Ta del standarda IEC 62149 vsebuje tehnično specifikacijo za diskretne 310 nm-ske laserje s površinsko emisijo in navpičnim resonatorjem (VCSEL) transverzalnega enorodnega in večrodnega tipa za uporabo na področju telekomunikacij z optičnimi vlakni in optičnega prenosa podatkov na podlagi spajanja z žico na čipne anodne in katodne terminale brez zaključnega kabla iz optičnih vlaken. Tehnični standard vsebuje definicijo zahtev glede zmogljivosti za izdelek skupaj z naborom serij preskusov in meritev z jasno določenimi pogoji, stopnjami zahtevnosti in merili za uspešno/neuspešno opravljen preskus. Preskusi so namenjeni enkratnemu izvajanju, z njimi pa se dokaže, ali lahko izdelek izpolnjuje zahteve tehničnega standarda.
