This standard to be derived from the basic EMC technical report CISPR TR 16-4-3 "Specification for radio disturbance and immunity measuring apparatus and methods - Part 4-3: Uncertainties, statistics and limit modelling - Statistical considerations in the determination of EMC compliance of mass-produced products."

Le présent document spécifie les considérations statistiques relatives à l’évaluation des émissions radiofréquences indésirables des produits de série.
NOTE 1 Il est fondé sur le CISPR TR 16-4-3.
Les raisons qui motivent ces considérations statistiques sont les suivantes:
a) l'objectif poursuivi avec la diminution des perturbations est que la majorité des produits à homologuer ne doivent pas engendrer de perturbations;
b) il convient que les limites CISPR soient adaptées à l’homologation de type des produits de série ainsi qu’à l’homologation des produits fabriqués à l’unité;
c) pour assurer la conformité des produits de série aux limites CISPR, des techniques statistiques doivent être appliquées;
d) il est important pour le commerce international, que les limites soient interprétées de la même manière dans tous les pays.
Par conséquent, le présent document spécifie des exigences et fournit des recommandations fondées sur les techniques statistiques. La conformité aux exigences de CEM du présent document des produits de série est fondée sur l’application de techniques statistiques qui rassurent le consommateur, avec un degré de confiance de 80 %, sur le fait que 80 % d'un type de produit donné soumis à évaluation sont conformes aux limites en matière d’émissions radiofréquences indésirables.
Le présent document ne définit pas de limite ou de méthode de mesure. Il ne peut être utilisé qu’après la réalisation des mesurages des émissions radiofréquences indésirables selon la norme applicable en matière d’émissions radiofréquences indésirables.
NOTE 2 L’Article 4 fournit des exigences générales relatives à l’interprétation des limites de perturbations radioélectriques CISPR et spécifie différentes méthodes qui peuvent être utilisées en variante. L’Article 5 fournit des exigences spécifiques pour certains groupes de produits.
NOTE 3 Le présent document ne donne pas de méthode de calcul concernant le risque encouru par le fabricant, qu’un type de produit soit accepté lors d'une deuxième évaluation statistique. Le document CISPR TR 16 4 3, Edition 2.1, donne dans son Annexe D des informations complémentaires sur la probabilité d’acceptation lorsqu’on répète un mesurage.

1 Scope
This document specifies statistical considerations for the evaluation of unwanted radio frequency emissions of
mass-produced products.
NOTE 1 It is based on CISPR TR 16-4-3.
The reasons for such statistical considerations are:
a) that the abatement of interference aims that the majority of the products to be approved shall not cause
interference;
b) that the CISPR limits should be suitable for the purpose of type approval of mass-produced products as
well as approval of single-produced products;
c) that to ensure compliance of mass-produced products with the CISPR limits, statistical techniques have to
be applied;
d) that it is important for international trade that the limits shall be interpreted in the same way in every country.
Therefore, this document specifies requirements and provides guidance based on statistical techniques. EMC
compliance of mass-produced products with the requirements of this document are based on the application of
statistical techniques that reassure the consumer, with an 80 % degree of confidence, that 80 % of the products
of a type being investigated comply with the limits for unintended radio frequency emission.
This document does not define limits or measuring methods. It can be used only after measurements of
unwanted radio frequency emissions have been performed according to the applicable standard for the
unwanted radio frequency emissions.
NOTE 2 Clause 4 gives some general requirements on the interpretation of CISPR radio disturbance limits and specifies
different methods, which can be used alternatively. Clause 5 gives some specific requirements for certain product groups.
NOTE 3 This document does not give a calculation method about the manufacturer’s risk, whether a type of products
will be accepted during a second statistical evaluation. More information on the acceptance probability for a repeated
measurement is given in CISPR TR 16-4-3, Edition 2.1, Annex D.

40 INTRODUCTION
41 This introduction is for information of the CENELEC NC’s only and will not be part of the final standard.
42 The creation of this standard is part of the so called “long term solution” for the problem, that the
43 European Commission does not want to list any standard under the European EMCD or RED, as long
44 as it contains a reference to the significance of CISPR-limits for type approved equipment.
45 Note: The significance of CISPR-limits for type approved equipment is that on a statistical basis at least
46 80 % of the mass-produced equipment complies with the limits with at least 80 % confidence. which
47 says that on a statistical basis at least 80 % of the mass-produced equipment shall comply with the limits
48 with at least 80 % confidence.
49 This “long term solution” contained the following steps:
50 1. CENELEC produces a separate document, containing all provisions for the statistical evaluation of
51 RFI measurements on mass produced equipment.
52 This document will not be listed under any Directive, but shall define the state of the art in Europe
53 for the evaluation of radio frequency emission of mass produced products.
54 2. CENELEC deletes all text about statistical considerations in the European versions of the CISPR
55 radio emission standards like CISPR 11, CISPR 14-1 and CISPR 15.
56 3. With these common modifications, the European radio emission standards will be again listed under
57 the EMCD and RED.
58 This standard is based on CISPR TR 16-4-3 “SPECIFICATION FOR RADIO DISTURBANCE AND
59 IMMUNITY MEASURING APPARATUS AND METHODS – Part 4-3: Uncertainties, statistics and limit
60 modelling – Statistical considerations in the determination of EMC compliance of mass-produced
61 products”
62 Additionally it contains specific provisions, given only in the product standards CISPR 11, CISPR 14-1
63 and CISPR 15.

64 1 Scope
65 This document defines statistical considerations for the evaluation of radio frequency emission of mass
66 produced products.
67 Note 1 It is based on CISPR TR 16-4-3.
