Предисловие
Международная организация по стандартизации (ISO) является всемирной федерацией национальных
организаций по стандартизации (комитетов-членов ISO). Разработка международных стандартов
обычно осуществляется техническими комитетами ISO. Каждый комитет-член, заинтересованный в
деятельности, для которой был создан технический комитет, имеет право быть представленным в этом
комитете. Международные правительственные и неправительственные организации, имеющие связи с
ISO, также принимают участие в работах. Что касается стандартизации в области электротехники, ISO
работает в тесном сотрудничестве с Международной электротехнической комиссией (IEC).
Проекты международных стандартов разрабатываются по правилам, указанным в Директивах ISO/IEC,

Главная задача технических комитетов состоит в разработке международных стандартов. Проекты

0.1 Общие положения
Эффективность системы менеджмента качества и ее процессов в конечном счете зависит от
вовлеченности компетентных работников и от того, правильно ли они введены и интегрированы в
организацию. Вовлеченность персонала имеет большое значение для того, чтобы результаты,
достигнутые системой менеджмента качества, соответствовали стратегиям и ценностям организации.
Существенным является идентификация, развитие и оценка знания, навыков, поведения и
производственных условий, необходимых для эффективной вовлеченности персонала с требуемой
компетентностью.
Настоящий международный стандарт обеспечивает руководящие указания по определению
человеческих факторов, которые влияют на вовлеченность и компетентность персонала, и создает
ценность, которая способствует организации в достижении ее целей.
0.2 Связь с системами менеджмента качества
Стандарты по системам менеджмента качества, разработанные ISO/TC 176, основаны на принципах
менеджмента качества, описанных в ISO 9000.
Взаимосвязь между настоящим международным стандартом и ISO 9001 способствует вовлеченности и
компетентности персонала в рамках системы менеджмента качества. Однако этот международный
стандарт можно также использовать и с другими системами менеджмента.
0.3 Процессный подход к вовлеченности и компетентности персонала
Настоящий международный стандарт основан на стратегическом процессном подходе (см. Рисунок 1) к
развитию вовлеченности и компетентности персонала на всех уровнях организации.

Модель процесса (см. Рисунок 2) иллюстрирует тактические действия, результаты и планы для
развития вовлеченности и компетентности персонала.
Если вовлеченность и компетентность персонала будут подлежать мониторингу, измерению и анализу
в рамках системы менеджмента качества, то на основе получаемых результатов высшее руководство
сможет принимать решения для улучшения, тем самым повышая уровень удовлетворенности
потребителя.
0.4 Использование настоящего международного стандарта
В Разделе 4 описываются процессы, которые организация может использовать для реализации и
поддержания вовлеченности и компетентности персонала в системах менеджмента качества.
Факторы, описанные в 4.6, указывают действия, которые могут быть предприняты для укрепления
вовлеченности персонала. Руководящие указания в Разделах от 5 до 8 обеспечивают конкретные
действия, которые могут быть предприняты для удовлетворения индивидуальных требований системы
менеджмента качества, установленных в ISO 9001.
Настоящий международный стандарт дает рекомендации руководителям, менеджерам, контролерам,
специалистам по качеству, представителям менеджмента качества и менеджерам по персоналу.

1 Область применения
Настоящий международный стандарт обеспечивает руководящие указания по вовлечению персонала в
системе менеджмента качества организации и по повышению его вовлеченности и компетентности в
этой системе. Этот международный стандарт применим для любой организации, независимо от
размера, типа или деятельности.

3.1

4 Менеджмент вовлеченности и компетентности персонала
4.1 Общие положения
В этом разделе описывается процесс и даются руководящие указания для развития вовлеченности и
компетентности персонала. Организации могут использовать эти руководящие указания, для того
чтобы обеспечить долгосрочную приверженность вовлеченности и компетентности.
4.2 Вовлеченность и стратегия руководства
Для эффективных систем менеджмента качества требуется, чтобы руководители демонстрировали
явную заинтересованность в достижении целей вовлеченности и компетентности персонала.
Руководители должны поддерживать сотрудников, берущих на себя ответственность, и создавать
условия, способствующие достижению ими требуемых результатов, гарантируя удовлетворение
установленных и обязательных требований.
Руководители должны демонстрировать свою приверженность вовлеченности и компетентности
персонала:
a) устанавливая стратегии, политику и цели;
b) определяя ответственность и полномочия;
c) обеспечивая понимание потребностей и ожиданий потребителей;
d) устанавливая требования к персоналу, такие как знание, навыки и поведение;
e) оценивая требования к ресурсам, таким как инфраструктура, рабочая среда и производственные
условия;
f) предоставляя необходимые ресурсы;
g) содействуя коммуникации.

4.3 Процесс для развития вовлеченности и приобретения компетентности
Компетентность может рассматриваться в планах развития, которые также способствуют
вовлеченности персонала. Процесс для развития вовлеченности персонала и приобретения
компетентности представлен на Рисунке 2.

Этот процесс основан на четырех шагах, которые представлены ниже:
a) анализ (см. 4.4): данные собирают и анализируют согласно краткосрочным и долгосрочным целям
организации по вовлеченности и компетентности персонала;
b) планирование (см. 4.5): устанавливают и поддерживают процедуры по планированию процесса
для развития вовлеченности персонала и приобретения компетентности на организационном,
групповом и индивидуальном уровне;
c) реализация (см 4.6): выполняют планы и соответствующие действия для достижения цели по
вовлеченности и компетентности персонала;
d) оценка (см. 4.7): планы, действия и результаты анализируют и оценивают для постоянного
улучшения.
Анализ следует проводить на каждом этапе для гарантии правильности входных и выходных данных.
Эти шаги применяются для всех уровней организации, группы и индивидуума.
4.4 Анализ вовлеченности персонала и приобретения компетентности
4.4.1 Идентификация потребностей
Организация должна определять свои краткосрочные и долгосрочные потребности относительно
вовлеченности и компетентности персонала через запланированные интервалы. Идентификация
потребностей может включать организационные стратегии, ценности, бизнес-планы, политику и
входные данные от заинтересованных сторон, таких как потребители.
Процесс идентификации должен начинаться с оценки существующих уровней вовлеченности и
компетентности персонала при выявлении любых ограничений или расхождений. Таким образом,
процесс будет включать следующие стадии оценки:
a) определение потребностей относительно вовлеченности и компетентности;
b) определение условий и ресурсов, необходимых для эффективности персонала на рабочем месте.

