Safety of electric toys

This standard deals with the safety of electric toys. It also applies to electric constructional sets and electric functional toys. Toys using electricity for functions other than the principle function are within the scope of this standard. Note 1: A doll's house having an interior lamp is an example of such toy - Note 2: The supply voltage may be obtained from a separate transformer for toys or from batteries which may be contained within the toy or in a battery box - Note 3: Transformers for toys and battery charges are not considered to be a toy, even if supplied with it. If the packaging in which the toy is sold is also intended to be played with, it is considered to be part of the toy. Furthermore, with respect to annex I of the IEC directive concerning the safety of toys, this standard does not apply to a serie of toys described in Note 4 of the Standard. For hazards other than those caused by electricity, EN 71 is applicable

IEC 62115:2017 specifies safety requirements for electric toys that have at least one function dependant on electricity, electric toys being any product designed or intended, whether or not exclusively, for use in play by children under 14 years of age. Examples of electric toys also within the scope of this standard are: - constructional sets; - experimental sets; - functional electric toys (an electric toy that performs and is used in the same way as a product, appliance or installation intended for use by adults, and which may be a scale model of such product, appliance or installation); - electric toy computers as well as a doll's house having an interior lamp. If the packaging is intended to have play value then it is considered to be part of the electric toy. This International Standard only covers the safety aspects of electric toys that relate to an electrical function. This standard covers the safety of electric toys taking power from any source, such as batteries, transformers, solar cells and inductive connections. This second edition cancels and replaces the first edition published in 2003, Amendment 1 (2004) and Amendment 2 (2010). This edition constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition: - the general conditions for tests has been rewritten and modified (Clause 5); - the criteria for reduced testing has been modified (Clause 6); - warnings for toys using button batteries or coin batteries have been added (7.3.3.2, 7.3.3.3); - warnings on ride-on toys have been added (7.5); - the requirements concerning accessibility of batteries have been updated (13.4.1 and 13.4.2); - added requirements to cover toys placed above a child (13.4.4); - added requirements to cover toys connected to other equipment (13.9); - modified the requirements for safety of toys incorporating optical radiation sources (Annex E), to include requirements for using the technical LED data sheet for checking compliance with the specified accessible emission limits (AEL); - updated the details for measurements of the optical radiation from the toy (Annex E); - introduced an informative Annex I concerning measurement methods for toys with an integrated field source generating EMF; - included a normative Annex J concerning safety of remote-controls for electric ride-on toys. The attention of National Committees is drawn to the fact that equipment manufacturers and testing organizations may need a transitional period following publication of a new, amended or revised IEC publication in which to make products in accordance with the new requirements and to equip themselves for conducting new or revised tests. It is the recommendation of the committee that the content of this publication be adopted for implementation nationally not earlier than 12 months or later than 36 months from the date of its publication. IEC 60034-9:2021 specifies test methods for the determination of sound power level of rotating electrical machines and specifies maximum A-weighted sound power levels for factory acceptance testing of network-supplied, rotating electrical machines in accordance with lEC 60034-1, having methods of cooling according to lEC 60034-6 and degrees of protection according to lEC 60034-5, and having the following characteristics: - standard design, either AC or DC, without additional special electrical, mechanical, or acoustical modifications intended to reduce the sound power level - rated output from 1 kW (or kVA) up to and including 5 500 kW (or kVA) - rated speed not greater than 3 750 min–1 This fifth edition cancels and replaces the fourth edition, published in 2003 and its amendment 1, published in 2007. This edition includes the following significant technical changes with respect to the previous edition: a) In Table 2 and Table 3 cooling methods IC01, IC11, IC21 and IC31, IC71, IC81 are now covered. b) This edition adds Table 3 for 60 Hz machines, whereas Table 2, which covers only 50 Hz machines, has no change in levels. c) In Table 3, grade A is added to harmonize the highest levels seen in IEC and NEMA, whereas grade B was added to harmonize the lowest, more restrictive levels seen in IEC and NEMA. d) The clause “Determination of noise increments caused by converter supply” has been shifted to Annex B and renamed “Information on typical noise increments caused by converter supply”.
