SIST EN 300 471-1 V1.2.1:2003 is the Slovene adoption of ETSI EN 300 471-1 V1.2.1, published by SIST. It specifies an access protocol and channel-sharing rules for data communications on shared radio channels in the Land Mobile Service, together with methods for measuring receiver timing parameters. The document is aimed at professional mobile radio equipment that shares channels with other users, including mixed speech/data operation.

What does SIST EN 300 471-1 V1.2.1:2003 specify?

SIST EN 300 471-1 V1.2.1:2003 defines how equipment may access and occupy shared Radio Frequency (RF) channels and how key receiver timing characteristics are measured. It applies to professional mobile radio service equipment and to associated frequency planning.

The scope covers single frequency simplex operation and two frequency repeater operation, with the repeater in duplex mode and mobile units in simplex mode. It applies to:

  • multiple data-only users sharing one or two frequencies without a common central control facility
  • multiple mixed analogue speech and data users sharing a channel, with speech taking priority over data

The document also states what is outside its intended use: data users with common central control facilities and trunked systems on dedicated non-shared channels.

Annex DBibliography

What are the key requirements of SIST EN 300 471-1 V1.2.1:2003?

Access and sharing rules

SIST EN 300 471-1 V1.2.1:2003 says a channel must first be checked for idleness by carrier sensing over an observation time. If the channel still appears idle, the transmitter is initiated within the allowed attack time and the channel is occupied only for the permitted time interval.

For mixed speech/data channels, speech has priority over data. In practice, that means data transmissions must be short enough not to disturb speech users. For data/data sharing, the users are independent and have equal priority.

Observation time and retransmission

The observation time has a fixed part and a random part. For pure data channels, the fixed part is short; for mixed speech/data channels, it is much longer. The random part uses a selectable number of time slots, and the number of slots increases after unsuccessful retransmissions.

This matters because the protocol is designed to reduce collisions when traffic rises. After a failed attempt, the equipment repeats the observation process before trying again, and the random range grows to lower the chance of repeated collisions.

Time limits on channel occupation

For data packets exceeding 300 ms, the document defines a time interval for the initiating transmitter and a separate extension for acknowledgements or replies. The practical effect is that one station controls the window, while the reply may slightly extend beyond it.

For short bursts on mixed speech/data channels, packets not exceeding 300 ms are allowed under a special observation rule. If a retransmission is needed, the procedure is repeated only after two seconds.

Carrier sensing and receiver timing

Clause 6 defines carrier sensing thresholds by frequency band and says the receiver must detect several common modulation types. Clause 8 then sets measurement methods and limits for receiver carrier sensed delay and receiver opening delay.

In practice, this means the equipment must react quickly enough to shared-channel traffic. The measured carrier sensed delay must stay within the stated limit, and the receiver opening delay is checked with a test signal and controlled modulation timing.

Conformity and measurement uncertainty

Clause 4 requires a signed declaration of conformity to the access protocol. It also requires measurement of receiver carrier sensed delay and receiver opening delay, possibly together with tests from EN 300 113 or EN 300 390.

Clause 9 requires measurement uncertainty to be calculated according to ETR 028 and reported with the test result. The uncertainty limits are given in a table, so test labs need to state their uncertainty method and include it in the report.

What terms does SIST EN 300 471-1 V1.2.1:2003 define?

  • bit - a binary digit.
  • block - the smallest quantity of information sent over the radio channel, including useful bits and redundancy bits.
  • packet - one block or a continuous stream of blocks sent to one receiver or receiver group.
  • burst (physical) - a small number of consecutive packets transmitted within a period not exceeding 300 ms.
  • window - a set of related transmissions caused by the initiating transmitter and limited by the access protocol.
  • session - a complete exchange of packets that may span one or more windows.
  • initiating transmitter - the station that starts transmission after completing the observation time.
  • reply - the answering transmission, such as ACK, NACK, or a longer information packet.

Who uses SIST EN 300 471-1 V1.2.1:2003?

Manufacturers of professional mobile radio and data radio equipment use this standard when designing shared-channel access behavior. Test laboratories use it for receiver timing measurements and for reporting uncertainty.

Quality managers, buyers, and conformity assessors use it to check whether equipment supports the right access protocol for shared speech/data or data/data channels. Frequency planners and administrations use it when assigning channel use and setting practical limits on packet duration and retries.

What changed in SIST EN 300 471-1 V1.2.1:2003 from the previous edition?

SIST EN 300 471-1 V1.2.1:2003 is described as an editorial update consequent to the publication of EN 300 471-2. The foreword presents it as Part 1 of a multi-part deliverable, with Part 2 covering the harmonized EN for essential requirements under article 3.2 of the R&TTE Directive.

Which standards are used with SIST EN 300 471-1 V1.2.1:2003?

  • EN 300 113-1 - provides timing requirements and measurement methods for data and speech equipment with an antenna connector.
  • EN 300 390-1 - provides timing requirements and test conditions for integral-antenna equipment.
  • I-ETS 300 113 - the earlier ETSI document on radio equipment and systems that the access protocol is based on.
  • ETR 028 - gives the method for calculating measurement uncertainty.
  • EN 300 471-2 - the companion part identified in the foreword for essential requirements under the R&TTE Directive.

What does the SIST EN 300 471-1 V1.2.1:2003 document contain?

The document contains the access protocol, the channel-occupation rules, and the receiver timing measurement methods. It includes definitions, a carrier sensing procedure, observation-time rules, limits for transmitter initiation and channel occupation, and measurement arrangements for equipment with an antenna connector or an integral antenna.

It also contains figures that illustrate sharing situations and test setups, including receiver delay measurements. Table 1 gives carrier-sense thresholds by frequency band, and Table 2 gives maximum measurement uncertainties.

Annex A provides the detailed arrangements for radiated measurements, including the test fixture and the acoustic coupler. Annex B and Annex C add practical comments on random timing and traffic loading, while Annex D lists bibliography items used for background.
