SIST EN 301 166 V1.1.1:2003 is the Slovenian adoption of ETSI EN 301 166 V1.1.1 for land mobile radio equipment used in the Private Mobile Radio (PMR) service. It specifies the technical characteristics and test conditions for analogue and/or digital speech and/or data equipment operating on narrowband channels and fitted with an antenna connector.
What does SIST EN 301 166 V1.1.1:2003 specify?
SIST EN 301 166 V1.1.1:2003 specifies the minimum performance and test methods for PMR transmitters and receivers used in the land mobile service between 30 MHz and 3 GHz. The standard is aimed at narrow channel separations, including 6.25 kHz, and covers equipment using constant or non-constant envelope modulation.
It applies to base stations, mobile stations and handportable stations with an antenna socket, or with an internal 50 W RF connector that gives access to the transmitter output and receiver input. Handportable equipment without any external or internal RF connector, and without the possibility of a temporary internal RF connector, is outside the covered equipment types.
The document is organized into general requirements, transmitter requirements, receiver requirements, duplex operation and measurement uncertainty, followed by normative annexes.
| Annex | What it covers |
|---|---|
| A | Radiated measurement sites, arrangements and coupling of signals |
| B | Spectrum analyser specification |
| C | Selection of equipment and frequencies for testing |
| D | Measurement filter specification |
| E | Clauses relevant to EC Directive 89/336/EEC compliance |
| F | Optional identification requirements for stations |
What are the key requirements of SIST EN 301 166 V1.1.1:2003?
SIST EN 301 166 V1.1.1:2003 is built around type testing: the equipment offered for test must represent the production model, and the test sample set depends on the switching range (SR), alignment range and operating frequency range (OFR). In practice, this tells manufacturers and laboratories which samples to submit and which frequency points to exercise so that one approval covers the intended product family.
Equipment presentation and sampling
Clause 4 defines how to present equipment for testing, including model selection, the meaning of SR, alignment range and OFR, and the categories AR0 to AR3. It also sets rules for multiple channel separations, alternative power levels, alternative hardware configurations, and equipment families that span a wider OFR than one alignment range.
Test conditions and power sources
Clause 5 sets normal and extreme temperature conditions and defines the power source conditions for mains, vehicle batteries and other supplies. This matters because results must be repeatable under both normal use and the environmental extremes used for approval.
General test arrangements
Clause 6 defines the test signals, artificial antenna load, access arrangements, receiver mute or squelch handling, and the arrangements for analogue and bit-stream measurements. It also covers transmitter automatic shut-off and duplex filter arrangements, which are important when the equipment is tested as a system rather than as isolated blocks.
Transmitter performance
Clause 7 covers maximum conducted power, maximum effective radiated power, adjacent and alternate channel power, spurious emissions, intermodulation attenuation, transient power and frequency error. These are the core transmitter checks, showing whether the radio stays within its assigned channel, avoids unwanted outputs and behaves correctly during keying and modulation changes.
Receiver performance
Clause 8 covers maximum usable sensitivity for analogue and data equipment, adjacent channel selectivity, spurious response rejection, intermodulation response rejection, blocking or desensitization, spurious radiations and co-channel rejection. In practice, this is the receiver side of coexistence testing: it shows how well the radio can hear its wanted signal while rejecting interference and unwanted signals.
Duplex operation
Clause 9 addresses simultaneous transmission and reception, including receiver desensitization and receiver spurious response rejection. This is especially relevant for radios that must transmit and receive at the same time, because nearby transmitter energy can reduce receiver performance.
What terms does SIST EN 301 166 V1.1.1:2003 define?
- Switching Range (SR) - the frequency span over which a unit can be switched and tested within its intended operating area.
- Alignment range (AR) - the range used for adjustment and test selection; the standard distinguishes AR0, AR1, AR2 and AR3.
- Operating Frequency Range (OFR) - the full frequency range over which the equipment is intended to operate.
- Channel Separation (CSP) - the spacing between channels, used here for narrowband systems.
- Peak Envelope Power (PEP) - the transmitter power quantity used in the test arrangements.
- Identification (ID) - the coded block transmitted by stations when Annex F is used.
- Regional Licensing Office (LOF) - a field in the identification structure used for national or regional allocation.
Who uses SIST EN 301 166 V1.1.1:2003?
SIST EN 301 166 V1.1.1:2003 is used by equipment manufacturers, accredited test laboratories, and national administrations or regulatory authorities. Manufacturers use it to design radios for type approval, laboratories use it for measurement and reporting, and monitoring stations use Annex F to analyse transmitted identification codes.
Which standards are used with SIST EN 301 166 V1.1.1:2003?
The document cites EN 300 279 as the companion standard intended to become harmonized with this one for PMR and ancillary equipment EMC. It also relies on ETR 028 for measurement uncertainty, ETR 273 for radiated measurement methods and uncertainty, ERC/REC 01-06 and ERC/DEC/(97)10 for mutual recognition of testing and conformity assessment, IEC 489-3 for receiver measurement methods, ANSI C63.5 for antenna calibration, ITU-R SM.329-7 for spurious emissions, ITU-T O.153 for bit-rate error performance, and ITU-T O.41 for psophometer use.
What does the SIST EN 301 166 V1.1.1:2003 document contain?
The standard contains detailed measurement setups, receiver and transmitter test methods, and limit clauses for each major radio characteristic. Annex A gives radiated test-site arrangements, Annex C shows how to select samples and frequencies for families of equipment, and Annex D specifies the IF measurement filter used in transient power testing.
Annex F is a substantial optional section on station identification. It provides code structures, synchronization patterns, block formats, country codes, field layouts and example combinations that manufacturers can use when a national authority requires identification in the radio protocol.

ETSIEN 301 166 V1.1.1 (1999-02)9IntroductionThe present document is intended to specify the minimum performance for coexistence of land mobile radio equipmentas specified in the scope. Methods of measurement are also included. The present document is also intended to be used by accredited test laboratories for the assessment of the performanceof equipment. The performance of the equipment submitted for type testing is expected to be representative of theperformance of the corresponding production model (see appropriate CEPT documents e.g. application forms for typetesting). In order to avoid ambiguity in that assessment, the present document contains instructions for the presentationof equipment for type testing purposes, methods of measurement and test conditions. The present document was drafted on the assumption that:-type test measurements performed in an accredited testing laboratory in one country would be accepted by theadministration in another country provided that the national regulatory requirements are met (in accordance withCEPT/ERC Recommendation ERC/REC 01-06 [2]);-if equipment available on the market is required to be checked it should be tested in accordance with the methodsspecified in the present document.Mechanisms for mutual recognition of type approval have been defined in ERC/DEC/(97)10 [6].Decision ERC/DEC/(97)10 [6] also addresses issues related to "total quality management".SIST EN 301 166 V1.1.1:2003