Организация также должна рассматривать необходимость в специальных мероприятиях для
уменьшения или менеджмента рисков, связанных с недостатками текущей деятельности. Такие риски
могут возникать, например, в случае новых или сложных задач, языковых барьеров или
организационных изменений.
4.4.2 Оценка
Организация должна оценивать вовлеченность и компетентность персонала на индивидуальном,
командном и организационном уровнях. Для того чтобы оценить вовлеченность персонала,
руководители должны установить специальные методы для оценки поведения людей в работе,
коммуникации, сотрудничестве и в сети.
Оценка должна быть совместима с деятельностью по развитию. Результаты оценки должны
способствовать анализу по выполнению целей, которые были поставлены относительно
вовлеченности и компетентности персонала. Запись этой оценки следует поддерживать в рабочем
состоянии.
Результаты оценки определяют расхождения между существующими вовлеченностью и
компетентностью персонала и потребностями, которые были идентифицированы. Эти расхождения
показывают области, которые надо разрабатывать, и создают входные данные для следующего шага.
4.5 Планирование вовлеченности и компетентности
4.5.1 Общие вопросы
После выполнения анализа просчетов организация должна проводить и поддерживать процедуры для
планирования вовлеченности своего персонала и приобретения компетентности. Это включает
разработку и установление краткосрочных и долгосрочных целей относительно компетентности как на
организационном, так и на индивидуальном уровне. Цели должны быть утверждены и
документированы.
Эти планы должны быть интегрированы в годовое организационное и финансовое планирование,
чтобы были обеспечены плановые ресурсы для достижения целей вовлеченности и компетентности
персонала.
4.5.2 Организационное планирование
Планы по приобретению компетентности и вовлеченности персонала должны быть основаны на
стратегической дорожной карте, которая влияет на будущие потребности. Эти планы документируются
и включают следующее:
 цели и требования, основанные на стратегическом направлении организации;
 определенные действия и ответственность;
 временной интервал для приобретения компетентности;
 требуемые ресурсы.
Между руководством и персоналом должно быть установлено соглашение относительно планов,
которые следует записывать, анализировать и актуализировать через определенные интервалы. Такой
план является стратегическим документом, основанным на заранее представленных анализах, и
должен быть принят руководством организации. План должен определять действия, ответственность и
временные интервалы для выполнения целей развития.

4.5.3 Планирование вовлеченности и компетентности отдельных лиц
Для каждого отдельного лица должны быть разработаны индивидуальные планы вовлеченности и
компетентности. Эти планы определяют деятельность, ресурсы, ответственность и временные
интервалы для выполнения целей развития, и они должны быть согласованы между работниками, их
менеджерами и руководителями. Эти планы также должны записываться, анализироваться и
актуализироваться с определенными интервалами.
4.6 Выполнение
4.6.1 Общие вопросы
Организация должна проводить запланированные действия, описанные в 4.5, для вовлеченности
персонала и приобретения компетентности. Результаты этих плановых действий следует записывать и
анализировать.
4.6.2 Выполнение планов по вовлеченности персонала
Действия руководства для повышения вовлеченности персонала должны быть направлены на такие
факторы, как коммуникация, командная работа, ответственность, инновации и признание. Они описаны
более подробно в Приложении A.
Для вовлеченности требуется среда, в которой работники участвуют в планировании и могут
воздействовать на решения и действия, влияющие на их работу. Эта среда должна способствовать
приверженности персонала достижению целей организации.
Процесс для вовлеченности персонала включает ряд факторов, описанных ниже.
 Коммуникацию: объединение нижеприведенных факторов и содействие взаимопониманию и
вовлеченности. Менеджеры должны доводить ключевую информацию и ожидания до сотрудников
и выслушивать их точки зрения о текущем направлении на постоянной основе (см. Раздел A.4).
 Подбор кадров: процесс поиска, тщательной проверки и отбора персонала для работы в
организации. Менеджеры могут принимать участие в процессе подбора кадров, но крупные
организации часто используют профессиональных рекрутеров (см. Раздел A.12).
 Осведомленность: когда цели и методы коммуникации установлены, персонал должен быть
осведомлен, что согласно требованиям ISO 9001 организация создает и обеспечивает реализацию
системы менеджмента качества. Менеджеры должны обеспечить, чтобы работники понимали те
процессы, за которые они несут ответственность (см. Раздел A.3).
 Приверженность: приверженность работодателя определяется обязательством компании
улучшать партнерство и способствовать взаимопониманию между работниками и их менеджерами
(см. Раздел A.8).
 Командная работа и сотрудничество: они имеют место, когда люди работают вместе для общей
цели. Это способ организации рабочей нагрузки, который оказывает значительное влияние на
вовлеченность персонала. Это создает общие цели, обмен знаниями, разделяемые ценности и
поведение, тем самым увеличивая возможность достижения целей качества (см. Раздел A.14).
 Ответственность и полномочия: менеджеры отвечают за создание систем, которые предоставляют
персоналу полномочия, чтобы брать на себя ответственность за принятие решений в своей работе.
Они должны соответствовать требованиям компетентности, определенным в рамках системы
менеджмента качества. Менеджеры создают производственную среду, которая содействует
развитию способностей работников к управлению своими собственными действиями и принятию
решений, за которые они несут ответственность (см. Раздел A.13).
 Креативность и инновации: успех является результатом высокой степени креативности. Признание
креативности создает более высокое ощущение самореализации личности и поэтому повышает

вовлеченность. Креативность представляет собой процесс генерирования новых идей, в то время
как инновация является процессом применения таких идей. В контексте организации термин
инновация относится ко всему процессу, посредством которого отдельные лица или группы
генерируют креативные новые идеи и преобразуют их в продукцию, услуги или бизнес-практику (см.
Раздел A.5).
 Признание и поощрения: организация должна принимать меры для непрерывного улучшения
вовлеченности персонала. Это обеспечивается путем признания и поощрений, а также обратной
связью с отдельными лицами или командами, которые вовлечены в достижение результатов для
пользы организации (см. Раздел A.11).
Помимо вышеприведенных факторов, на степень вовлеченности персонала также влияют и другие
факторы, описанные в Приложении A, т.е. руководство (см. Раздел A.9), расширение полномочий (см.
Раздел A.7), отношение и мотивация (см. Раздел A.2), образование и обучение (см. Раздел A.6).
ПРИМЕРЫ Ниже приведены примеры методов для измерения степени реализации человеческих факторов.
Эти измерения могут выполняться путем опроса персонала, фокус-групп или индивидуальных собеседований.
 Осведомленность: степень понимания политики и целей системы менеджмента качества организации.
 Объединение в сеть: эффективность совместной работы групп людей и поддержки друг друга в критических
ситуациях.
 Приверженность: степень удовлетворенности, которую персонал имеет в своей деятельности, такой как
коммуникация, обучение и менеджмент.
 Командная работа: степень достижения командой своих целей в ключевых этапах проекта и требованиях
процесса.
 Креативность и инновации: количество генерируемых идей относительно коэффициента их реализации.
4.6.3 Выполнение планов по компетентности
Организация должна проводить запланированные действия для приобретения компетентности.
Входом в этот этап является план приобретения компетентности.
Действия по плану приобретения компетентности для организации могут включать образование и
обучение, набор кадров, установление партнерства и аутсорсинг.
Для отдельных лиц план по развитию компетентности может состоять из таких действий, как
образование и обучение, как в классных комнатах, так и на рабочем месте, работа в сети, командная
работа, чтение и самообразование.
Выполняемые действия должны записываться.
4.7 Оценка
Организация должна проводить процедуры для оценки эффективности завершенных действий по
вовлеченности персонала и приобретения компетентности.
При оценке следует сравнивать результаты вовлеченности персонала и приобретения компетентности
с предыдущими разработанными планами, и результаты должны быть сообщены всем затронутым
сторонам. Затем должны быть выполнены улучшения.
Оценки следует проводить с запланированными интервалами и результаты записывать и
использовать как входные данные для процесса анализа со стороны руководства.

