Overview
prEN IEC 63241-1:2026 specifies the general requirements for measuring dust emissions from electric motor-operated tools. Issued by the European Committee for Electrotechnical Standardization (CENELEC/CLC), this draft standard applies to tools powered by mains electricity or batteries, and includes those with or without integrated dust extraction units. The focus is on tools generating airborne dust, particularly mineral dust containing silica or wood dust, ensuring safety during use and providing a consistent methodology for evaluating dust emissions.
Key Topics
Scope of Application
- Covers all electric motor-operated hand tools, regardless of their power source (mains or battery).
- Applicable to tools both with and without dust extraction units.
- Addresses scenarios where tools generate hazardous mineral or wood dust.
Test Environment & Procedures
- Requires dust measurement in controlled conditions, using a test room with defined dimensions and ventilation requirements.
- Specifies the use of dust samplers on the operator’s upper chest zone for accurate measurement of inhalable and respirable dust fractions.
- Details preparation of test materials and operating the tool under standardized and realistic working conditions.
Measurement and Reporting
- Dust emission measurements must distinguish between inhalable and respirable dust according to ISO 7708 standards.
- Testing includes defined cycles of operation and rest, ensuring consistency and repeatability.
- Reports must include tool and test details, environmental conditions, measurement results, and uncertainty calculations.
Instrumentation Requirements
- Use of precision voltmeters and accurate climate measurement tools to monitor operating conditions.
- Mandatory use of filters and dust samplers compliant with relevant standards for dust classification and quantification.
Applications
The standard provides practical value across multiple sectors:
Product Development and Safety Testing
- Enables manufacturers of electric power tools to assess and declare dust emission levels, supporting product safety claims and regulatory compliance.
- Assists in the design of dust control features and extraction systems for new products.
Occupational Health and Workplace Safety
- Offers a methodology for preliminary risk assessment of dust exposure in real-world use, helping employers and workplace safety officers to minimize operator exposure to harmful dust particles.
- Facilitates the comparison of dust emission levels across different tool models, informing safer purchasing and usage decisions.
Certification and Compliance
- Provides a common framework for testing laboratories and certification bodies to evaluate dust emissions as part of CE marking and other regulatory processes within Europe.
- Supports harmonization with national standards, ensuring tools meet regional and international safety expectations.
Related Standards
- EN 1093-9:1998 (+A1:2008) - Safety of machinery - Evaluation of the emission of airborne hazardous substances - Part 9: Pollutant concentration parameter, room method.
- EN 13205 series - Workplace exposure - Assessment of sampler performance for measurement of airborne particle concentrations.
- ISO 7708:1995 - Air quality - Particle size fraction definitions for health-related sampling.
- EN IEC 63241-2 and EN IEC 63241-3 - Additional parts specifying requirements and measurement procedures for specific tool types.
Conclusion
prEN IEC 63241-1:2026 supports standardized, reliable dust measurement procedures for electric motor-operated tools, enhancing operator safety and facilitating regulatory compliance across Europe. By aligning measurement and reporting protocols, it serves manufacturers, testing facilities, and safety professionals who need to evaluate and mitigate the hazards posed by dust emissions from electric tools.

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence between
any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter.
5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
services carried out by independent certification bodies.
6) All users should ensure that they have the latest edition of this publication.
7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
members of its technical committees and IEC National Committees for any personal injury, property damage or
other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC
Publications.
8) Attention is drawn to the Normative references cited in this publication. Use of the referenced publications is
indispensable for the correct application of this publication.
9) Attention is drawn to the possibility that some of the elements of this IEC Publication may be the subject of patent
rights. IEC shall not be held responsible for identifying any or all such patent rights.

INTRODUCTION
Inhalable dust emitted by electric motor-operated tools can present a hazard to the operator
and other exposed persons.
Therefore, this document specifies a procedure to measure the dust concentration produced
by an electric power tool under standardized conditions representing typical applications.
However, the dust concentration during actual use of the power tool can differ from the dust
concentration measured in accordance with this document depending on the ways in which the
tool is used.
The results of dust measurements can be used
– for a declaration of the dust emission;
– for comparing the dust emission from tools of the same type; or
– in a preliminary assessment of dust exposure at a workplace.
For all purposes, it is important to specify measurement procedures with known accuracy so
that the results of measurements taken by different laboratories can be compared.
The measurements of dust concentration are made in accordance with EN 1093-9:1998 and
EN 1093-9:1998/A1:2008 for the test room.
