SIST EN 301 166-2 V1.1.1:2003 is the SIST adoption of an ETSI harmonized European Standard for land mobile service radio equipment used in PMR (Private Mobile Radio) systems. It covers analogue and/or digital communication for speech and/or data on narrow band channels with an antenna connector, and it specifies the essential requirements under article 3.2 of the R&TTE Directive. In practice, it tells manufacturers and test laboratories what spectrum-related performance must be checked to show that the equipment uses radio resources effectively and avoids harmful interference.

What does SIST EN 301 166-2 V1.1.1:2003 specify?

SIST EN 301 166-2 V1.1.1:2003 specifies the coexistence and radio-spectrum requirements for transmitters and receivers in the land mobile service, especially PMR stations operating from 30 MHz to 3 GHz. It is written for narrow channel separations of less than 10 kHz and for equipment intended for speech and/or data.

The standard applies to base stations and mobile stations with an antenna socket, and to handportable stations either with an antenna socket or with an internal 50 Ω RF connector that gives access to the transmitter output and receiver input. Handportable equipment without an external or internal RF connector, and without the possibility of a temporary internal 50 Ω RF connector, is outside the stated scope.

The document is organized into clauses 1 to 5, followed by Annex A. Clause 3 covers definitions, symbols and abbreviations, Clause 4 gives the technical specifications, and Clause 5 gives the compliance test arrangements. Annex A is informative and lists bibliography items.

What are the key requirements of SIST EN 301 166-2 V1.1.1:2003?

SIST EN 301 166-2 V1.1.1:2003 ties each radio performance requirement to the corresponding definitions, limits and measurement methods in EN 301 166-1. That matters because this part is the harmonized conformity layer, while Part 1 carries the detailed technical parameters.

Transmitter requirements

Clause 4.2 covers frequency error, maximum power (conducted), maximum effective radiated power, adjacent channel power, spurious emissions, intermodulation attenuation and transient power. For each item, the limit and the measurement method are taken from EN 301 166-1.

In practice, a manufacturer or tester uses these clauses to check that the transmitter stays on frequency, does not exceed its power or unwanted emission limits, and behaves properly during switching and modulation changes. That is the core evidence that the transmitter will not disturb nearby channels.

Receiver requirements

Clause 4.3 covers maximum usable sensitivity, co-channel rejection, adjacent channel selectivity, spurious response rejection, intermodulation response rejection, blocking or desensitization, and spurious radiations. For duplex equipment, the document adds specific simultaneous transmit-and-receive cases for sensitivity and spurious response rejection.

In practice, these requirements show whether the receiver can hear the wanted signal in the presence of real-world interference. They are the main checks for selectivity, desensitization and immunity to unwanted signals.

Test conditions and uncertainty

Clause 5 requires testing under the declared environmental profile, with normal and extreme conditions where stated, and with a test power source meeting the linked requirements. The manufacturer declares the operational environmental profile, and the equipment has to comply within that declared range.

Clause 5.2 also requires measurement uncertainty to be reported and calculated according to TR 100 028, with the stated maximum values in Table 1. That means the test report must show not only the result, but also how confident the laboratory is in that result.

Test suites

Clause 5.3 identifies the essential test suites for the transmitter items, and Clause 5.4 lists the other test suites for the receiver items. This helps a test house choose the correct measurements for a compliance program without having to build the test plan from scratch.

What terms does SIST EN 301 166-2 V1.1.1:2003 define?

PMR (Private Mobile Radio) refers to the land mobile radio service context for the equipment covered by this standard.

CBW (Channel Bandwidth) is the channel width allowed by CEPT for these systems, with the text giving 6.25 kHz as an example.

CSP (Channel Separation) is the narrow channel spacing used in this application, stated as less than 10 kHz.

RF (Radio Frequency) identifies the connector and access points used for transmitter and receiver measurements.

R&TTE Directive is the European directive under which this harmonized EN addresses article 3.2 on efficient spectrum use and harmful interference avoidance.

IPR (Intellectual Property Rights) refers to ETSI’s notice that essential or potentially essential patent rights may exist for the document.

Who uses SIST EN 301 166-2 V1.1.1:2003?

SIST EN 301 166-2 V1.1.1:2003 is used by manufacturers of PMR land mobile radio equipment, by test laboratories that measure transmitter and receiver performance, and by organizations assessing conformity under the R&TTE framework. It is also relevant to product engineers, compliance teams and buyers who need to know whether a radio product is designed for narrow-band spectrum use with an antenna connector.

Which standards are used with SIST EN 301 166-2 V1.1.1:2003?

EN 301 166-1 is the main companion part. It provides the technical characteristics, definitions, limits and measurement methods that this Part 2 repeatedly references.

TR 100 028 is used for calculating measurement uncertainty. Clause 5.2 points to it for the uncertainty method used in test reports.

Directive 1999/5/EC, the R&TTE Directive, is the legal framework for the harmonized requirements covered here. Directive 98/34/EC is cited in the foreword as the procedural basis for the ETSI mandate.

What does the SIST EN 301 166-2 V1.1.1:2003 document contain?

SIST EN 301 166-2 V1.1.1:2003 contains the scope, references, definitions and abbreviations, then the transmitter and receiver requirement clauses. It also contains the compliance-testing clauses, including environmental conditions, sample selection, interpretation of results and measurement uncertainty.

The document gives the structure for test planning: essential test suites, other test suites, and the conditions under which measurements are taken. Table 1 sets the maximum uncertainty values for items such as frequency, power, emissions, sensitivity and duplex desensitization.

Annex A provides an informative bibliography for readers who need related measurement and conformance references.