Большинство действий, приведенных в Разделах от 5 до 8, можно использовать как контрольный
список для оценки текущего состояния организации относительно вовлеченности и компетентности
персонала. Степень вовлеченности и компетентности персонала можно проверять, сравнивая
завершенные действия с пунктами, перечисленными в каждом разделе.

5.1 Обязательство руководства
Демонстрируя свою приверженность вовлеченности персонала, руководители должны:
a) объяснять персоналу в организации ценность, создаваемую системами менеджмента качества;
b) обеспечить, чтобы цели менеджмента качества были установлены и распространены по всей
организации;
c) обеспечить понимание связи между системами менеджмента качества и финансовым результатом.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the International
Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an

Introduction
0.1 General
The overall performance of a quality management system and its processes ultimately depends on the
involvement of competent people and whether they are properly introduced and integrated into the organization.
The involvement of people is important in order for an organization’s quality management system to achieve
outcomes which are consistent and aligned with their strategies and values. It is critical to identify, develop
and evaluate the knowledge, skills, behaviour and work environment required for the effective involvement of
people with the necessary competence.
This International Standard provides guidelines for human factors which influence people involvement and
competence, and creates value that helps to achieve the organization’s objectives.
0.2 Relationship with quality management systems
The quality management system standards developed by ISO/TC 176 are based on the quality management
principles described in ISO 9000.
The correlation between this International Standard and ISO 9001 facilitates people’s involvement and
competence within the quality management system. However, this International Standard can also be used
with other management systems.
0.3 Process-based approach to people involvement and competence
This International Standard is based on a strategic process-based approach (see Figure 1) for developing the
involvement and competence of people at all levels of the organization.

The process model (see Figure 2) illustrates tactical actions, results and plans for people involvement and competence.
If people involvement and competence are monitored, measured and analysed within the quality management
system, this produces results which enable top management to make decisions for improvement, thus leading
to enhanced levels of customer satisfaction.

0.4 Using this International Standard
Clause 4 describes the processes which an organization can use to implement and maintain people involvement
and competence in quality management systems.
The factors described in 4.6 provide actions which may be taken to strengthen people involvement. The guidelines
in Clauses 5 to 8 provide the specific actions which can be taken to meet individual quality management system
requirements, such as those specified in ISO 9001.
This International Standard provides guidance to leaders, managers, supervisors, quality practitioners, quality
management representatives and human resources managers.

1 Scope
This International Standard provides guidance on engaging people in an organization’s quality management
system, and on enhancing their involvement and competence within it. This International Standard is applicable
to any organization, regardless of size, type, or activity.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in ISO 9000 and the following apply.
3.1
competence
ability to apply knowledge and skills to achieve intended results
NOTE 1 Continuing application of competence can be affected by the work environment with all its variations, pressures,
relationships and conflicts that can affect, for example, attitude and commitment to apply the relevant knowledge and skills.
NOTE 2 Competence requirements are more than academic qualifications, training and experience. They define the
results or outcomes to be achieved for a particular job, the performance criteria or standards to be achieved, the evidence
required and the method of obtaining it.
NOTE 3 Competences referenced in this International Standard apply both to people within an organization and
those outsourced.

4 Management of people involvement and competence
4.1 General
This clause provides a process and guidelines for developing people involvement and competence.
Organizations can use these guidelines to ensure long-term commitment to involvement and competence.
4.2 Leadership involvement and strategy
Effective quality management systems require leaders to be visibly involved in achieving the people involvement
and competence objectives.
Leaders should encourage people to assume responsibilities and create conditions which enable people to
achieve desired results, ensuring relevant statutory and regulatory requirements are met.
Leaders should demonstrate their commitment to people involvement and competence by:
a) establishing strategies, policies and objectives;
b) defining responsibilities and authorities;
c) ensuring understanding of customers’ needs and expectations;
d) determining personnel requirements, such as knowledge, skills and behaviour;
e) assessing resource requirements, such as infrastructure, work environment and work conditions;
f) providing the resources required;
g) encouraging communication.
4.3 People involvement and competence acquisition process
Competence can be addressed in development plans which also contribute to people involvement. The process
for people involvement and competence acquisition is described in Figure 2.

The process is based on the four steps outlined below:
a) analysis (see 4.4): data are collected and analysed in relation to the organization’s short- and long-term
objectives for people involvement and competence;
b) planning (see 4.5): procedures are established and maintained to plan the people involvement and
competence acquisition process on an organizational, group and individual level;

c) implementation (see 4.6): the plans and associated actions are implemented in order to achieve the
objective of people involvement and competence;
d) evaluation (see 4.7): plans, actions and outcomes are reviewed and evaluated for continual improvement.
There should be a review carried out at every step to ensure that the input and output data are correct. These
steps apply to all levels of the organization, group and individual.
4.4 Analysis of people involvement and competence acquisition
4.4.1 Needs identification
The organization should identify its short- and long-term people involvement and competence needs at planned
intervals. The identification of needs may include organizational strategies, values, business plans, policies
and input from interested parties, such as customers.
The identification process will begin by evaluating the current levels of people involvement and competence,
identifying any limitations or gaps. The process will therefore involve the following stages of assessment:
a) identifying involvement and competence needs;
b) identifying the conditions and resources needed for people to be effective in the workplace.
The organization should also consider whether special arrangements are necessary to reduce or manage risks
associated with deficiencies in current activities. Such risks can occur, for example, where there are new or
complex tasks, language barriers or organizational changes.
4.4.2 Assessment
The organization should assess people involvement and competence at the individual, team and organizational
levels. In order to assess the level of people involvement, leaders should define specific methods for evaluating
the manner in which the people work, communicate, collaborate and network.
The assessment should be consistent with development activities. The output of the assessment should
enable analysis of the fulfilment of objectives that have been established relating to people involvement and
competence. A record of this assessment should be maintained.
The output of the assessment defines the gaps between the existing people involvement and competence and the
needs which have been identified. The gaps show the areas to be developed and create the inputs to the next step.
4.5 Involvement and competence planning
4.5.1 General
Upon completion of the gap analysis, the organization should follow and maintain procedures to plan its
people involvement and competence acquisition. This includes developing and establishing short-term and
long-term competence objectives at both the organizational and individual level. The objectives should be
approved and documented.
The plans should be integrated into the annual organizational and financial planning, in order to ensure that
there are planned resources to reach the objectives of people involvement and competence.
4.5.2 Organizational planning
Competence acquisition and people involvement plans should be based on the strategic roadmap which
influences the future needs. These plans should be documented and should include the following:
— objectives and requirements based on the organization’s strategic direction;
— defined activities and responsibilities;

