This standard is applicable to the various types of installations and takes into account their environment. It contains: .additional requirements relating to the integrity of the haul rope loop; .additional requirements intended to prevent specific operational incidents; .requirements concerning the attachment of the carriers to the haul rope. It does not apply to installations for the transportation of goods, nor to inclined lifts

Dieses Dokument legt ergänzende Sicherheitsanforderungen an Zweiseil-Pendelbahnen ohne Tragseilbremse fest. Dabei werden die verschiedenen Seilbahnsysteme und deren Umgebung berücksichtigt.
Sie enthält:
- ergänzende Bestimmungen für den Bestand der Zugseilschleife;
- ergänzende Bestimmungen zur Abwendung besonderer Ereignisse im Betrieb;
- Anforderungen an die Befestigung des Fahrzeuges am Zugseil.
Sie gilt weder für Seilbahnen des Güterverkehrs, noch für Aufzüge.

Le présent document établit les prescriptions de sécurité complémentaires pour des téléphériques bicâbles à va et vient sans frein de chariot. Il s'applique aux différents systèmes et tient compte de leur environnement.
Il comprend :
des prescriptions complémentaires relatives à l’intégrité de la boucle du câble tracteur ;
des prescriptions complémentaires destinées à éviter des incidents particuliers en exploitation ;
des exigences concernant les attaches du véhicule sur le câble tracteur.
Il ne s’applique ni aux installations de transport à câble destinées aux marchandises, ni aux ascenseurs.

Vključuje: – dodatne zahteve glede celovitosti vlečne vrvi, – dodatne zahteve za preprečevanje posebnih dogodkov pri delovanju, – zahteve glede priključitve kabin na vlečno vrv. EN 12929-2:2015 (E) Foreword This document (EN 12929-2:2015) has been prepared by Technical Committee CEN/TC 242 “Safety requirements for cableway installations designed to carry persons”, the secretariat of which is held by AFNOR. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by July 2015, and conflicting national standards shall be withdrawn at the latest by July 2015 Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. CEN [and/or CENELEC] shall not be held responsible for identifying any or all such patent rights. This document replaces EN 12929-2:2004. This document has been prepared under a mandate given to CEN by the European Commission and the European Free Trade Association, and supports essential requirements of the EU Directive 2000/9/EC. For the relationship with the EU Directive 2000/9/EC, see informative Annex ZA, which is an integral part of this document. The following main changes have been made to EN 12929-2:2004: In 6.3 the requirement has been removed that stipulates that for the tension safety factor the haul rope loop shall comply with 1,2 times the value of the tension safety factor for haul ropes of bicable reversible aerial ropeways with carrier track brakes in accordance with EN 12930, as the value established from this was only slightly above 4,5. The requirement for the maximum tension safety factor was clarified on the area of the long splicing. In 6.4 b) 1), the value for the smallest permissible tension safety factor has been adapted to comply with the state of the art. In 6.6 the requirement has been removed that stipulates that the device shall be available for the MRT inspection of the installation, as this is not safety-related. The previous Clauses 6.13, 6.14, 6.17, 6.20, 6.22, 6.27, 7.3, 7.7, 7.8, 7.9 and 8.6 have been deleted without replacement, as there was no safety-relevant justifications for supplementary requirements with regard to bicable aerial ropeway with carrier track brakes. In 6.13, the alternative has been removed regarding taking into consideration the actually executed transverse sway options. In 7.2 the increased requirement on the groove depth of the rollers of the carrier truck has been removed, as the transverse sway movement of the carrier truck was restricted. In 7.3 the value for the assumed longitudinal sway has been slightly reduced to the value that is assumed in accordance with EN 12929-1 and the formula adapted. 3 SIST EN 12929-2:2015
EN 12929-2:2015 (E) In 7.6 the requirement on the equipment for bringing the cableway system to a standstill from the cabin have been redefined. In 8.2 the value for the safety has been reduced, as in 8.1 a redundant execution is required and therefore in the event of a system failure a safety of 1,5 is still provided. The terms and definitions have been adapted to EN 13796-1. In 8.4, the terms and definitions have been adapted to EN 13796-1. In 8.6 the requirements on the gripping force for reducing the diameter of the haul rope has been modified by 20 %, as the former regulation contained disproportionately high requirements for the execution of the grip. In Annex A the A-deviation for Germany has been removed. In Annex ZA, the relationships with the basic requirements of the Directive 2000/9/EC have been adapted to the new numbering. NACIONALNI PREDGOVOR
Evropski standard EN 12929-2:2015 je pripravil tehnični odbor Evropskega komiteja za standardizacijo
CEN/TC 242 Varnostne zahteve za žičniške naprave za prevoz potnikov, katerega sekretariat vodi
AFNOR.
Slovenski standard SIST EN 12929-2:2015 je prevod evropskega standarda EN 12929-2:2015. V
primeru spora glede besedila slovenskega prevoda v tem standardu je odločilen izvirni evropski
standard v angleškem jeziku. Slovensko izdajo standarda je pripravil tehnični odbor SIST/TC DTN
Dvigalne in transportne naprave.

