This Technical Specification specifies a test procedure for the determination of the content of unwanted viable weed seeds and plant propagules in growing media and soil improvers (see also Annex B for validation results).
The method in general is also applicable to soils and sludges.

Diese Technische Spezifikation legt ein Prüfverfahren zur Bestimmung der Anzahl keimfähiger Unkrautsamen und Pflanzenkeimlinge in Kultursubstraten und Bodenverbesserungsmitteln fest (für Ergebnisse der Validierung siehe Anhang B).
Das Verfahren ist allgemein auch auf Böden und Schlämme anwendbar.

La présente Spécification technique prescrit un mode opératoire d'essai en vue de la détermination de la teneur en graines adventices viables et propagules végétales indésirables dans des supports de culture et des amendements du sol (voir aussi l’Annexe B pour les résultats de validation).
En général, cette méthode est également applicable aux sols et aux boues.

specifikaciji CEN/TS 16201, Sludge, treated biowaste and soil – Determination of viable plant seeds
and propagules, 2013.
NACIONALNI PREDGOVOR
Evropsko tehnično specifikacijo CEN/TS 16201:2013 je pripravil tehnični odbor Evropskega komiteja
za standardizacijo CEN/TC 400 Horizontalni standardi na področju blata, obdelanih bioloških
odpadkov in tal, katerega sekretariat vodi DIN.
CEN je pripravil ta dokument na podlagi mandata M/330 Evropske komisije in Evropskega združenja
za prosto trgovino, ki narekuje pripravo standardov za vzorčenje in analizne metode za higienske in
biološke kakor tudi za anorganske in organske parametre, ki bi bili primerni za blata, obdelane
biološke odpadke in tla, kolikor je to tehnično izvedljivo.
Odločitev za privzem te tehnične specifikacije je dne 25. septembra 2013 sprejel tehnični odbor
SIST/TC KAT Kakovost tal.

This Technical Specification (CEN/TS) was approved by CEN on 5 March 2011 for provisional application.
The period of validity of this CEN/TS is limited initially to three years. After two years the members of CEN will be requested to submit their
comments, particularly on the question whether the CEN/TS can be converted into a European Standard.
CEN members are required to announce the existence of this CEN/TS in the same way as for an EN and to make the CEN/TS available

Committee - Horizontal standards in the field of sludge, biowaste and soil”, the secretariat of which is held by

Introduction
This Technical Specification is the result of a desk study "Horizontal European Standards for Contamination
with Viable Weed Seeds and Plant Propagules" which aimed at evaluating the latest developments in
assessing weeds and plant propagules in sludge, treated biowaste and soil.
1 Scope
This Technical Specification specifies a test procedure for the determination of the content of unwanted viable
weed seeds and plant propagules in growing media and soil improvers (see also Annex B for validation
results).
The method in general is also applicable to soils and sludges.

For the purposes of this document, the following terms and definitions apply.

4 Principle
Samples are gently pretreated (by sieving, mixing, sub-dividing), the pH and the electrical conductivity are
measured, and the development of plants, whether from seeds, or plant propagules, is determined after a
21-day incubation period under controlled conditions.
5 Reagents and test materials
5.1 Water, quality 3 according to EN ISO 3696:1995 (tap water).
5.2 Sphagnum peat, with a degree of humification of H3 to H5, according to von Post scale, having a pH of
-1 -1
between 3,0 and 4,5, an electrical conductivity of between 1 mS · m and 5 mS · m , a particle size of
< 10 mm and to which neither lime nor fertilizer has been added, free of viable weed seeds and plant
propagules as determined by this Technical Specification.
5.3 Limestone, powdered.
5.4 Barley (Hordeum vulgare), specified germination capacity > 95 %.