— a timeframe for people involvement and competence acquisition;
— required resources.
There should be agreement between the leadership and people concerning the plans, which should be
recorded, reviewed and updated at defined intervals. Such a plan is a strategic document based on the
previously described analyses and should be adopted by the leadership of the organization. A plan should
define activities, responsibilities and timeframes to accomplish the development objectives.
4.5.3 Planning of the involvement and competence of individuals
Individual involvement and competence development plans should be established for each person. These
plans should define activities, resources, responsibilities and timeframes to accomplish the development
objectives, and they should be agreed between the people, their managers and leaders. These plans should
also be recorded, reviewed and updated at defined intervals.
4.6 Implementation
4.6.1 General
The organization should carry out the planned activities developed in 4.5 for people involvement and competence
acquisition. The outcomes of those planned activities should be recorded and reviewed.
4.6.2 Implementation of people involvement plans
Leadership actions to enhance people involvement should address factors such as communication, teamwork,
responsibility, innovation and recognition. These are described more fully in Annex A.
Involvement requires an environment in which people participate in planning and may influence decisions
and actions which affect their jobs. The environment should enable the engagement of people to achieve the
organizational goals.
The people involvement process includes a number of factors, as described below.
— Communication: integrates the factors and should be addressed to promote shared understanding and
involvement. Managers should communicate key information and expectations to people and listen to their
views about the current direction on a continual basis (see Clause A.4).
— Recruitment: the process of sourcing, screening and selecting people for a position in an organization.
Managers can undertake some part of the recruitment process, but larger organizations often use
professional recruiters (see Clause A.12).
— Awareness: once communication objectives and methods are established, people should be made
aware that ISO 9001 requires an organization to establish and implement a quality management system.
Managers should ensure that their people are aware of those processes for which they are responsible
(see Clause A.3).
— Engagement: employer engagement is the company’s commitment to improving the partnership and
developing shared understanding between the people and their managers (see Clause A.8).
— Teamwork and collaboration: occurs when people work together for a common goal. This is a way of
organizing workload which strongly contributes to people involvement. This creates common goals, shared
knowledge, values and behaviour, thus increasing the probability that quality objectives can be achieved
(see Clause A.14).
— Responsibility and authority: managers are accountable for creating systems which provide people with
the authority to assume responsibility to make decisions about their work. They should be consistent with
competence requirements defined within their quality management system. The managers create a work
environment which fosters the ability of people to control their own work and make decisions for which they
are accountable (see Clause A.13).

— Creativity and innovation: success results from a high degree of creativity. Allowing creativity creates a
higher sense of personal fulfilment and consequently enhances involvement. Creativity is the process
of producing new ideas, while innovation is the process of applying such these ideas. In the context of
an organization, the term innovation refers to the entire process by which individuals or groups generate
creative new ideas and convert them into products, services, or business practices (see Clause A.5).
— Recognition and rewards: the organization should take actions to continually improve people involvement.
This is achieved through recognition and rewards as well as feedback for individuals or teams that have
been involved in achieving results to the benefit of the organization (see Clause A.11).
In addition to the above factors, other factors described in Annex A also affect the level of people involvement,
i.e. leadership (see Clause A.9), empowerment (see Clause A.7), attitude and motivation (see Clause A.2), and
education and learning (see Clause A.6).
EXAMPLES Examples of methods for measuring the extent to which some of these human factors are implemented
are given below. These measurements can be obtained through staff surveys, focus groups or individual interviews.
— Awareness: the degree of understanding of the policies and objectives of the organization’s quality management system.
— Networking: the effectiveness of how groups of people work together and support each other in critical tasks.
— Engagement: the level of satisfaction people have in activities such as communication, learning and management.
— Teamwork: the extent to which a team reaches its objectives in key project milestones and process requirements.
— Creativity and innovation: the numbers of ideas generated when compared to their implementation rates.
4.6.3 Implementation of competence plans
The organization should carry out planned activities for competence acquisition. The input to this step is the
competence acquisition plan.
Activities in an acquisition plan for the organization could be education and training, recruitment, establishing
partnerships and outsourcing.
For the individual, a competence development plan can be comprised of activities such as education and
training, both classroom or on-the-job, networking, teamwork, reading and self-study.
Activities that have been carried out should be recorded.
4.7 Evaluation
The organization should follow procedures for evaluation of the effectiveness of people involvement and
competence acquisition activities that have been completed.
The evaluation should compare results of people involvement and competence acquisition with the previously
prepared plans, and the outcomes should be communicated to all affected parties. Improvements should then
be implemented.
Evaluations should be conducted at planned intervals, and the outcomes should be recorded and used as an
input to the management review process.
Most of the activities listed in Clauses 5 to 8 can be used as a checklist to assess the current status of an
organization regarding people involvement and competence. The levels of people involvement and competence
can be checked by comparing the completed actions against the items listed in each clause.
Annex B also provides a method of organizational self-assessment.

5 Management responsibility
5.1 Management commitment
When demonstrating their commitment to people involvement, management should:
a) explain to the people in the organization the value created by the quality management systems;
b) ensure that quality management objectives are set and deployed throughout the organization;
c) ensure awareness of the relationship between the quality management systems and financial performance.
5.2 Customer focus
In enhancing customer satisfaction, top management should help people understand the following:
a) the relationships between their jobs and the needs and expectations of interested parties;
b) the importance of customer satisfaction.
5.3 Quality policy
When creating the policy and ensuring this is understood, top management should:
a) discuss the policy to promote understanding;
b) ensure that the policy balances the needs and expectations of all interested parties;
c) encourage people to understand the policy’s relevance and explain the relationship between the policy
and each person’s activity;
d) show people the relationship between policies and business or operational plans.
5.4 Quality objectives and planning
When ensuring that measurable quality objectives are established in the organization, top management should:
a) explain the objectives to people;
b) monitor their achievement;
c) align people activities with the organizational objectives;
d) involve people in the creation and updating of objectives which impact on them.
5.5 Responsibility, authority and communication
5.5.1 Responsibility and authority
When ensuring that responsibilities are defined and communicated, top management should:
a) specify the roles and responsibilities of managers and supervisors for people involvement and competence;
b) provide individuals with an explanation of their roles and responsibilities;
c) ensure that people have the responsibility and authority they need to perform their duties effectively within
the quality management system.

a) choose a representative with the competences to coordinate the establishment, implementation,
maintenance and improvement of the quality management system;

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the International
Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.