Predgovor
Ta dokument (EN 12929-2:2015) je pripravil tehnični odbor CEN/TC 242 Varnostne zahteve za žičniške
naprave za prevoz oseb, katerega sekretariat vodi AFNOR.
Ta evropski standard mora dobiti status nacionalnega standarda bodisi z objavo istovetnega besedila
bodisi z razglasitvijo najpozneje do julija 2015, nasprotujoče nacionalne standarde pa je treba razveljaviti
najpozneje julija 2015.
Opozoriti je treba na možnost, da so lahko nekateri elementi tega dokumenta predmet patentnih pravic.
CEN [in/ali CENELEC] ne prevzema odgovornosti za identifikacijo nekaterih ali vseh takih patentnih
pravic.
Ta dokument nadomešča standard EN 12929-2:2004.
Ta dokument je bil pripravljen v okviru mandata, ki sta ga Evropska komisija in Evropsko združenje za
prosto trgovino dodelila CEN, ter podpira bistvene zahteve Direktive EU 2000/9/ES.
Za povezavo z Direktivo EU 2000/9/ES glej informativni dodatek ZA, ki je sestavni del tega dokumenta.
Spodaj so navedene glavne spremembe glede na standard EN 12929-2:2004:
̶ v točki 6.3 je odstranjena zahteva, ki za varnostni faktor natezne sile določa, da mora zanka
vlečne vrvi ustrezati 1,2-kratni vrednosti varnostnega faktorja natezne sile za vlečne vrvi
dvovrvnih nihalnih žičnic z vrvnimi zavorami v skladu s standardom EN 12930, ker je bila
vrednost, ki je izhajala iz tega, samo nekoliko nad 4,5. Zahteva za največji varnostni faktor
natezne sile je pojasnjena pri obravnavi “dolgega spleta”;
̶ v točki 6.4 b) 1) je vrednost za najmanjši dovoljeni varnostni faktor natezne sile v skladu s
stanjem tehnike;
̶ v točki 6.6 je odstranjena zahteva, ki določa, da je na voljo naprava za magnetno induktivni
pregled (MRT) žičniške naprave, ker ni povezana z varnostjo;
̶ prejšnje točke 6.13, 6.14, 6.17, 6.20, 6.22, 6.27, 7.3, 7.7, 7.8, 7.9 in 8.6 so izbrisane, ne da bi
bile nadomeščene, ker ni z varnostjo povezanih utemeljitev za dodatne zahteve v zvezi z
dvovrvno nihalno žičnico z vrvnimi zavorami;
̶ v točki 6.13 je odstranjena druga možnost v zvezi z upoštevanjem dejansko izvedenih možnosti
prečnega nihanja;
̶ v točki 7.2 je odstranjena povečana zahteva glede globine utorov vrvnih koles tekala zaradi
omejitve prečnega nihanja tekala;
̶ v točki 7.3 je vrednost predvidenega vzdolžnega nihanja nekoliko zmanjšana na vrednost, kot
je predvidena v skladu s standardom EN 12929-1; privzeta je bila tudi formula;
̶ točka 7.6 na novo opredeljuje zahtevo glede opreme za zaustavitev žičniškega sistema iz
kabine;
̶ v točki 8.2 je vrednost za varnost zmanjšana, ker točka 8.1 zahteva dodatno izvedbo, zato je v
primeru okvare sistema še vedno zagotovljena varnost z vrednostjo 1,5. Izrazi in definicije so
privzeti iz standarda EN 13796-1;
̶ v točki 8.4 so izrazi in definicije privzeti iz standarda EN 13796-1;
̶
̶ v točki 8.6 so zahteve glede prižemne sile za zmanjšanje premera vlečne vrvi spremenjene za
20 %, ker so bile v prejšnjem predpisu podane nesorazmerno visoke zahteve za izvedbo
prijema;
̶ v dodatku A je odstranjena A-deviacija za Nemčijo;

̶ v dodatku ZA so povezave z osnovnimi zahtevami Direktive 2000/9/ES prilagojene novemu
oštevilčenju.
Standard EN 12929 s skupnim naslovom “Varnostne zahteve za žičniške naprave za prevoz oseb –
Splošne zahteve” je sestavljen iz naslednjih delov:
a) 1. del: Zahteve za vse naprave
b) 2. del: Dodatne zahteve za dvovrvne nihalne žičnice brez vrvnih zavor
Ta dokument je del programa standardov, ki ga je potrdil CEN/TC 242. Ta program vključuje naslednje

