FprEN IEC 60704-2-8:2026 is a CLC draft standard for measuring airborne acoustical noise from electric shavers, hair clippers, and trimmers. It gives the particular test conditions that supplement IEC 60704-1:2021, so laboratories, manufacturers, and buyers can compare noise results for these appliances on the same basis.
What does FprEN IEC 60704-2-8:2026 specify?
FprEN IEC 60704-2-8:2026 specifies the test code for determining airborne acoustical noise from electric shavers, hair clippers or trimmers for domestic and similar use. It is written as a part of the IEC 60704 series and is meant to be used together with IEC 60704-1:2021.
The document applies to electrically powered appliances in this product group. It also notes that analogous electrically operated devices, such as depilating devices, can be considered where possible.
The document is organized into scope, terms and definitions, measurement methods and acoustical environments, measurement uncertainties, operation and location of appliances under test, measurement of sound pressure levels, information to be recorded, information to be reported, a normative Annex B on the test enclosure, and a bibliography.
What are the key requirements of FprEN IEC 60704-2-8:2026?
FprEN IEC 60704-2-8:2026 supplements and modifies IEC 60704-1:2021. Where this part does not mention a subclause from IEC 60704-1:2021, that subclause applies as far as reasonable. In practice, users must read both parts together.
Measurement methods and acoustical environments
Clause 4 allows the direct method and the comparison method for these appliances, and it names ISO 3743-1, ISO 3743-2, and ISO 3744 as usable methods and environments. This matters because the chosen room and method affect repeatability and whether the result can be compared with other laboratories.
Clause 4 also recognizes that shavers, hair clippers, and trimmers can produce discrete tones. When those tones are audible, more microphone positions or source positions may be needed under ISO 3743-1 or ISO 3743-2 to capture the noise correctly.
Uncertainty and declared noise values
Clause 4.5.2 gives standard deviation values for sound power levels and separate values for declaration and verification under IEC 60704-3. For users, this is the basis for judging whether measured results are within the expected spread and for supporting declared emission values.
Preparation, power supply, and operating mode
Clause 6 requires the appliance to be equipped as for ordinary shaving, clipping, or trimming. Cutting selectors are set to the least visible position that the construction allows, the appliance is cleaned, and it is oiled with light oil unless the manufacturer specifies another cleaning or lubrication method.
Clause 6 also sets preconditioning and stabilization times. The appliance runs for at least 10 min before measurement unless the manufacturer states otherwise, then it runs for at least 20 s without load at the highest speed immediately before each series of measurements.
Clause 6 distinguishes between battery powered and rechargeable appliances. Battery powered units are tested with fully loaded batteries, and rechargeable units are tested with fully charged batteries disconnected from any external power source.
Test condition and positioning
Clause 6 requires no-load measurement at the highest speed setting. If the appliance has more than one cutting head or a cutting selector, the setting that gives the highest noise value is used. For shavers with a trimmer accessory, the standard specifies what combinations may or shall be measured.
Clause 6.4.3 says that for appliances with an operational cycle, the loudest part of the cycle is measured. This helps the result reflect the worst noise condition instead of an average that hides the peak.
Clause 6.5.3 gives the test position. The appliance is placed horizontally, with the hand-held end toward microphone 6, at a height of 25 cm from the lowest part to the floor, with cutting teeth pointing upward as far as possible.
Sound pressure level measurement
Clause 7 requires the A-weighted sound pressure level to be time-averaged for at least 30 s. If the loudest part of an operational cycle is shorter than 30 s, the measurement is the average of the loudest part of three consecutive cycles. This matters when the appliance sound varies during use.
What terms does FprEN IEC 60704-2-8:2026 define?
- rechargeable shaver, hair clipper or trimmer - a shaver, hair clipper or trimmer supplied by a secondary battery that belongs to the appliance.
- battery powered shaver, hair clipper or trimmer - a shaver, hair clipper or trimmer supplied by primary batteries.
- trimmer accessory - an accessory built into a shaver for grooming facial hair such as a moustache, beard, or side whiskers.
- Committee Draft for Vote (CDV) - the IEC draft stage used here for voting before the document can advance.
- International Electrotechnical Commission (IEC) - the international body that prepared the standard and the wider IEC 60704 series.
Who uses FprEN IEC 60704-2-8:2026?
FprEN IEC 60704-2-8:2026 is used by acoustic test laboratories, appliance manufacturers, and conformity assessment teams working on electric shavers, hair clippers, and trimmers. It is also relevant to quality managers and buyers who need comparable noise-emission data for domestic and similar appliances.
The document is useful when setting up product testing, preparing declared noise values, checking measurement repeatability, and writing technical files or test reports. It is focused on airborne noise only, so it fits work on acoustic emission rather than general performance testing.
What changed in FprEN IEC 60704-2-8:2026 from the previous edition?
FprEN IEC 60704-2-8:2026 replaces the second edition published in 2020. The stated technical changes are alignment with IEC 60704-1:2021, a redefinition of the stabilizing period and battery-status check, and a redefinition of the appliance position during test.
Which standards are used with FprEN IEC 60704-2-8:2026?
- IEC 60704-1:2021 - the general requirements part that this document supplements and modifies.
- ISO 3743-1 - supports the comparison method in a hard-walled test room and extra positions when discrete tones are present.
- ISO 3743-2 - supports the direct method in a special reverberation room and extra positions when discrete tones are present.
- ISO 3744 - provides an additional acoustical environment that can be used for measuring these appliances.
- IEC 60704-3 - used for determining and verifying declared noise emission values.
What does the FprEN IEC 60704-2-8:2026 document contain?
FprEN IEC 60704-2-8:2026 contains the test setup rules, operating conditions, and reporting items needed to measure airborne acoustical noise from shavers, hair clippers, and trimmers. It includes two standard deviation tables for sound power levels and declaration/verification, and Figure 101 shows the required appliance position.
The document also gives practical instructions for cleaning, lubrication, preconditioning, battery state, speed setting, and the loudest operating condition. These details are what test engineers use to set up a repeatable measurement and what manufacturers use to report comparable noise results.

47 Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
48 Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
49 misinterpretation by any end user.
50 4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
51 transparently to the maximum extent possible in their national and regional publications. Any divergence between
52 any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter.
53 5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
54 assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
55 services carried out by independent certification bodies.
56 6) All users should ensure that they have the latest edition of this publication.
57 7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
58 members of its technical committees and IEC National Committees for any personal injury, property damage or
59 other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
60 expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC
61 Publications.
62 8) Attention is drawn to the Normative references cited in this publication. Use of the referenced publications is
63 indispensable for the correct application of this publication.
64 9) Attention is drawn to the possibility that some of the elements of this IEC Publication may be the subject of patent
65 rights. IEC shall not be held responsible for identifying any or all such patent rights.