Introduction
0.1 General
The overall performance of a quality management system and its processes ultimately depends on the
involvement of competent people and whether they are properly introduced and integrated into the organization.
The involvement of people is important in order for an organization’s quality management system to achieve
outcomes which are consistent and aligned with their strategies and values. It is critical to identify, develop
and evaluate the knowledge, skills, behaviour and work environment required for the effective involvement of
people with the necessary competence.
This International Standard provides guidelines for human factors which influence people involvement and
competence, and creates value that helps to achieve the organization’s objectives.
0.2 Relationship with quality management systems
The quality management system standards developed by ISO/TC 176 are based on the quality management
principles described in ISO 9000.
The correlation between this International Standard and ISO 9001 facilitates people’s involvement and
competence within the quality management system. However, this International Standard can also be used
with other management systems.
0.3 Process-based approach to people involvement and competence
This International Standard is based on a strategic process-based approach (see Figure 1) for developing the
involvement and competence of people at all levels of the organization.

The process model (see Figure 2) illustrates tactical actions, results and plans for people involvement and competence.
If people involvement and competence are monitored, measured and analysed within the quality management
system, this produces results which enable top management to make decisions for improvement, thus leading
to enhanced levels of customer satisfaction.

0.4 Using this International Standard
Clause 4 describes the processes which an organization can use to implement and maintain people involvement
and competence in quality management systems.
The factors described in 4.6 provide actions which may be taken to strengthen people involvement. The guidelines
in Clauses 5 to 8 provide the specific actions which can be taken to meet individual quality management system
requirements, such as those specified in ISO 9001.
This International Standard provides guidance to leaders, managers, supervisors, quality practitioners, quality
management representatives and human resources managers.

and competence
1 Scope
This International Standard provides guidance on engaging people in an organization’s quality management
system, and on enhancing their involvement and competence within it. This International Standard is applicable
to any organization, regardless of size, type, or activity.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in ISO 9000 and the following apply.
3.1
competence
ability to apply knowledge and skills to achieve intended results
NOTE 1 Continuing application of competence can be affected by the work environment with all its variations, pressures,
relationships and conflicts that can affect, for example, attitude and commitment to apply the relevant knowledge and skills.
NOTE 2 Competence requirements are more than academic qualifications, training and experience. They define the
results or outcomes to be achieved for a particular job, the performance criteria or standards to be achieved, the evidence
required and the method of obtaining it.
NOTE 3 Competences referenced in this International Standard apply both to people within an organization and
those outsourced.

4 Management of people involvement and competence
4.1 General
This clause provides a process and guidelines for developing people involvement and competence.
Organizations can use these guidelines to ensure long-term commitment to involvement and competence.
4.2 Leadership involvement and strategy
Effective quality management systems require leaders to be visibly involved in achieving the people involvement
and competence objectives.
Leaders should encourage people to assume responsibilities and create conditions which enable people to
achieve desired results, ensuring relevant statutory and regulatory requirements are met.
Leaders should demonstrate their commitment to people involvement and competence by:
a) establishing strategies, policies and objectives;
b) defining responsibilities and authorities;
c) ensuring understanding of customers’ needs and expectations;
d) determining personnel requirements, such as knowledge, skills and behaviour;
e) assessing resource requirements, such as infrastructure, work environment and work conditions;
f) providing the resources required;
g) encouraging communication.
4.3 People involvement and competence acquisition process
Competence can be addressed in development plans which also contribute to people involvement. The process
for people involvement and competence acquisition is described in Figure 2.

The process is based on the four steps outlined below:
a) analysis (see 4.4): data are collected and analysed in relation to the organization’s short- and long-term
objectives for people involvement and competence;
b) planning (see 4.5): procedures are established and maintained to plan the people involvement and
competence acquisition process on an organizational, group and individual level;

c) implementation (see 4.6): the plans and associated actions are implemented in order to achieve the
objective of people involvement and competence;
d) evaluation (see 4.7): plans, actions and outcomes are reviewed and evaluated for continual improvement.
There should be a review carried out at every step to ensure that the input and output data are correct. These
steps apply to all levels of the organization, group and individual.
4.4 Analysis of people involvement and competence acquisition
4.4.1 Needs identification
The organization should identify its short- and long-term people involvement and competence needs at planned
intervals. The identification of needs may include organizational strategies, values, business plans, policies
and input from interested parties, such as customers.
The identification process will begin by evaluating the current levels of people involvement and competence,
identifying any limitations or gaps. The process will therefore involve the following stages of assessment:
a) identifying involvement and competence needs;
b) identifying the conditions and resources needed for people to be effective in the workplace.
The organization should also consider whether special arrangements are necessary to reduce or manage risks
associated with deficiencies in current activities. Such risks can occur, for example, where there are new or
complex tasks, language barriers or organizational changes.
4.4.2 Assessment
The organization should assess people involvement and competence at the individual, team and organizational
levels. In order to assess the level of people involvement, leaders should define specific methods for evaluating
the manner in which the people work, communicate, collaborate and network.
The assessment should be consistent with development activities. The output of the assessment should
enable analysis of the fulfilment of objectives that have been established relating to people involvement and
competence. A record of this assessment should be maintained.
The output of the assessment defines the gaps between the existing people involvement and competence and the
needs which have been identified. The gaps show the areas to be developed and create the inputs to the next step.
4.5 Involvement and competence planning
4.5.1 General
Upon completion of the gap analysis, the organization should follow and maintain procedures to plan its
people involvement and competence acquisition. This includes developing and establishing short-term and
long-term competence objectives at both the organizational and individual level. The objectives should be
approved and documented.
The plans should be integrated into the annual organizational and financial planning, in order to ensure that
there are planned resources to reach the objectives of people involvement and competence.
4.5.2 Organizational planning
Competence acquisition and people involvement plans should be based on the strategic roadmap which
influences the future needs. These plans should be documented and should include the following:
— objectives and requirements based on the organization’s strategic direction;
— defined activities and responsibilities;

— a timeframe for people involvement and competence acquisition;
— required resources.
There should be agreement between the leadership and people concerning the plans, which should be
recorded, reviewed and updated at defined intervals. Such a plan is a strategic document based on the
previously described analyses and should be adopted by the leadership of the organization. A plan should
define activities, responsibilities and timeframes to accomplish the development objectives.
4.5.3 Planning of the involvement and competence of individuals
Individual involvement and competence development plans should be established for each person. These
plans should define activities, resources, responsibilities and timeframes to accomplish the development
objectives, and they should be agreed between the people, their managers and leaders. These plans should
also be recorded, reviewed and updated at defined intervals.
4.6 Implementation
4.6.1 General
The organization should carry out the planned activities developed in 4.5 for people involvement and competence
acquisition. The outcomes of those planned activities should be recorded and reviewed.
4.6.2 Implementation of people involvement plans
Leadership actions to enhance people involvement should address factors such as communication, teamwork,
responsibility, innovation and recognition. These are described more fully in Annex A.
Involvement requires an environment in which people participate in planning and may influence decisions
and actions which affect their jobs. The environment should enable the engagement of people to achieve the
organizational goals.
The people involvement process includes a number of factors, as described below.
— Communication: integrates the factors and should be addressed to promote shared understanding and
involvement. Managers should communicate key information and expectations to people and listen to their
views about the current direction on a continual basis (see Clause A.4).
— Recruitment: the process of sourcing, screening and selecting people for a position in an organization.
Managers can undertake some part of the recruitment process, but larger organizations often use
professional recruiters (see Clause A.12).
— Awareness: once communication objectives and methods are established, people should be made
aware that ISO 9001 requires an organization to establish and implement a quality management system.
Managers should ensure that their people are aware of those processes for which they are responsible
(see Clause A.3).
— Engagement: employer engagement is the company’s commitment to improving the partnership and
developing shared understanding between the people and their managers (see Clause A.8).
— Teamwork and collaboration: occurs when people work together for a common goal. This is a way of
organizing workload which strongly contributes to people involvement. This creates common goals, shared
knowledge, values and behaviour, thus increasing the probability that quality objectives can be achieved
(see Clause A.14).
— Responsibility and authority: managers are accountable for creating systems which provide people with
the authority to assume responsibility to make decisions about their work. They should be consistent with
competence requirements defined within their quality management system. The managers create a work
environment which fosters the ability of people to control their own work and make decisions for which they
are accountable (see Clause A.13).

