Hydraulic road binders - Part 3: Assessment and verification of constancy of performance

This document specifies the scheme for the assessment and verification of constancy of performance (AVCP) of hydraulic road binders, including certification of conformity of the factory production control.
This document provides technical rules for factory production control, testing of samples taken at the manufacturing plant (autocontrol testing), assessment of the performance of the hydraulic road binder, initial inspection of the manufacturing plant and of factory production control and continuing surveillance, assessment and evaluation of factory production control.
The guidelines given in the Technical Report CEN/TR 14245 [5] contain information for the application of this document.
NOTE   In the context of this document the term, “construction product” refers to hydraulic road binder.

Dieses Dokument legt das Verfahren zur Bewertung und Überprüfung der Leistungsbeständigkeit (AVCP) von hydraulischen Tragschichtbindern einschließlich der Zertifizierung der Konformität der werkseigenen Produktionskontrolle fest.
Dieses Dokument enthält technische Regeln für die werkseigene Produktionskontrolle, die Prüfung von im Herstellungsbetrieb entnommenen Proben (interne Überwachungsprüfung), die Bewertung der Leistung des hydraulischen Tragschichtbinders, die Erstinspektion des Herstellungsbetriebs und der werkseigenen Produktionskontrolle sowie die kontinuierliche Überwachung, Bewertung und Evaluierung der werkseigenen Produktionskontrolle.

Le présent document spécifie le système d’évaluation et de vérification de la constance des performances (EVCP) des liants hydrauliques routiers, qui inclut une certification de conformité du contrôle de la production en usine.
Le présent document fournit les règles techniques pour le contrôle de la production en usine, les essais complémentaires sur des échantillons prélevés dans l’établissement de fabrication (essais d’autocontrôle), l’évaluation des performances du liant hydraulique routier, l’inspection initiale de l’établissement de fabrication et du contrôle de la production en usine, et la surveillance, l’évaluation et l’appréciation permanentes du contrôle de la production en usine.

EN 13282-3:2024 - Hydraulic road binders - Part 3: Assessment and verification of constancy of performance (CEN) defines the scheme for Assessment and Verification of Constancy of Performance (AVCP) of hydraulic road binders. It sets out the technical rules for factory production control (FPC), autocontrol testing of samples taken at the manufacturing plant, performance assessment, initial inspection and continuing surveillance, and certification of conformity of FPC. This 2024 edition supersedes EN 13282-3:2015 and aligns terminology and tasks with the Construction Products Regulation (CPR) delegated acts.

building limes”, the secretariat of which is held by NBN.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by September 2024, and conflicting national standards shall
be withdrawn at the latest by September 2024.

This European Standard series, EN 13282, Hydraulic road binders, consists of the following parts:

— Part 3: Assessment and verification of constancy of performance.
This document should be linked with Annexes ZA of European Standards covering hydraulic road
binders, i.e. EN 13282-1 and EN 13282-2 [1, 2].
NOTE The reason for having drafted this separate document is that the provisions it includes are applicable to
different products covered by different European Standards.
Compared to the previous edition, EN 13282-3:2015, the following significant technical changes have
been included in this document:
a) use of the terminology given by the Delegated Regulation (EU) No 568/2014 amending Annex V to
Regulation (EU) No 305/2011 (Construction Products Regulation) [3, 4], in particular adoption of
the tasks defined in the Delegated Regulation for AVCP system 2+ for a re-arrangement of the clauses
of this document;
b) numbering of the clauses according to the order of the tasks specified in this Delegated Regulation;
c) removal of the rules for dispatching centres;
d) clarification/specification of the rules for depots;
e) replacement of the term “works’ quality manual” by “works’ quality documentation”;
f) replacement of the term “management representative” by “quality manager”.

1 Scope
This document specifies the scheme for the assessment and verification of constancy of performance
(AVCP) of hydraulic road binders, including certification of conformity of the factory production control.
This document provides technical rules for factory production control, testing of samples taken at the
manufacturing plant (autocontrol testing), assessment of the performance of the hydraulic road binder,
initial inspection of the manufacturing plant and of factory production control and continuing
surveillance, assessment and evaluation of factory production control.
The guidelines given in the Technical Report CEN/TR 14245 [5] contain information for the application
of this document.

4 Factory production control
4.1 General requirements
4.1.1 Concept
Factory production control means the permanent internal control of hydraulic road binder production
and consists of internal quality control (see 4.2) complemented by an assessment of the performance of
the hydraulic road binder on the basis of testing (including sampling) or descriptive documentation of
this product (see Clause 5) and by autocontrol testing of samples taken at the point of release (see
Clause 6).
NOTE 1 The requirements specified in this document as regards factory production control apply to factories
and their depots.
NOTE 2 The requirements of this European Standard as regards factory production control take account of those
clauses of EN ISO 9001 [6] which are relevant to the production, process control and testing of hydraulic road
binder.
4.1.2 Works’ quality documentation
The manufacturer’s documentation and procedures for factory production control shall be described in
works’ quality documentation, which shall adequately describe, among other things, for each factory and
depot:
a) the quality aims and the organisational structure, responsibilities and powers of the management
with regard to product quality and the means to monitor the achievement of the required product
quality and the effective operation of the internal quality control (see 4.1.3 and 4.2);
b) the manufacturing and quality control techniques, processes and systematic actions that will be used
(see 4.2.1, 4.2.2
