Overview

EN 1570-2:2016 is the CEN European standard that specifies safety requirements for slow‑speed lifting tables used exclusively for goods. It applies to permanently installed platform lifts that:

  • serve more than two fixed landings and are able to cross landings;
  • are designed only to lift or lower loads (not people);
  • are accessible to operators only during loading/unloading and used by authorized, briefed personnel;
  • have a vertical travel speed ≤ 0.15 m/s.

Prepared by CEN/TC 10, the standard focuses on eliminating and reducing significant hazards in line with the Machinery Directive (2006/42/EC).

Key Topics and Requirements

EN 1570-2 covers technical and procedural measures with emphasis on practical safety engineering:

  • Hazard identification and risk reduction for slow‑speed platform lifts (excluding noise).
  • Structural calculations: stresses, platform deflection, load‑bearing strength and stability checks.
  • Platform and travel‑zone protection: safety distances, guards, gates, flexible guards and screens to prevent crushing and falling hazards.
  • Design details: platform design, levels and clearances for fixed landings.
  • Driving systems: requirements for hydraulic and mechanical drives, including hydraulic pipe rupture protection devices.
  • Controls and electrical systems: general electrical safety, protection ratings and control design consistent with referenced electrical standards.
  • Safety devices and trip devices: operational and maintenance safety measures.
  • Verification and testing: design checks, manufacturing checks, visual inspections, electrical tests and final verification before commissioning (including Annex A test procedures).
  • Marking and documentation: required labels and user/installation/maintenance instructions (Annexes include safety signs and hazard lists).

Applications and Users

Practical use cases include goods lifts in:

  • warehouses and logistics centers
  • manufacturing and assembly plants
  • multi‑storey retail, hotels, catering services
  • building service shafts where goods (not passengers) are conveyed

Primary users of the standard:

  • Manufacturers and designers of lifting tables
  • Safety engineers and compliance officers
  • Installers and maintenance personnel
  • Notified bodies and inspectors performing conformity assessment
  • Facility managers specifying equipment for buildings

Related Standards

EN 1570-2 should be used alongside or distinguished from:

  • EN 1570-1 (lifts serving up to two landings)
  • EN 81‑31 (platform lifts >0.15 m/s)
  • EN 81‑40 / prEN 81‑41 (platform lifts for persons with reduced mobility)
  • EN 349, EN 13001, EN 60204‑1, EN 60204‑32 (normative references governing safety distances, crane design principles and electrical equipment)

Using EN 1570-2 helps ensure safe design, installation and operation of slow‑speed goods lifting tables in compliance with European safety requirements.

Higher horizontal load coefficients have to be established if required. a This minimum number of cycles shall be increased by the manufacturer according to the use of the lifting table. b When used (load cycle) according to lifting categories, the lifetime of lifting tables is generally 10 years when maintained in accordance with the manufacturer's instructions. NOTE 1 If permanent protection prevents loading or unloading across a side, or other means prevent movement of the platform in a particular direction, the horizontal load coefficient in this direction need not be considered. NOTE 2 Lifting tables are classified in 5 categories (called lift category) depending on the use for which it is designed. The dynamic factor, horizontal load coefficient and number of cycles used in the design calculations are defined in Table 1. 5.2.1.5 It shall be possible for the forces produced when the mechanical safety device is operated, to be accepted without permanent deformation of the normal load bearing parts, when used in accordance with the manufacturer’s instructions. 5.2.2 Platform deflection All lifting tables shall be designed to meet the following minimum requirements: a) in one case, lift half the rated load distributed over half the length or longest side of the platform; b) and in another case, lift one third of the rated load distributed over half the width or shortest side of the platform. The design shall address all dynamic forces and all externally imposed forces, including those caused by load transfer on and off the platform and those caused by loading equipment. These forces and loads are to be conveyed to the construction structural engineers to ensure the construction is designed and built in a manor to support the lifting table. NOTE Those forces are to be included in the instructions for installation, as required in 8.3.5. 5.2.4 Stability 5.2.4.1 Lifting tables shall be stable (i.e. will not overturn) in all conditions, whether the platform is moving or not. The article discusses the safety requirements for slow-speed platform lifts that serve multiple levels of a building or structure. These lifts can cross landings and are intended for lifting or lowering loads. They have a maximum travel speed of 0.15 m/s and are only accessible to authorized operators during loading and unloading. The lifts must be permanently installed and can only be used by authorized individuals. The article specifies the technical measures to eliminate or reduce the risks associated with these lifts. However, it does not apply to other types of equipment such as platform lifts with higher travel speeds, lifting tables serving only two levels, mobility-impaired lifts, lifts used on ships, lifts for artistic performances, and lifts driven by pusher chains.

The article discusses the safety requirements for slow-speed platform lifts that serve multiple levels of a building. These lifts are designed for lifting or lowering loads, and can cross landings. They have a travel speed of no more than 0.15 m/s and are only accessible to authorized operators during loading and unloading. The article specifies technical measures to eliminate and reduce risks associated with these lifts. It also states that the standard does not apply to other types of lifts, such as those with higher travel speeds, lifts serving only two levels without crossing a landing, lifts for mobility-impaired persons, lifts used on ships, lifts for artistic performances, and lifts driven by pusher chains.