— Creativity and innovation: success results from a high degree of creativity. Allowing creativity creates a
higher sense of personal fulfilment and consequently enhances involvement. Creativity is the process
of producing new ideas, while innovation is the process of applying such these ideas. In the context of
an organization, the term innovation refers to the entire process by which individuals or groups generate
creative new ideas and convert them into products, services, or business practices (see Clause A.5).
— Recognition and rewards: the organization should take actions to continually improve people involvement.
This is achieved through recognition and rewards as well as feedback for individuals or teams that have
been involved in achieving results to the benefit of the organization (see Clause A.11).
In addition to the above factors, other factors described in Annex A also affect the level of people involvement,
i.e. leadership (see Clause A.9), empowerment (see Clause A.7), attitude and motivation (see Clause A.2), and
education and learning (see Clause A.6).
EXAMPLES Examples of methods for measuring the extent to which some of these human factors are implemented
are given below. These measurements can be obtained through staff surveys, focus groups or individual interviews.
— Awareness: the degree of understanding of the policies and objectives of the organization’s quality management system.
— Networking: the effectiveness of how groups of people work together and support each other in critical tasks.
— Engagement: the level of satisfaction people have in activities such as communication, learning and management.
— Teamwork: the extent to which a team reaches its objectives in key project milestones and process requirements.
— Creativity and innovation: the numbers of ideas generated when compared to their implementation rates.
4.6.3 Implementation of competence plans
The organization should carry out planned activities for competence acquisition. The input to this step is the
competence acquisition plan.
Activities in an acquisition plan for the organization could be education and training, recruitment, establishing
partnerships and outsourcing.
For the individual, a competence development plan can be comprised of activities such as education and
training, both classroom or on-the-job, networking, teamwork, reading and self-study.
Activities that have been carried out should be recorded.
4.7 Evaluation
The organization should follow procedures for evaluation of the effectiveness of people involvement and
competence acquisition activities that have been completed.
The evaluation should compare results of people involvement and competence acquisition with the previously
prepared plans, and the outcomes should be communicated to all affected parties. Improvements should then
be implemented.
Evaluations should be conducted at planned intervals, and the outcomes should be recorded and used as an
input to the management review process.
Most of the activities listed in Clauses 5 to 8 can be used as a checklist to assess the current status of an
organization regarding people involvement and competence. The levels of people involvement and competence
can be checked by comparing the completed actions against the items listed in each clause.
Annex B also provides a method of organizational self-assessment.

5 Management responsibility
5.1 Management commitment
When demonstrating their commitment to people involvement, management should:
a) explain to the people in the organization the value created by the quality management systems;
b) ensure that quality management objectives are set and deployed throughout the organization;
c) ensure awareness of the relationship between the quality management systems and financial performance.
5.2 Customer focus
In enhancing customer satisfaction, top management should help people understand the following:
a) the relationships between their jobs and the needs and expectations of interested parties;
b) the importance of customer satisfaction.
5.3 Quality policy
When creating the policy and ensuring this is understood, top management should:
a) discuss the policy to promote understanding;
b) ensure that the policy balances the needs and expectations of all interested parties;
c) encourage people to understand the policy’s relevance and explain the relationship between the policy
and each person’s activity;
d) show people the relationship between policies and business or operational plans.
5.4 Quality objectives and planning
When ensuring that measurable quality objectives are established in the organization, top management should:
a) explain the objectives to people;
b) monitor their achievement;
c) align people activities with the organizational objectives;
d) involve people in the creation and updating of objectives which impact on them.

Introduction
0.1 Généralités
La performance globale d’un système de management de la qualité et ses processus dépendent en dernier lieu de
l’implication du personnel compétent correctement introduit et intégré dans l’organisation. L’implication du personnel
a son importance en ce sens qu’elle permet au système de management de la qualité d’une organisation d’obtenir
des résultats cohérents et alignés sur les stratégies et valeurs dudit personnel. Il est indispensable d’identifier, de
développer et d’évaluer les connaissances, le savoir-faire et le comportement, ainsi que l’environnement de travail,
requis pour une implication efficace du personnel avec les compétences nécessaires.
La présente Norme internationale fournit des lignes directrices applicables aux facteurs humains qui exercent
une influence sur l’implication et la compétence des personnes, et qui créent de la valeur qui permet d’atteindre
les objectifs de l’organisation.
0.2 Relation avec les systèmes de management de la qualité
Les normes de systèmes de management de la qualité développées par l’ISO/TC 176 sont basées sur les
principes de management de la qualité décrits dans l’ISO 9000.
La corrélation entre la présente Norme internationale et l’ISO 9001 facilite l’implication et la compétence des
personnes dans le cadre du système de management de la qualité; cependant la présente Norme internationale
peut également être utilisée avec d’autres systèmes de management.

Le modèle de processus (voir Figure 2) fait ressortir des actions, des résultats et des plans tactiques dédiés à
l’implication et à la compétence des personnes.

Si l’implication et la compétence des personnes sont contrôlées, mesurées et analysées dans le système de
management de la qualité, cela donne des résultats qui permettent à la direction de prendre des décisions
dans le sens de l’amélioration du niveau de satisfaction des clients.
0.4 Utilisation de la présente Norme internationale
L’Article 4 décrit les processus qu’une organisation peut utiliser pour mettre en œuvre et maintenir l’implication
et la compétence du personnel dans les systèmes de management de la qualité.
Les facteurs humains décrits en 4.6 fournissent les actions susceptibles d’être entreprises pour renforcer
l’implication du personnel. Les lignes directrices définies dans les Articles 5 à 8 fournissent les actions
spécifiques susceptibles d’être entreprises pour satisfaire aux exigences de systèmes de management de la
qualité individuelles, par exemple celles spécifiées dans l’ISO 9001.

