Road marking materials - Requirements for factory production control

This European Standard specifies the requirements for factory production control (FPC) of road marking materials when the manufacturer wishes the products to bear the EC conformity marking.
This European Standard also gives guide for the manufacturer and the certification bodies involved with the factory production control of road marking materials. It specifies which types of test have to be taken into consideration within the FPC but, as usual in third-party assessment and surveillance of quality systems, it leaves the precise methods to be applied to be dependent on the characteristics of the manufacturer's installation and production methods. The precise parameters and methods will be found in the written procedures agreed between the manufacturer and the third party responsible for the initial assessment of the FPC.

1 Anwendungsbereich
Diese Europäische Norm legt die Anforderungen an die werkseigene Produktionskontrolle von Straßen-
markierungsmaterialien fest, die zu erfüllen sind, wenn nach dem Wunsch des Herstellers diese Pro-
dukte das EC-Konformitäts-Kennzeichen erhalten sollen.
Ferner stellt diese Europäische Norm einen Leitfaden für Hersteller und Zertifizierungsstellen dar, die mit
der Produktionskontrolle von Straßenmarkierungsmaterialien befasst sind. Sie legt die Art der Prüfver-
fahren fest, die bei der werkseigenen Produktionskontrolle anzuwenden sind. Sie lässt aber, wie bei der
Bewertung oder der Überwachung der Qualitätssysteme durch Dritte üblich, die konkreten, anzuwenden-
den Methoden offen, die je nach Art der verwendeten Produktionsanlagen und -methoden auszuwählen
sind. Die genauen Prüfgrößen und -methoden sind in den schriftlich niedergelegten Verfahren zu finden,
auf die sich Hersteller und die für die anfängliche Einschätzung der werkseigenen Produktionskontrolle
verantwortliche dritte Partei verständigt haben.

La présente norme spécifie les exigences applicables pour le contrôle de la production en usine (CPU) pour les produits de marquage routier quand les fabricants souhaitent obtenir le marquage de conformité CE pour leurs produits.
Elle doit etre considérée comme un guide pour le fabricant et les organismes de certification concernés par le contrôle de la production en usine des produits de marquage routier. Elle spécifie quels types d'essais sont a prendre en compte dans le cadre du CPU mais en laissant le choix des méthodes précises a appliquer en fonction des caractéristiques de l'installation du fabricant et de ses méthodes de production comme a l'ordinaire dans une évaluation et une surveillance des systemes de qualité par un tiers. On trouvera les parametres et les méthodes spécifiques dans les modes opératoires rédigés par le fabricant et convenus entre lui et le tiers responsable de l'évaluation initiale du CPU.

Page 3EN 13212:20013.1reference samplesample, labelled and stored for some period of time, to be used in case additional testing orverification is needed3.2batchamount of product produced as one complete operation not being part of a continuous process3.3production runamount of product realised as part of a continuous production process4General requirements for factory production control4.1GeneralThe manufacturer shall exercise a permanent FPC, including a quality system certified by a thirdparty.The manufacturer shall be responsible for organizing the effective implementation of the FPCsystem. Tasks and responsibilities shall be documented and this documentation shall be kept up-to-date.In each factory, the manufacturer may delegate the action to a person who shall have thenecessary authority to:- Identify procedures to demonstrate conformity of the product at appropriate stages;- Identify and record any instance of non-conformity;-Identify procedures to correct instances of non-conformity.The manufacturer shall implement these procedures and instructions and record the operationsand results. The results shall be used to correct the effects of any deviations and where necessary,treat any resulting non-conformity and, if required, to revise the FPC system to rectify the cause ofnon-conformity.A manufacturer having a quality system conforming to the EN ISO 9000 family of standards, andwhich addresses the requirements of the appropriate harmonized standards for the road markingmaterials, is recognized as satisfying the FPC requirements of this standard.4.2Production control systemThis quality system shall at least include the necessary procedures for:-The control of raw materials;-The control of dosage and mixing equipment;-The control of the necessary installations, equipment and trained personnel toexecute thetests on the raw materials, the tests during production and the final quality control tests;



Page 4EN 13212:2001-The test methods to be applied and the tolerances for the results of all the tests used areto be laid down in the quality system of the manufacturer. The appropriate calibrationsshall be carried out on defined measuring and testing equipment.4.3Quality recordsThe quality records shall include everything that is necessary to ensure the traceability and allresults of tests executed to control
