Medical devices in support of Regulation (EU) 2017/745 and in vitro diagnostic medical devices in support of Regulation (EU) 2017/746
Mandate M/575 requests the European Standardisation Organisations (ESOs) to develop harmonised standards supporting the implementation of Regulation (EU) 2017/745 on medical devices (MDR) and Regulation (EU) 2017/746 on in vitro diagnostic medical devices (IVDR). These standards aim to facilitate compliance with the regulatory requirements, enhance safety, performance, and interoperability of medical devices and in vitro diagnostics, and ensure market access within the EU. The mandate covers a broad range of device types and technologies, promoting innovation while maintaining high public health protection standards across the European Union.
Purpose
The mandate M/575 addresses the need for harmonised standards to support the implementation of Regulation (EU) 2017/745 on medical devices and Regulation (EU) 2017/746 on in vitro diagnostic medical devices. These regulations aim to ensure the safety, performance, and quality of medical devices and in vitro diagnostic medical devices within the European Union.
Standardisation request
The mandate requests the development, review, and updating of European harmonised standards related to the design, manufacture, and conformity assessment of medical devices and in vitro diagnostic medical devices. The standards are intended to facilitate compliance with the essential requirements and conformity procedures set out in the respective regulations.
Expected deliverables
Deliverables under this mandate include harmonised European standards that provide detailed technical specifications and testing methods. These standards should cover various aspects of medical devices and in vitro diagnostic medical devices, such as safety, clinical evaluation, performance, labelling, and post-market surveillance. The standards will serve as a reference for manufacturers and notified bodies to demonstrate conformity with the regulatory requirements.
Context
Regulation (EU) 2017/745 and Regulation (EU) 2017/746 represent a significant update to the EU legislative framework for medical devices and in vitro diagnostic medical devices. They replace previous directives and introduce stricter requirements to enhance device safety and traceability, strengthen market surveillance, and improve transparency. The mandate M/575 supports these regulations by ensuring adequate standardisation tools are available to stakeholders throughout the product lifecycle.
The standardisation work covers medical devices and in vitro diagnostic medical devices in support of Regulation (EU) 2017/745 and Regulation (EU) 2017/746, focusing on safety, performance, and compliance requirements within the healthcare sector.

This document can be useful to support clinical or usability evaluations of medical devices. For example, a biological evaluation is a pre-requisite for conducting a clinical trial. This means that principles outlined in this document can be applied to the evaluation of prototype or development stage devices, as well as to finished medical devices.
