Cement - Guidelines for the application of EN 197-2 Conformity Evaluation
This European Standard specifies the scheme for the assessment and verification of constancy of performance (AVCP) of cements to their corresponding product specification standards, including certification of constancy of performance by a product certification body.
The standard provides technical rules for factory production control by the manufacturer, including autocontrol testing of samples, and for the tasks of the product certification body. It also provides rules for actions to be followed in the event of non-conformity, the procedure for the AVCP and requirements for dispatching centres.
In this European Standard, the word “cement” is used to refer both to common cements as defined in EN 197 1 and to other cements and binders for which the relevant product specification standard makes reference to this European Standard and which are submitted for certification. Such a cement is produced at a given factory and belongs to a particular type and a particular strength class, as defined and specified in the relevant product specification standard.
The guidelines given in the Technical Report CEN/TR 14245 [1] ) should be used for the application of this European Standard.
This European Standard should be linked with Annexes ZA of European Standards covering cements and binders, i.e. EN 197 1, EN 14216, EN 14647, EN 413 1, EN 15743, in particular for the assignments of tasks to the manufacturer and to the product certification body.
NOTE The reason for having drafted this separate document is that the provisions it includes are applicable to different products covered by different European Standards.
Guidance
EN 197-2 deals with the evaluation of conformity of cements and binders that are submitted for certification. It deals in particular with cases where “further testing” of the product is undertaken, as is the case for attestation system 1+ under the Construction Products Regulation. The products for which EN 197-2 is applicable are: the common cement products and the low heat cements and the sulfate resisting cements, refer to EN 197-1, the very low heat special cements, refer to EN 14216, the supersulfated cements, refer to EN 15743, the calcium aluminate cements, refer to EN 14647, and the masonry cements, refer to EN 413 1.

Diese Europäische Norm legt das Verfahren für die Bewertung und Überprüfung der Leistungsbeständigkeit (en: assessment and verification of constancy of performance (AVCP)) von Zementen nach den ent-sprechenden Produktnormen einschließlich der Zertifizierung der Leistungsbeständigkeit durch eine Produkt-zertifizierungsstelle fest.
Die Norm enthält technische Regeln für die werkseigene Produktionskontrolle durch den Hersteller, einschließlich der internen Überwachungsprüfungen von Proben, und für die Aufgaben der Produktzertifizierungsstelle. Sie enthält darüber hinaus Regeln für Maßnahmen, die bei Nichtkonformität zu ergreifen sind, sowie das Verfahren für die Bewertung und Überprüfung der Leistungsbeständigkeit und Anforderungen für Auslieferungsstellen.
In dieser Europäischen Norm verweist das Wort „Zement“ sowohl auf Normalzemente, wie in EN 197-1 festgelegt, als auch auf weitere Zemente und Bindemittel, deren entsprechende Produktnormen auf diese Europäische Norm verweisen und die der Zertifizierung unterworfen werden. Solch ein Zement wird in einem bestimmten Werk hergestellt und gehört zu einer bestimmten Art und Festigkeitsklasse, wie in der zugehörigen Produktnorm definiert und festgelegt.
Für die Anwendung dieser Europäischen Norm sollte die im Technischen Bericht CEN/TR 14245 1 ) gegebene Anleitung verwendet werden.
Diese Europäische Norm sollte mit dem Anhang ZA von Europäischen Normen, die Zemente und Bindemittel behandeln, d. h. EN 197 1, EN 14216, EN 14647, EN 413 1 und EN 15743, verknüpft werden, insbesondere im Hinblick auf die Zuweisung von Aufgaben für den Hersteller und die Produktzertifizierungs¬stelle.
ANMERKUNG Grund für die Verfassung dieses gesonderten Dokuments ist, dass die hierin enthaltenen Festlegungen auf unterschiedliche Produkte anwendbar sind, die in verschiedenen Europäischen Normen behandelt werden.

La présente Norme européenne spécifie le système d'évaluation et de vérification de la constance des performances (EVCP) des ciments conformément aux normes de spécification de produit correspondantes qui inclut une certification de la constance des performances par un organisme de certification du produit.
La norme fournit des règles techniques applicables au contrôle de la production en usine effectué par le fabricant, y compris les essais d’autocontrôle sur des échantillons, et aux tâches incombant à l’organisme de certification du produit. Elle établit également des règles à suivre en cas de non-conformité, la procédure pour l’EVCP et les exigences applicables aux centres de distribution.
Dans la présente Norme européenne, le terme « ciment » est utilisé pour faire référence aux ciments courants définis dans l'EN 197-1, ainsi qu’aux autres ciments et liants dont les normes de spécification de produit correspondantes font référence à la présente Norme européenne et qui sont soumis à certification. Un tel ciment est produit dans une usine donnée et appartient à un type et à une classe de résistance particuliers, définis et spécifiés dans la norme de spécification de produit correspondante.
Il convient d’utiliser les lignes directrices données dans le Rapport technique du CEN/TR 14245 [1]1) pour l’application de la présente Norme européenne.
Il convient de mettre en relation la présente Norme européenne et les Annexes ZA des Normes européennes traitant des ciments et des liants, à savoir l’EN 197-1, l’EN 14216, l’EN 14647, l’EN 413-1, l’EN 15743, en particulier pour l’attribution des tâches au fabricant et à l’organisme de certification du produit.
NOTE Ce document séparé a été rédigé dans le but de rendre applicables les dispositions qu'il contient à différents produits couverts par des Normes européennes différentes.
Lignes directrices
L’EN 197-2 traite de l'évaluation de la conformité des ciments et des liants qui sont soumis à certification. Elle traite en particulier des cas dans lesquels des « essais complémentaires » du produit sont entrepris, comme c'est le cas pour le système d'attestation 1+ prévu par le règlement sur les produits de construction. Les produits pour lesquels l’EN 197-2 s'applique sont : les ciments courants, les ciments à faible chaleur d'hydratation et les ciments résistants aux sulfates (voir l’EN 197-1), les ciments spéciaux à très faible chaleur d'hydratation (voir l’EN 14216), les ciments sursulfatés (voir l’EN 15743), les ciments d'aluminate de calcium (voir l’EN 14647), ainsi que les ciments à maçonner (voir l’EN 413-1).

lastnosti (AVCP) cementov v skladu z zahtevami ustreznih standardov za proizvod, vključno s certificiranjem nespremenljivosti delovanja s strani certifikacijskega organa za proizvod.
Standard določa tehnična pravila za notranjo kontrolo proizvodnje, kar je naloga proizvajalca, vključno z notranjim kontrolnim preskušanjem vzorcev, in določa tudi naloge certifikacijskega organa za proizvod. Določa tudi ukrepe v primeru neskladnosti, postopek za AVCP in zahteve za odpremne postaje. V tem evropskem standardu se beseda »cement« uporablja za običajne cemente, določene v standardu EN 197-1, ter druge cemente in veziva, pri katerih se ustrezni standard za proizvod sklicuje na ta evropski standard, in so podvrženi certificiranju. Tak cement se proizvaja v določeni tovarni ter pripada določeni vrsti in določenemu trdnostnemu razredu, kot je definirano in predpisano v ustreznem standardu za proizvod.
Smernice iz tehničnega poročila CEN/TR 14245 [1]1) naj bi se uporabljale za uporabo tega evropskega standarda.
Ta evropski standard naj bi bil povezan z dodatki ZA evropskih standardov, ki obravnavajo cemente in
veziva, tj. EN 197-1, EN 14216, EN 14647, EN 413-1, EN 15743, zlasti za dodelitev nalog proizvajalcu in certifikacijskemu organu za proizvod.
