Foreword
ISO (the International Organization for Standardization) and IEC (the International Electrotechnical Commission) form the
specialized system for worldwide standardization. National bodies that are members of ISO or IEC participate in the
development of International Standards through technical committees established by the respective organization to deal with
particular fields of technical activity. ISO and IEC technical committees collaborate in fields of mutual interest. Other
international organizations, governmental and non-governmental, in liaison with ISO and IEC, also take part in the work.

1  Scope
This part of ISO/IEC 6523 specifies the procedure for registration of organization identification schemes, and the requirements
for the administration of International Code Designator values, to designate these organization identification schemes.

3  Definitions
For the purposes of this part of ISO/IEC 6523, the definitions given in ISO/IEC 6523-1 and the following definitions apply.
NOTE 1: When a word or phrase appears in italics within a definition, this means that a definition exists in part 1 or 2 of ISO/IEC 6523 for
this word or phrase.
3.1 issuing organization (IO): A body that assumes responsibility for the administration of a specific organization
identification scheme.
3.2 sponsoring authority (SA): A body recognized in accordance with the requirements of this part of ISO/IEC 6523, to
receive proposals from issuing organizations for the registration of organization identification schemes and to submit
applications to the .

3.3 registration authority (RA): The body responsible for maintaining the register of organization identification schemes and
for the issuance of ICD values.

4.1  Responsibilities of the registration authority
For the purposes of this part of ISO/IEC 6523 a registration authority (RA) shall be appointed according to the rules of
clause 17 of the ISO/IEC Directives, Procedures for the technical work of ISO/IEC JTC 1 on Information Technology.
The RA shall receive and process applications for additions and amendments to the register of organization identification
schemes, assign ICD values and maintain the register. Its duties shall be carried out in accordance with the rules set out in the
above mentioned clause 17 of the ISO/IEC Directives for JTC 1 and ISO/IEC 6523.
The RA shall determine the appropriate form(s) in which applications shall be submitted based on the required contents of the
register. It shall also provide sponsoring authorities with guidance notes on the submission of applications.
4.2  Evaluation criteria to be applied by the registration authority
The RA shall evaluate an application for addition or amendment of an entry in the register of organization identification
schemes against the following criteria:
a) the application has been endorsed by a sponsoring authority (clause 5);
b) the application indicates that the sponsoring authority has complied with its responsibilities (see 5.2) and successfully
applied the evaluation criteria in 5.3;
c) the application includes sufficient information, as stated in 4.5.2 and 4.5.3;
d) the application does not require the amendment of an existing entry in the register in the respect of any items marked
by an asterisk (*) in 4.5.2 and 4.5.4;
e) that compliance with the application does not result in the allocation of more than one ICD value to the same
organization identification scheme. This provision shall not preclude the allocation of a new ICD value to an
organization identification scheme which has been revised in a way that prevents its acceptance as an amendment, see
criterion d) above.
4.3  Processing of applications
4.3.1 As soon as practicable, and in any case within 30 days of receipt of an application from a sponsoring authority (SA)
accompanied by the appropriate fee, if any, the RA shall decide whether the application is acceptable or not and inform the SA
dealing with the application of the outcome.
4.3.2 An acceptable application shall be progressed into the register of organization identification schemes as follows:
— if the application concerns a new organization identification scheme the RA shall allocate an ICD value in accordance
with ISO/IEC 6523-1. Based on the application and on the measures taken by the RA, a new entry is created for the
organization identification scheme in the register, see 4.5.1 to 4.5.4;
— if the application is an amendment to an existing entry the RA shall record the amendment for that organization
identification scheme in the register. Items marked with an asterisk (*) in 4.5 shall not be changed.
The SA shall be sent a copy of the register entry after completion and requested to check the entry and advise the RA
immediately if any errors are detected.
4.3.3 If the application is not acceptable it shall be returned to the SA with a clear statement of the reasons for rejection. If
possible constructive advice shall be given as to the manner in which the application could be rendered acceptable.
If the application is rejected on the grounds that acceptance would require the amendment of any of the items marked by an
asterisk (*) in 4.5, the SA shall be informed that the proper procedure is to apply for
— registration of a new organization identification scheme, and
— amendment of the old entry with information described in 4.5.5.
The SA shall be informed that it can request the RA to refer a rejected application to the ISO/IEC committee responsible for the
standard.