4.1 Généralités
Le présent article fournit un processus et des lignes directrices destinés à renforcer l’implication et la compétence
du personnel. Les organisations peuvent utiliser ces lignes directrices pour garantir un engagement à long
terme en matière d’implication et de compétence.
4.2 Implication et stratégie de la direction
Pour l’efficacité des systèmes de management de la qualité, il est nécessaire que les dirigeants participent
activement à la réalisation des objectifs d’implication et de compétence du personnel.
Il convient que les dirigeants invitent le personnel à assumer des responsabilités et créent des conditions qui
permettent l’obtention des résultats souhaités, assurant de ce fait la satisfaction des exigences statutaires et
réglementaires applicables.
Il convient que les dirigeants démontrent leur engagement pour l’implication et la compétence du personnel par
a) la définition des stratégies, politiques et objectifs,
b) la définition des responsabilités et autorités,
c) la connaissance des besoins et attentes des clients,
d) la détermination des exigences concernant le personnel, telles que les connaissances, savoir-faire et
comportement,
e) l’évaluation des exigences concernant les ressources, telles que l’infrastructure, l’environnement et les
conditions de travail,
f) l’affectation des ressources requises, et
g) la promotion de la communication.
4.3 Processus d’implication du personnel et d’acquisition de compétences
La compétence peut être traitée dans des plans de développement qui contribuent également à l’implication du
personnel. Le processus d’implication du personnel et d’acquisition de compétences est décrit à la Figure 2.

Le processus est fondé sur les quatre étapes présentées ci-dessous:
a) analyse (voir 4.4): les données sont collectées et analysées par rapport aux objectifs à court et à long
termes de l’organisation, eu égard à l’implication et à la compétence du personnel;
b) planification (voir 4.5): des procédures sont établies et maintenues pour planifier le processus d’implication
du personnel et d’acquisition de compétences au niveau de l’organisation, du groupe et de l’individu;
a) mise en œuvre (voir 4.6): les plans et actions associées sont exécutés de manière à atteindre l’objectif
d’implication et de compétence du personnel;
c) évaluation (voir 4.7): les plans, actions et résultats sont examinés et évalués pour une amélioration continue.
Il convient d’effectuer une revue à chaque étape afin de s’assurer du caractère correct des données d’entrée et
de sortie. Ces étapes s’appliquent à tous les niveaux de l’organisation, du groupe et de l’individu.
4.4 Analyse de l’implication du personnel et de l’acquisition de compétences
4.4.1 Identification des besoins
Il convient que l’organisation identifie ses besoins à court et à long termes en termes d’implication et de
compétence du personnel, et ce, aux intervalles planifiés. L’identification des besoins peut inclure les stratégies
d’organisation, valeurs, plans d’activité, politiques et conseils des parties intéressées telles que les clients.
Le processus d’identification débute par l’évaluation des niveaux actuels d’implication et de compétence du
personnel, puis par l’identification des limites ou des lacunes éventuelles. Le processus implique par conséquent
les phases d’évaluation suivantes:
a) identification des besoins en termes d’implication et de compétence;
b) identification des conditions et ressources nécessaires pour que le personnel soit efficace à son
poste de travail.
Il convient que l’organisation étudie également la nécessité ou non de prendre des dispositions spéciales pour
limiter ou gérer les risques liés aux insuffisances des activités actuelles. De tels risques peuvent se produire
lorsqu’il y a, par exemple, des tâches nouvelles ou complexes, des barrières linguistiques ou des changements
organisationnels.

4.4.2 Évaluation
Il convient que l’organisation évalue l’implication et la compétence du personnel au niveau de l’individu, de
l’équipe et de l’organisation. Pour évaluer le niveau d’implication du personnel, il convient que les dirigeants
définissent des méthodes d’évaluation spécifiques de la manière dont le personnel travaille, communique,
collabore et se constitue en réseau.
Il convient que l’évaluation soit cohérente avec les activités de développement. Il convient que le résultat de
l’évaluation permette d’analyser la réalisation des objectifs qui ont été fixés par rapport à l’implication et à la
compétence du personnel. Il convient de conserver le résultat de cette évaluation.
Le résultat de l’évaluation définit les lacunes entre l’implication et la compétence existantes du personnel et
les besoins qui ont été identifiés. Les lacunes montrent les domaines à développer et à enregistrer comme
éléments d’entrée de l’étape suivante.
4.5 Planification de l’implication et de la compétence
4.5.1 Généralités
Une fois l’analyse des lacunes réalisée, il convient que l’organisation suive et maintienne les procédures de
planification de l’implication de son personnel et d’acquisition de compétences. Cela inclut le développement
et l’établissement d’objectifs de compétence à court et à long termes, tant au niveau de l’organisation que de
l’individu. Il convient d’approuver et de documenter les objectifs.
Il convient d’intégrer les plans dans la planification organisationnelle et financière annuelle afin de s’assurer de
l’existence de ressources planifiées destinées à atteindre les objectifs d’implication et de compétence du personnel.
4.5.2 Planification organisationnelle
Il convient que les plans d’acquisition de compétences et d’implication du personnel reposent sur la feuille de
route stratégique qui influe sur les besoins futurs. Il convient que ces plans soient documentés et comprennent
les éléments suivants:
— la détermination des objectifs et exigences sur la base de l’orientation stratégique de l’organisation;
— la définition des activités et des responsabilités;
— la définition d’un délai d’exécution pour l’implication du personnel et l’acquisition de compétences;
— la mise à disposition des ressources requises.
Il convient que les plans fassent l’objet d’un accord entre les employés et leurs dirigeants et qu’ils soient par
ailleurs consignés, revus et actualisés de manière régulière. Le plan est un document stratégique fondé sur
les analyses décrites précédemment et il convient que la direction de l’organisation l’adopte. Il convient que
le plan définisse des activités, des responsabilités et des délais d’exécution afin d’atteindre les objectifs de
développement.
4.5.3 Planification de l’implication et des compétences de l’individu
Il convient d’établir un plan de développement de compétences et d’implication individuelles pour chaque
employé. Il convient que les plans définissent des activités, ressources, responsabilités et délais d’exécution
afin d’atteindre les objectifs de développement. Il convient que les plans de développement de compétences
et d’implication individuelles fassent l’objet d’un accord entre les employés, leurs dirigeants et responsables et
qu’ils soient par ailleurs consignés, revus et actualisés de manière régulière.