Skupaj tvorijo skupino standardov za konstruiranje, proizvodnjo, namestitev, vzdrževanje in obratovanje
vseh žičniških naprav za prevoz oseb.
V skladu z notranjimi predpisi CEN-CENELEC morajo ta evropski standard prevzeti nacionalne
organizacije za standarde naslednjih držav: Avstrije, Belgije, Bolgarije, Cipra, Češke republike, Danske,
Estonije, Finske, Francije, Grčije, Hrvaške, Irske, Islandije, Italije, Latvije, Litve, Luksemburga,

1 Področje uporabe
Ta evropski standard določa dodatne varnostne zahteve za dvovrvne nihalne žičnice brez vrvnih zavor.
Pri izpolnjevanju zahtev je treba upoštevati različne vrste žičniških naprav in njihovo okolje.
Ta del standarda EN 12929 obsega:
̶ dodatne zahteve glede celovitosti zanke vlečne vrvi;
̶ dodatne zahteve za preprečevanje izrednih dogodkov med obratovanjem;
̶ zahteve glede pritrditve vozil na vlečno vrv.
Ta evropski standard se ne uporablja za žičniške naprave za prevoz tovora ali za dvigala.

Foreword
This document (prEN 12929-2:2013) has been prepared by the Technical Committee CEN/TC 242 “Safety
requirements for passenger transportation by rope”, the secretariat of which is held by AFNOR.
This document is currently submitted for CEN enquiry.
This document is intended to replace EN 12929-2:2004.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association, and supports essential requirements of EU Directives.
For the relationship with EU Directives, see informative Annex ZA, which is an integral part of this document.
In 5.2.2 the reference to the requested safety analysis in EN 12929-1 has been removed, as this
requirement is no longer included in EN 12929-1.
In 6.3 the requirement has been removed that stipulates that for the tension safety factor the haul rope
loop shall comply with 1,2 times the value of the tension safety factor for haul ropes of bicable reversible
aerial ropeways with carrier track brakes in accordance with EN 12930, as the value established from this
was only slightly above 4,5. The requirement for the maximum tension safety factor was clarified on the
area of the long splicing.
In 6.4 b) 1), the value for the smallest permissible tension safety factor has been adapted to comply with
the state of the art.
In 6.6 the requirement has been removed that stipulates that the device shall be available for the
magneto-inductive inspection of the installation, as this is not safety-related.
The previous Clauses 6.13, 6.14, 6.20, 6.22, 7.7, 7.8 and 7.9 have been deleted without replacement, as
there was no safety-relevant justifications for supplementary requirements with regard to bicable aerial
ropeway with carrier track brakes.
In 6.13, the alternative has been removed regarding taking into consideration the actually executed
transverse sway options.
In 6.15, the regulations for the device for detecting lightning strikes have been clarified.
In 7.4 the value for the assumed longitudinal sway has been slightly reduced to the value that is assumed
in accordance with EN 12929-1 and the formula adapted.
In 8.2 the value for the safety has been reduced, as in 8.1 a redundant execution is required and
therefore in the event of a system failure a safety of 1,5 is still ensured. The terms and definitions have
been adapted to EN 13796-1.
In 8.4, the terms and definitions have been adapted to EN 13796-1.
In 8.7 the requirements on the gripping force for reducing the diameter of the haul rope has been modified
by 20 %, as the former regulation contained disproportionately high requirements for the execution of the
grip.
In Annex A the A-deviation for Germany has been removed.

In Annex ZA, the relationships with the basic requirements of the Directive 2000/9/EC have been adapted
to the new numbering.

1 Scope
This document specifies additional safety requirements for bicable reversible aerial ropeways without carrier
truck brakes. This document is applicable to the various types of cableway installations and takes into account
their environment.
It contains:
additional requirements relating to the integrity of the haul rope loop;
additional requirements intended to prevent specific operational incidents;
requirements concerning the attachment of the carriers to the haul rope.
It does not apply to cableway installations for transportation of goods nor to lifts.

5.1 Application of this Standard
The requirements of this document, together with those of EN 1709, EN 1908, EN 1909, EN 12397,
EN 12408, EN 12927 (Parts 1 to 8), EN 12929-1, EN 12930, EN 13107, EN 13223, EN 13243 and EN 13796
(Part 1 to 3) apply to bi-cable reversible aerial ropeways without carrier truck brakes.
5.2 Safety principles
5.2.1 General
The safety principles as set out in EN 12929-1 apply.
In addition, the following hazard scenarios and safety measures relative to the scope of this document are to
be taken into consideration.
5.2.2 Hazard scenarios
The events listed in Tables 1 and 2 in particular may result in a hazardous situation which may be avoided or
limited by means of the safety requirements in this document.
