Safety of machinery - Safety requirements for the design and construction of paper making and finishing machines - Part 5: Sheeters
This European Standard applies to sheeters, including unwinding units, sheet stacker, drive and control units
intended for use in paper making and shall be used together with EN 1034-1:2000. Paper dust and edge strip
suction devices are not covered by this standard. It deals with all significant hazards, hazardous situations and
hazard events relevant to sheeters, when they are used as intended and under the conditions foreseen by the
manufacturer (see clause 4). This standard does not apply to:
- sheeters for corrugated board (see EN 1010-5);
- sheeters for foil (see EN 1010-1);
- sheeters with sheet feeders (see EN 1010-1);
- guillotines (see EN 1010-3:2002).
This document is not applicable to sheeters that have been manufactured before the date of publication of this
document by CEN.

La présente Norme européenne s'applique aux coupeuses transversales comprenant unités de déroulage, dispositif pour l’empilage des feuilles, entraînement et systeme de commande, qui sont destinés a etre employés lors de la finition du papier, et doit etre appliquée conjointement avec l’EN 1034-1:2000. Les installations pour l’aspiration de la poussiere de papier et des rognures ne rentrent pas dans le domaine d’application de cette norme. Elle traite de l’ensemble des phénomenes dangereux, situations dangereuses et événements dangereux qui concernent les coupeuses transversales lorsque celles-ci sont utilisées normalement et dans les conditions d’utilisation abusive qui peuvent raisonnablement etre prévues par le fabricant (voir Article 4). Cette norme n’est pas applicable aux :
- coupeuses transversales pour le carton ondulé (voir l’EN 1010-5) ;
- coupeuses transversales pour les films en matiere plastique ou en aluminium (voir l’EN 1010-1) ;
- coupeuses transversales avec margeurs (voir l’EN 1010-1) ;
- massicots (voir l'EN 1010-3:2002).
Cette Norme européenne n’est pas applicable aux coupeuses transversales qui ont été fabriquées avant sa publication par le CEN.

The machinery concerned and the extent to which hazards, hazardous situations and events are covered are indicated in the scope of this European Standard. 3 Terms and definitions For the purposes of this document, the terms and definitions given in EN 1034-1:2000, EN ISO 12100-1:2003 and the following apply: 3.1 sheeter paper making and finishing machine in which paper or board webs are cut longitudinally and transversely and the sheets are collected
as stacks.
This definition also includes sheeters without unwinding units in which the paper web is fed directly from a paper or coating machine.
Figure 1 and Figure 2 show examples of sheeters.
Figure 1 shows a typical configuration of a sheeter for large sizes with two sheet feeders.

EN 1034-5:2005 (E) 9 4 List of significant hazards Table 1 of this clause contains all the significant hazards that, as far as they are dealt with in this standard, are identified by risk assessment in accordance with EN 1050:1998 as significant for this type of machinery and require action to eliminate or reduce the risk.

5 Safety requirements and/or measures 5.1 General Machinery shall comply with the safety requirements and/or measures of this clause. In addition, the machines shall be designed according to the principles of EN ISO 12100-1 for relevant but not significant hazards that are not dealt with by this document, (for example, sharp edges of the machine frame) 5.2 Start-up warning device 5.2.1 The start-up warning device of sheeters for cutting large-size formats (see, for example, Figure 1) shall be of category B according to 5.6.1 of EN 1034-1:2000 and for cutting small-size formats (see Figure 2) of category C according to 5.6.2 of EN 1034-1:2000. 5.2.2 The control system of the start-up warning device shall comply with at least category 1 of EN 954-1:1997 for conventional control systems and category 2 of EN 954-1:1997 for electronic system. 5.2.3 The use of the start-up warning device before starting the machine shall be described in the instruction handbook. 5.3 Emergency stop and braking devices 5.3.1 An emergency stop device shall be provided in accordance with the requirements of 5.7 of
EN 1034-1:2000 and act on the whole machine including sheet delivery unit. 5.3.2 The machines shall have braking devices which operate on the actuation of the emergency stop device. This requirement may be fulfilled for example by mechanical brakes or electric generator brakes. In this case, the emergency stop device shall function according to stop category 1 of 4.15 of EN 418:1992.
Braking devices shall operate in such a way that the stopping time of the machine does not exceed the shortest possible start-up time following the emergency stopping. SIST EN 1034-5:2006

The control system of emergency stop device shall comply with the requirements of at least category 3 of EN 954-1:1996. 5.3.4 The control system of electric brakes shall comply with category 2 of EN 954-1:1996. Any fault in the brake control circuit shall lead to emergency stopping according to category 0 in 4.15 of EN 418:1992 and
EN 60204-1:1997. 5.3.5 Where the web is fed to the sheeter directly from a paper making or coating machine, it may be appropriate for the emergency stop device to act on the sheeter only and not on the preceding machine.
5.4 Workplaces, access stairs, catwalks, passageways .5.4.1 The requirements of 5.5 of EN 1034-1:2000 and EN ISO 14122-1:2001, EN ISO 14122-2:2001 and
EN ISO 14122-3:2001 shall be satisfied. As a deviation from these requirements, working platforms are allowed to be rated for a surface load of 3 000 N/m². In these cases, the instruction handbook will then need to specify the load capacity according to clause 7 together with a warning not to deposit any machine parts on the working platform.
Further requirements are contained in 5.20.1 b), 5.21.2 and 5.25. 5.4.2 As a deviation from the requirements specified in 5.5 of EN 1034-1:2000, the catwalk railing of the unwinding unit may have a minimum height of 0,90 m on the reel side where a higher railing would impede web transport. 5.5 Means for isolation and energy dissipation, prevention of unexpected start-up 5.5.1 For isolation and energy dissipation of electric, pneumatic and hydraulic equipment from their respective source of power, the devices specified in 5.8 of EN 1034-1:2000 shall be provided. 5.5.2 Where the supply disconnecting devices according to EN 60204-1:1997 are not arranged in the immediate vicinity of the machine, the main control panel shall be equipped with a device ensuring prevention of unexpected start-up according to 5.8.2 of EN 1034-1:2000 or 5.4 of EN 60204-1:1997 respectively. 5.5.3 The use of the devices as specified in 5.5.1 and 5.5.2 shall be described in the instruction handbook. 5.6 General requirements for protective equipment and power transmission elements 5.6.1 The requirements of 5.1 of EN 1034-1:2000 shall be satisfied. 5.6.2 All power transmission elements clutches between unwinding units and brakes; cardan shafts or gears of the sheeter unit; gears of the belt section; chain wheels and rope wheels the sheet delivery unit shall be protected by guards in accordance with 5.2 of EN 1034-1:2000. 5.6.3 Information on checking the correct function and arrangement of the safety devices used shall be given in the instruction handbook.

