2026 specifies extra requirements on top of IEC 60947-5-2 and IEC 60947-5-1:2024 Annex D for proximity devices with defined behaviour under fault conditions. It focuses on fault-performance aspects, not on every application-specific property of a proximity device.
The scope also says what is outside the document's reach. It does not apply to protective equipment that directly detects the presence of persons, which is covered by the IEC 61496 series or IEC/TS 62998 series. It also leaves out analogue output requirements, acoustic noise requirements, software updates and self-evolving behaviour, and explosive atmospheres.
The document is organised in the usual product-standard structure.
| Annex | What it covers |
|---|---|
| Annex A | Example of a safety related control system |
| Annex B | Classification of Binary Interfaces - Functional Safety aspects covered by dynamic testing |
| Annex C | Component categories used for fault analysis |
| Annex D | Void |
| Annex E | Product Information |
Main clauses run from Scope and Normative references through Terms and definitions, Classification, Characteristics, Product information, Normal service, mounting and transport conditions, Constructional and performance requirements, and Tests.
What are the key requirements of SIST EN IEC 60947-5-3:2026?
SIST EN IEC 60947-5-3:2026 is built around four things that matter in practice: how the PDDB is classified, how its safety-related switching behaviour is defined, how it must survive faults and disturbances, and how that behaviour is verified.
Classification and declared use
Clause 4 classifies PDDBs by sensing means, mechanical installation, construction form and size, type of output, connection method, electrical equipment class, functional safety device type, interlocking device type, target coding, and operating mode. In practice, this means the manufacturer has to declare what kind of PDDB it is, so the integrator can match it to the safety function and machine architecture.
Clause 4.6.2 introduces interface types A0, B0, C0, C1, C2 and C3 for digital inputs. These interface types define where the test pulses are generated and how they are handled, which matters when selecting the downstream control system and checking compatibility.
Clause 4.9 groups PDDBs into functional safety device types, and clause 4.10 and 4.11 align interlocking device type and target coding with ISO 14119. For the user, this is the basic information needed to choose a device with the right safety role and coding level.
Safety-related switching behaviour
Clause 5 defines the safety-related switching distances and the ON-zone and OFF-zone behaviour for the operating modes TP (Target Present), TA (Target Absent), and TP&TA. The practical point is that the PDDB must change state at the declared distances and stay within the stated acceptance limits when tested.
Clause 5.3 sets rated and limiting electrical values for the proximity switch and its switching element(s), including voltages, currents, supply frequency, load characteristics, short-circuit behaviour, and OFF-state behaviour of the OSSD. This tells the buyer and designer what electrical conditions the device is intended to handle.
Clause 5.5 links the device to safety integrity, and clause 5.6 refines Electrical Equipment Class III. In use, this is the basis for matching the PDDB to the required SIL or PL context and the chosen supply/protection concept.
Construction, EMC, and fault handling
Clause 6 requires product information, marking, installation and maintenance instructions, diagnostic test information, and environmental information, including an environmentally conscious design process and material declaration procedure. That matters because safe use depends on correct wiring, mounting, and periodic checks, not just the device itself.
Clause 8.2.6 sets EMC requirements for the safety-related function using performance criterion DS. A PDDB must either stay in a defined state or reach OFF-state within a stated time under disturbance, and any external devices needed to achieve that behaviour have to be identified in the product documentation.
Clause 8.5 requires failure mode and effects analysis (FMEA) and consideration of single faults, diagnostics, and lock-out conditions. If a dangerous fault is detected, the PDDB has to enter lock-out and remain there until the fault is cleared. In practice, this is how the standard forces a fail-safe response instead of a hidden dangerous condition.
Clause 8.6 asks the designer to consider influence quantities such as temperature, supply voltage, load, mounting tolerances, target approach angle, humidity, vibration, aging, ambient light, and processing delay. This matters because the declared switching distance and timing must still be credible in real installations.
Verification and test evidence
Clause 9 lays out the verification program. It includes type tests, routine tests, sampling tests, fault insertion tests, switching-distance tests, timing verification, EMC verification, and temperature/humidity testing.
For a buyer or certification body, the key point is that the standard does not stop at a paper declaration. It requires measured evidence for construction, performance, fault reaction, environmental influence, and EMC behaviour. Clause 9.3.5 is especially important because fault insertion tests are used to show that the diagnostic concept really works at component level.
What terms does SIST EN IEC 60947-5-3:2026 define?

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence between
any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter.
5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
services carried out by independent certification bodies.
6) All users should ensure that they have the latest edition of this publication.
7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
members of its technical committees and IEC National Committees for any personal injury, property damage or
other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC
Publications.
8) Attention is drawn to the Normative references cited in this publication
