Household and similar electrical appliances - Safety - Part 2-54: Particular requirements for surface-cleaning appliances for household use employing liquids or steam
This clause of Part 1 is replaced by the following. This International Standard deals with the safety of electric cleaning appliances for household use that are intended for cleaning surfaces such as windows, walls and empty swimming pools by using liquid cleansing agents or steam, their rated voltage being not more than 250 V. It also covers wallpaper strippers. As far as is practicable, this standard deals with the common hazards presented by appliances that are encountered by all persons in and around the home. However, in general, it does not take into account - persons (including children) whose . physical, sensory or mental capabilities; or . lack of experience and knowledge prevents them from using the appliance safely without supervision or instruction; - children playing with the appliance.

Gospodinjski in podobni električni aparati - Varnost - 2-54. del: Posebne zahteve za aparate za čiščenje površin s tekočinami ali paro - Dopolnilo A11
To točko 1. dela nadomešča naslednje besedilo.

Overview
SIST EN 60335-2-54:2009/A11:2013 is a crucial European standard published by the European Committee for Electrotechnical Standardization (CENELEC). It sets out particular safety requirements for surface-cleaning appliances for household use that employ liquids or steam. This amendment to the original 2008 version was adopted in 2012 to enhance user safety and clarify testing and marking requirements.
The standard applies to household and similar electrical surface-cleaning appliances that utilize liquids or steam to clean surfaces. It addresses common hazards while recognizing that use by children or vulnerable individuals might require additional precautions beyond those specified.
Key Topics
Scope and Application: The standard focuses on safety requirements relevant to all household surface-cleaning appliances using liquids or steam. It generally excludes considerations for children playing with or using the appliances without supervision.
Markings and Warnings:
- Appliances must bear clear markings, including a “CAUTION: Hot surface” label or the IEC 60417-5041 symbol where applicable.
- Warnings must be displayed on the hottest surfaces during normal operation and comply with size guidelines (minimum 8 mm height for symbols, 4 mm for text capitals).
- Instructions must warn users against leaving the appliance unattended while connected, opening filling apertures during use, and emphasize safe refilling practices for pressurized models.
Heating and Temperature Limits:
- The standard specifies maximum allowable temperature rises for external surfaces under normal operating conditions, with detailed limits depending on the material (bare metal, coated metal, glass, plastics).
- Temperature increases must be continuously monitored during testing, with allowances for critical surfaces like steam outlets while requiring clear hazard markings if higher temperatures are unavoidable.
- Measurement procedures consider normal operation placement and exclude undersides of appliances designed for floor or work surface use.
Construction and Safety Features:
- Steam cleaners must stop emitting steam or droplets above 50°C within 3 seconds after release of the control switch.
- Pressurized boilers have safeguards preventing the removal of filling caps when internal pressure exceeds 35 kPa, ensuring safe handling and preventing steam or hot water jets.
- Locking mechanisms are required for steam cleaner switches to avoid accidental steam emission during non-use.
User Guidance:
- Appliances should only be used by persons with reduced capabilities if they are properly supervised or instructed.
- Children shall not play with the appliance, and appliances showing damage or leaks should never be used.
Applications
SIST EN 60335-2-54:2009/A11:2013 is essential for manufacturers, importers, and distributors of household surface-cleaning appliances that utilize liquids or steam, such as:
- Steam mops and steam cleaners
- Wet vacuum cleaners with surface cleaning functions
- Multi-functional cleaning appliances involving hot liquids or steam
Compliance ensures enhanced user protection against burns, steam emission hazards, and electrical safety risks. This standard supports the reliable design, manufacturing, and testing of safe household cleaning appliances promoting consumer confidence and regulatory compliance within the European market.

- IEC 60417-5041 – International symbol for “Caution, hot surface,” referenced in marking and warning requirements.
- Other parts of the EN 60335 series covering different household electrical appliances and specific safety features.
By adhering to SIST EN 60335-2-54:2009/A11:2013, stakeholders ensure that household surface-cleaning appliances employing liquids or steam meet stringent safety criteria, minimizing risks associated with heat, steam, and electrical hazards. This contributes to safer usage environments for consumers across Europe and other regions adopting the CENELEC standards framework.