EN 1034-5:2005 (E) 12 5.7 Control systems and actuators 5.7.1 The requirements specified in 5.14 of EN 1034-1:2000 and in 5.20 a) and 5.25.3 shall be complied with. The control system of the emergency stop device shall comply with the requirements of 5.2 and the control system of the start-up warning device shall comply with the requirements of 5.3. 5.7.2 For the control systems of interlocking devices of chucking or supporting systems of chucking cones, the following categories are suitable: a) category 3 according to EN 954-1:1996 where there is a risk of non-limited ejection of reels in case of loss of the safety function; b) category 1 according to EN 954-1:1996 where a mechanical safety device is provided to contain the reel ejected in case of loss of the safety function. 5.8 Noise The requirements of 5.15 of EN 1034-1:2000 shall be satisfied. The noise emitted from the sheeter unit and the connecting elements of the trim suction device shall be reduced by the measures defined in 5.15.1 of
EN 1034-1:2000. 5.9 Integrated lighting The requirements of 5.18 of EN 1034:2000 and EN 1837 shall be satisfied. 5.10 Ergonomic principles The requirements of 5.22 of EN 1034-1:2000 shall be complied with. Special consideration shall be given to the following operations of the work process: a) inserting the reel in the unwinding unit; b) removal of run-down tubes or reel shells; c) web threading; d) waste removal; e) removal of test sheets; f) adjustment of sheet lays in the belt section; g) adjustment of jogging plates of the sheet collating device.
5.11 Electrical equipment The requirements of 5.23 of EN 1034-1:2000, EN 60204-1:1997 and EN 61000-6-2:2001 shall be satisfied. 5.12 Hydraulic equipment The requirements of EN 982 and 5.5.1 shall be satisfied. 5.13 Pneumatic equipment The requirements of EN 983:1996 and 5.5.1 shall be satisfied. EN 1034-5:2005 (E) 13 5.14 Unwinding unit 5.14.1 Reel shells and frame supports shall be designed such that reels and frames can be installed safely and unintended ejection is prevented. Safe installation is ensured, for example, by providing an inclined separating line of the support so that the reel or frame automatically moves into the support. Unintended ejection is prevented, for example, by providing support covers or adequately dimensioned support walls. 5.14.2 Reel shells and frame supports shall be designed such that the removal of reels or reel frames is prevented if the support cover is closed or the clutch engaged. Facilities that prevent removal of reels and frame supports when the support cover is closed are, for example, deflecting bars or guards on the support cover and on the clutch so that insertion of the crane hook is prevented. 5.14.3 Core chucks of unwinding units with shaftless winding shall not be allowed to move apart under the control of the respective control device if: a) the reel is lifted and b) the winding motion is switched on. Suppressing the interlocking function required for condition a) by means of an enabling device shall be allowed only where functional reasons require the core chucks to move apart in a position above the required level, for example, for removal of cores. For requirements of interlocking devices, see 5.7.2. 5.14.4 Core chucks of shaftless unwinding units shall only be capable of being engaged with a hold-to-run control if the danger zone is accessible. The control shall be located so that the operator is able to observe to movement. The associated control system shall be at least of category 1 according to EN 954-1:1997.
For automatic reel changing units, further safety measures are required in accordance with 5.14.7. 5.14.5 Drawing-in hazards between the reel and fixed machine parts, cylinders and other rollers shall be prevented or safeguarded for all reel diameters according to 5.4 of EN 1034-1:2000. A drawing-in hazard does not exist where there is a clearance of at least 500 mm between the reel and adjacent rollers, cylinders and beams. Inrunning nips which are located at a height of 2,0 m to 2,5 m above a possible level of operation can be safeguarded by providing a clearance of at least 300 mm; the instruction handbook shall then contain the information that no any access steps or other means of access shall be used. For the inrunning nip existing between reel and floor, the following measures can be applied, depending on the results of risk assessment according to EN 1050:1998: clearance of > 500 mm between reel and floor; safety devices in accordance with 5.4 of EN 1034-1:2000; safety devices in accordance with 5.1.1 of EN 1034-1:2000; safety measures in accordance with EN ISO 12100-1:2003. The instruction handbook shall in addition point out that marking the floor area beneath is required according to clause 7 and it is not permitted to creep beneath the reel.
Different or additional safety measures are possibly required for unwinding units with automatic reel changing facility in accordance with 5.14.7. 5.14.6 Where crushing and shearing points between the machine frame and the winding arms cannot be designed out, winding arms shall only be capable of being moved with a hold-to-run control. The associated control system of this control shall be at least of category 1 according to EN 954-1:1997. The danger zone shall be within the operator's view.
