This document specifies test methods and performance requirements for alcohol interlocks having a mouthpiece. It covers alcohol interlocks to be used in all general preventive programmes and those for drink driving offenders and legally regulated programmes monitored or controlled in a comparable way. This document can also be used for alcohol interlocks intended for other applications. This document is directed at test laboratories and manufacturers of alcohol interlocks. It defines requirements and test procedures for type testing. Several parameters (such as alcohol concentration or breath volume) are specified in this document for the purpose of type testing according to this document only. NOTE It can be necessary due to national regulations or depending on user requests to set the values of the prescribed parameters differently when the alcohol interlocks are in use. This document also applies to alcohol interlocks integrated into control systems of the vehicle as well as to accessory devices connected to the alcohol interlock. This document does not apply to - instruments measuring the alcohol concentration in the ambient air in the vehicle, - alcohol interlocks not having a mouthpiece, - methods of installation and connections to the vehicle.

It covers remote alcohol monitoring devices having a mouthpiece and which are intended to be used by participants in programmes designed to monitor alcohol consumption. This document is directed at test laboratories and manufacturers of remote alcohol monitoring devices. It defines requirements and test procedures for type testing. Several parameter settings (such as alcohol concentration, breath volume or units of measurement) are specified in this document for the purpose of type testing according to this standard only. However, it may be necessary due to national regulations or depending on user requests to set the values of the prescribed parameter settings differently when the remote alcohol monitoring devices are in use.

This document specifies the interface between an alcohol interlock for production and aftermarket installation and a vehicle. It details the modes of electrical connections, the assignment of electrical connection lines as well as the information to be exchanged between the vehicle and the alcohol interlock. This document is applicable to alcohol interlocks for drink-driving-offender programmes (as in EN 50436 1) as well as to alcohol interlocks for general preventive use (as in EN 50436 2). This document is mainly directed at manufacturers of alcohol interlocks and at vehicle manufacturers. The purpose of this new standard is to define a list of functionalities for a standard connector / interface between the vehicle and the alcohol interlock, which can be used for communication between the vehicle and the alcohol interlock in both directions for information exchange. An alcohol interlock is a system comprising a breath alcohol measuring instrument and an immobiliser which may be easily installed in motor vehicles as passenger cars, coaches, taxis, hazardous goods transporters, lorries, trams, trains, motorcycles, boats, or snow mobiles. Before the vehicle motor can be started or the vehicle can be moved, a breath sample needs to be provided to the alcohol interlock, normally through a mouthpiece. Once the breath alcohol measurement has been performed, the alcohol interlock will prevent drivers from starting the motor if they have an alcohol concentration above a predetermined limit value. This limit may be set at the legal limit of a respective country or lower. Alcohol interlocks that meet the relevant European Standards detect, for example, if the sample is delivered by a human being. They are also capable of preventing and detecting tampering with the instrument. Additional parts of the system may include identity checking or recording mechanisms. The purpose of this European Standard is to give practical guidance for selection, installation, use and maintenance of alcohol interlocks. It is directed to all those who have an interest in alcohol interlocks as well as companies selling and installing alcohol interlocks, purchasers and users for commercial, professional or private use. The European Standard gives information about the alcohol interlock and how it is to be used. This European Standard describes alcohol interlocks for use in vehicles as a general preventive measure in traffic safety as well as for use in drink driving offender programmes. However, information provided may also be useful for alcohol interlocks in other applications.

This European Standard defines the content and the layout of an installation document providing necessary and useful information about the aftermarket installation of an alcohol interlock into a vehicle. It details the type of the vehicle, connection schematics, accessibility instructions and recommendations to avoid safety risks. The contents and layout ensures that the information document be easy to use by installers in different countries and may be available in paper or electronic format. This European Standard is applicable to alcohol interlocks according EN 50436-1 and EN 50436-2. This European Standard is mostly intended for vehicle manufacturers and manufacturers of alcohol interlocks. This European Standard does not apply to: - the process of handling the installation documents; - the installation process; - information related to education and training for installers; - general performance requirements for alcohol interlocks (see EN 50436-1 and EN 50436-2); - the installation of the alcohol interlock during the production of the vehicle.

1.1 General This European Standard specifies security requirements for the protection and handling of event records which are stored in the data memory of breath alcohol controlled alcohol interlocks and which may be downloaded, processed and transferred to supervising persons or organizations. This European Standard is a supplement to EN 50436-1. It is to be decided by the respective jurisdiction whether the present standard has to be applied in addition to EN 50436-1. This European standard may also be used as a supplement to EN 50436-2 if a jurisdiction or a vehicle fleet operator decides that the data security in his preventive application has to have the same high level of requirements as for alcohol interlocks used in drink-driving-offender programmes. This European Standard is mainly directed to test houses, manufacturers of alcohol interlocks, legislating authorities and organizations which handle and use the alcohol interlock event records. In this European Standard, the alcohol interlock consists basically of handset and control unit. Optional accessory devices (e.g. cameras or GPS systems generating data related to event data of the alcohol interlock, as well as accessory devices handling or transferring data for a drink-driving-offender programme) authorized by the manufacturer as being part of the alcohol interlock system and which are intended to be used in the vehicle during operation are also to be considered part of the alcohol interlock, where applicable. The service application communicates with the alcohol interlock and sends out the event records to a register, either directly or alternatively indirectly through a broker. The scheme is depicted in Figure 1. It also shows which parts are within the scope of this European Standard and which are outside of the scope. NOTE In this, and all other figures, the direction of the arrows indicates the flow of event records. This European Standard applies to - the alcohol interlock, - the service application.
