Umsetzungszeitraum
Die Verordnung trat am 29. März 2016 in Kraft. Sie gilt unmittelbar in allen Mitgliedstaaten der Europäischen Union, sodass eine nationale Umsetzung nicht erforderlich ist. Für bereits bestehende Seilbahnen mit Inbetriebnahme vor dem 1. Januar 1986 und keinen wesentlichen Änderungen gelten Ausnahmeregelungen. Neue Seilbahnen und wesentliche Änderungen unterliegen dem vollständigen Anwendungsbereich der Verordnung ab dem Inkrafttreten.
Die Mitgliedstaaten müssen zudem sicherstellen, dass ihre zuständigen Behörden über entsprechende Marktüberwachungs- und Genehmigungsverfahren verfügen, um die Vorschriften der Verordnung effektiv durchzusetzen.

- Autorisation et mise en service : Les États membres définissent les procédures d’autorisation de construction, de modification et de mise en service des installations, incluant une analyse de sécurité rigoureuse.

Calendrier de mise en œuvre
- Le règlement est entré en vigueur le 20 avril 2016.
- Les dispositions s’appliquent à toutes les nouvelles installations, aux modifications majeures nécessitant une nouvelle autorisation, ainsi qu’aux sous-systèmes et composants de sécurité nouveaux mis sur le marché après cette date.
- Les États membres doivent transposer et appliquer le règlement dans leurs systèmes d’autorisation, de surveillance et de contrôle afin d’assurer une mise en conformité harmonisée à l’échelle de l’Union.

Namenjena je zagotavljanju visoke ravni varnosti ter enotnih zahtev in postopkov skladnosti za žičniške naprave, vključno s podsistemi in varnostnimi elementi, v vseh državah članicah EU. - Gospodarski subjekti (proizvajalci, uvozniki, distributerji) morajo zagotoviti, da so le varni in skladni podsistemi in elementi dostopni na trgu.
- Uvozniki morajo na elemente navesti svojo identifikacijo in preveriti skladnost s predpisi.
- Distributerji morajo skrbeti, da ne posredujejo neskladnih izdelkov.
- Izvajanje postopkov priglasitve organov za ugotavljanje skladnosti mora biti usklajeno ter akreditirano skladno z Uredbo (ES) št. 765/2008.
- Podizvajalci in odvisne družbe, ki sodelujejo v postopkih ugotavljanja skladnosti, morajo izpolnjevati enake zahteve kot organi za ugotavljanje skladnosti.

- zagotovitev skladnosti žičniških naprav, ki že obratujejo, skladno z zahtevami nacionalne zakonodaje po potrebi. Države članice so morale uredbo prenesti v nacionalno zakonodajo v določenih rokih, da je bila zagotovljena njena dosledna uporaba in nadzor. Priglašeni organi morajo izpolnjevati nove zahteve za akreditacijo in delovanje, kot je določeno v uredbi, brez nepotrebnih zamud.
Ta uredba je ključna za varnost in harmonizacijo žičniških naprav v Evropski uniji, obenem omogoča prosti pretok proizvodov in storitev ter zagotavlja visoko raven varovanja zdravja in varnosti uporabnikov.