This document (FprCEN/TS 16201:2010) has been prepared by Technical Committee CEN/TC 400 “Project
Committee - Horizontal standards in the fields of sludge, biowaste and soil”, the secretariat of which is held by
DIN.
This document is currently submitted to the Formal Vote.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association.
This Technical Specification is part of a modular horizontal approach in which this document belongs to the
analytical step.
The preparation of this document by CEN is based on a mandate by the European Commission (Mandate
M/330). The mandate considers standards on sampling and analytical methods for hygienic and biological
parameters as well as inorganic and organic determinants. It was the aim of the mandate to develop
standards that are applicable to sludge, treated biowaste and soil and lead to equivalent results as far as this
is technically feasible.
Until now test methods determining properties of materials within the environmental area were prepared in
Technical Committees (TCs) working on specific products/matrices (soil, waste, sludge, etc.). However, it is
recognized that many steps in test procedures can be used in test procedures for other products/matrices. By
careful determination of these steps and selection of specific questions within these steps, elements of the
test procedure can be described in a way that can be used for more matrices and materials with certain
specifications. This optimization is in line with the development among end-users of standards. A majority of
routine environmental analyses are carried out by institutions and laboratories working under a scope which is
not limited to one single environmental matrix but covers a wide variety of matrices. Availability of standards
covering more matrices contributes to the optimization of laboratory procedures and standard maintenance
costs, e.g. costs related to accreditation and recognition.
A horizontal modular approach was developed in the project "Horizontal". "Modular" means that a test
standard developed in this approach concerns a specific step in assessing a property and not the whole
"chain of measurement" (from sampling to analyses). A beneficial feature of this approach is that "modules"
can be replaced by better ones without jeopardizing the standard "chain".
The results of the desk study as well as the evaluation and validation studies have been subject to
discussions with all parties concerned in the CEN structure during the development by project "Horizontal".
The results of these consultations with interested parties in the CEN structure have been presented to and
discussed in CEN/TC 400.

5.3 Raised bog peat, H3 to H5, according to von Post scale of decomposition classes, free of viable seeds
and plant propagules as determined by this European Standard.
5.4 Barley, Hordeum vulgare, germination capacity > 90 %.

6 Apparatus
6.1 Sieve with 20 mm aperture.
6.2 Sieve with 5 mm aperture.
6.3 Seed tray, height between 50 mm and 100 mm, with bottom perforation.
NOTE Plastic trays, 430 mm × 330 mm × 60 mm have been found suitable.
6.4 Capillary mat.
6.5 Micro-perforated plastic sheet.
6.6 Thin fleece, for covering the trays (to avoid air born seed contamination and to assist in the retention of
moisture).
6.7 Testing facility, capable of temperature monitoring (monitoring range between 18 °C and 30 °C) and a

lighting intensity of at least 10 W · m or 2 000 lx for 12 h, e.g. greenhouse, plant growth room.
7 Preparation of the sample
7.1 General preparation
Thoroughly mix the sample gently breaking any lump or agglomerate that has been caused by compression,
for example, during transportation. Care shall be taken to avoid moisture losses. If necessary, sub-divide the
sample. Sub-sampling may be carried out by any recognised procedure and shall be described in the test
report.
Pass the sample through a 20 mm sieve (6.1). Any particle which is an intrinsic part of the sample that is
retained on the sieve shall be physically reduced in parts of similar size as few times as are necessary to
permit the entire sample to pass through the sieve. Thoroughly mix the whole sample with the broken particles
that had been retained on the sieve, taking care to minimise physical damage to the sample as a whole. Any
foreign material such as plastic, metal or glass shall be removed its content recorded.
The volume of the fraction obtained after sieving shall be at least 6 l.
7.2 Dilution
If the electrical conductivity of the test sample determined according to prEN 15937 or EN 13038 is

> 50 mS · m , the sample shall be further diluted using raised bog peat (5.3) until the electrical conductivity of

the material is < 50 mS · m , the dilution ratio shall be recorded and reported.
The pH of the test sample determined according to prEN 15933 or EN 13037, shall be in the range of 5,5 to
7,0. If the value is < 5,5, it shall be raised by adding calcium carbonate (5.2). If the value is above this range,
the material shall be further diluted with raised bog peat (5.3) until the desired range is reached.
NOTE For assessing the proper dilution ratio, the electrical conductivity of peat can be assumed to be between
-1 -1
1 mS · m and 4 mS · m .