1 Domaine d'application
La présente partie de l’ISO/CEI 6523 spécifie la procédure pour l'enregistrement de systèmes
d'identification d'organisations, et les règles de gestion des valeurs d'identifiant international de
code, afin de désigner ces systèmes d'identification d'organisations.
2 Références normatives

3 Définitions

4.1 Responsabilités de l'autorité d'enregistrement
Pour les besoins de la présente partie de l’ISO/CEI 6523, un autorité d'enregistrement (AE) doit
être désignée selon les règles de l'article 17 des Directives ISO/CEI, Procédures pour les travaux
techniques de l'ISO/CEI JTC 1 sur les technologies de l'information.
L'AE doit recevoir et traiter les demandes d'adjonctions et d'amendements au registre des
systèmes d'identification d'organisations, attribuer les valeurs d'ICD et mettre le registre à jour.
Ses fonctions doivent être assurées conformément aux règles prévues dans l'article 17
mentionné ci-dessus des Directives ISO/CEI pour le JTC 1 et à l’ISO/CEI 6523.
L'AE doit déterminer la ou les formes appropriées sous lesquelles les demandes doivent être
soumises, en se fondant sur le contenu requis du registre. Elle doit également fournir aux
autorités de parrainage des directives sur la façon de soumettre les demandes.
4.2 Critères d'évaluation à appliquer par l'autorité d'enregistrement
L'AE doit évaluer une demande concernant l'adjonction ou l'amendement d'une inscription dans
le registre des systèmes d'identification d'organisations par rapport aux critères suivants:
a) la demande a reçu l'approbation d'une autorité de parrainage (article 5);
b) la demande indique que l'autorité de parrainage a satisfait à ses responsabilités (voir 5.2)
et appliqué avec succès les critères d'évaluation de 5.3;
c) la demande comporte des indications suffisantes, comme indiqué en 4.5.2 et 4.5.3;
d) la demande ne nécessite pas l'amendement d'une inscription existant dans le registre, en
ce qui concerne l'un quelconque des points marqués d'un astérisque (*) en 4.5.2 et 4.5.4;
e) que l'acceptation de la demande n'entraîne pas l'attribution de plusieurs valeurs d'ICD au
même système d'identification d'organisations. Cette disposition ne doit pas exclure
l'attribution d'une nouvelle valeur d'ICD à un système d'identification d'organisations qui a
été révisé d'une manière qui empêche d'accepter la demande comme un amendement;
voir critère d) ci-dessus.

4.3 Traitement des demandes
4.3.1 Dès que possible et de toute façon dans les 30 jours suivant la réception d'une demande
venant d'une autorité de parrainage (AP), accompagnée du montant des droits s'il en existe, l'AE
doit décider si cette demande est acceptable ou non et informer du résultat l'AP ayant transmis
la demande.
4.3.2 Une demande acceptable doit être portée comme suit dans le registre des systèmes
d'identification d'organisations:
— si la demande concerne un nouveau système d'identification d'organisations, l'AE doit
attribuer une valeur d'ICD conformément à l’ISO/CEI 6523-1. Sur la base de la demande et
des mesures prises par l'AE, une nouvelle inscription est créée pour le système
d'identification d'organisations dans le registre, voir 4.5.1 à 4.5.4;
— si la demande est un amendement à une inscription existante, l'AE doit enregistrer
l'amendement pour ce système d'identification d'organisations. Les points marqués d'un
astérisque (*) en 4.5 ne doivent pas être modifiés.
L'AP doit recevoir une copie de l'inscription dans le registre une fois celle-ci achevée, et être
priée de contrôler cette inscription et d'informer l'autorité d'enregistrement immédiatement si des
erreurs sont détectées.
4.3.3 Si la demande n'est pas acceptable, elle doit être renvoyée à l'AP avec une indication claire
des motifs de rejet. Si possible des conseils constructifs doivent être donnés sur la manière de
pouvoir rendre la demande acceptable.
Si la demande est rejetée parce que l'acceptation nécessiterait l'amendement de l'un des points
marqués d'un astérisque (*) en 4.5, l'AP doit être informée que la procédure adéquate est de
présenter une demande pour
— l'enregistrement d'un nouveau système d'identification d'organisations, et
— l'amendement de l'ancienne inscription en donnant les informations décrites en 4.5.5.
L'AP doit être informée qu'elle peut demander à l'AE de transmettre une demande rejetée au
comité de l'ISO/CEI responsable de la norme.
4.4 Attribution des valeurs d'ICD
Les valeurs d'ICD doivent être attribuées séquentiellement, dans l'ordre dans lequel les
inscriptions sont ajoutées sur le registre.
4.5 Contenu du registre
4.5.1 Le registre des systèmes d'identification d'organisations doit contenir les informations
données ci-après pour chaque système d'identification d'organisations enregistré.
4.5.2 Les informations suivantes doivent être fournies pour chaque demande d'inscription
nouvelle ou d'amendement à une inscription existante et doivent être incluses dans le registre:
a) le nom préférentiel du système d'identification d'organisations, tel que recommandé par
l'organisation émettrice (OE);
b) l'objectif recherché et le domaine d'application envi