4.6 Mise en œuvre
4.6.1 Généralités
Il convient que l’organisation accomplisse des activités planifiées (voir 4.5) pour l’implication du personnel et
l’acquisition de compétences. Il convient de consigner et d’examiner les résultats de ces activités.
4.6.2 Mise en œuvre des plans d’implication du personnel
Il convient que les actions de leadership visant à renforcer l’implication du personnel traitent les facteurs
humains tels que la communication, le travail en équipe, la responsabilité, l’innovation et la reconnaissance.
Ces facteurs sont plus amplement définis dans l’Annexe A.
L’implication exige un environnement dans lequel le personnel participe à la planification et peut exercer une
influence sur les décisions et actions qui affectent ses activités. Il convient que l’environnement permette
l’engagement du personnel à atteindre les objectifs de l’organisation.
Le processus d’implication du personnel comprend un certain nombre de facteurs, tels que décrits ci-après.
— Communication: elle intègre les facteurs humains et il convient par ailleurs de les traiter afin de favoriser
une vision commune et l’implication du personnel. Il convient que les dirigeants communiquent de manière
continue au personnel les informations et les attentes clés et écoutent ses opinions concernant l’orientation
actuelle (voir A.4).
— Recrutement: processus de recherche, examen et sélection de personnel pour un poste au sein d’une
organisation. Les responsables peuvent prendre en charge une partie du processus de recrutement, les
organisations de plus grande taille ayant toutefois souvent recours à des recruteurs professionnels (voir A.12).
— Sensibilisation: une fois les objectifs et les méthodes de communication établis, il convient que le personnel
ait conscience du fait que l’ISO 9001 exige d’une organisation qu’elle établisse et mette en œuvre un
système de management de la qualité. Il convient que les responsables s’assurent que leur personnel est
sensibilisé aux processus dont il est responsable (voir A.3).
— Engagement: l’engagement de l’employeur est l’engagement de l’entreprise à améliorer le partenariat et à
développer une vision commune entre les employés et les responsables. (voir A.8).
— Travail en équipe et collaboration: on parle de collaboration lorsque des personnes œuvrent pour un
objectif commun. Il s’agit d’une méthode d’organisation du travail qui contribue grandement à l’implication
du personnel, dans la mesure où elle crée des objectifs communs, des connaissances, valeurs et attitudes
communes parmi le personnel. Cela participe à l’augmentation de la probabilité de réalisation des objectifs
qualité (voir A.14).
— Responsabilité et autorité: les dirigeants sont responsables de la mise en place des systèmes qui confèrent
au personnel le droit d’exercer ses responsabilités concernant la prise de décisions portant sur ses activités.
Il convient qu’elles soient cohérentes avec les exigences de compétence définies dans le système de
management de la qualité. Les responsables créent un environnement de travail qui promeut la capacité
du personnel à contrôler son propre travail et à prendre des décisions dont il est responsable (voir A.13).
— Créativité et innovation: la réussite provient d’un degré élevé de créativité. Admettre la créativité produit
un sens plus élevé de la satisfaction individuelle et par conséquent une implication plus forte. La créativité
constitue le processus de génération d’idées nouvelles, tandis que l’innovation est le processus d’application
de ces idées. Dans le contexte d’une organisation, le terme «innovation» fait référence au processus
complet par lequel les individus ou les groupes produisent des idées nouvelles et les transforment en
produits, services ou pratiques commerciales (voir A.5).
— Reconnaissance et récompenses: il convient que l’organisation mène des actions qui visent à l’amélioration
continue de l’implication du personnel. Cette amélioration est réalisée par un système de reconnaissance
et de récompenses, ainsi que de retour d’information à l’intention des individus ou des équipes impliqués
dans l’obtention de résultats au profit de l’organisation (voir A.11).

termes de jalons de projet clés et d’exigences relatives au
processus.
— Créativité et innovation Les différentes idées produites par comparaison à leurs
taux de mise en œuvre.
4.6.3 Mise en œuvre des plans de compétence
Il convient que l’organisation accomplisse des activités planifiées d’acquisition de compétences. Le plan
d’acquisition de compétences constitue l’élément d’entrée de cette étape.

Prólogo
ISO (Organización Internacional de Normalización) es una federación mundial de organismos
nacionales de normalización (organismos miembros de ISO). El trabajo de preparación de las normas
internacionales normalmente se realiza a través de los comités técnicos de ISO. Cada organismo
miembro interesado en una materia para la cual se haya establecido un comité técnico, tiene el derecho

Introducción
0.1  Generalidades
El desempeño general de un sistema de gestión de la calidad y sus procesos depende finalmente de la
participación activa de las personas competentes y de si están introducidas e integradas correctamente
en la organización. La participación activa de las personas es importante para que un sistema de gestión
de la calidad de una organización logre resultados coherentes y alineados con sus estrategias y valores. Es
crítico identificar, desarrollar y evaluar el conocimiento, las habilidades, el comportamiento y el ambiente
de trabajo requerido para la participación activa y eficaz de las personas con las competencias necesarias.
Esta Norma Internacional proporciona directrices para los factores humanos que influyen en la
participación activa y la competencia de las personas, y crea valor que ayuda a lograr los objetivos de la
organización.
0.2  Relación con los sistemas de gestión de la calidad
Las normas de sistemas de gestión de la calidad desarrolladas por el ISO/TC 176 se basan en los
principios de gestión de la calidad descritos en la Norma ISO 9000.
La relación entre esta Norma Internacional y la Norma ISO 9001 facilita la participación activa y
la competencia de las personas en el sistema de gestión de la calidad. Sin embargo, esta Norma
Internacional puede utilizarse también con otros sistemas de gestión.
0.3  Enfoque basado en procesos para la participación activa y la competencia de las personas
Esta Norma Internacional está basada en un enfoque de proceso estratégico (véase la Figura 1)
para el desarrollo de la participación activa y competencia de las personas en todos los niveles de la
organización.

0.4  Utilización de esta Norma Internacional
El Capítulo 4 describe los procesos que una organización puede utilizar para implementar y mantener
la participación activa y la competencia de las personas en los sistemas de gestión de la calidad.
Los factores que se describen en el apartado 4.6 proporcionan acciones que se pueden tomar para
fortalecer la participación activa de las personas. Las directrices de los Capítulos 5 a 8 proporcionan
acciones específicas que se pueden tomar para cumplir los requisitos individuales del sistema de
gestión de la calidad, tales como los especificados en la Norma ISO 9001.

4 Gestión de la participación activa y la competencia de las personas
4.1 Generalidades
Este capítulo proporciona un proceso y directrices para el desarrollo de la participación activa y
competencia de las personas. Las organizaciones pueden utilizar estas directrices para asegurarse del
compromiso a largo plazo en materia de participación activa y competencia.
4.2 Liderazgo en la participación activa y la estrategia
Los sistemas de gestión de la calidad eficaces requieren líderes que estén involucrados activamente en
el logro de los objetivos de participación activa y de competencia de las personas.
Los líderes deberían alentar a las personas a asumir responsabilidades y a crear condiciones que
permitan a las personas lograr los resultados deseados, asegurando el cumplimiento de los requisitos
legales y reglamentarios pertinentes.
Los líderes deberían demostrar su compromiso con la participación activa y la competencia de las
personas:
a) definiendo las estrategias, políticas y objetivos;
b) definiendo las responsabilidades y autoridades de la dirección;
c) asegurando el entendimiento de las necesidades y expectativas del cliente;
d) determinando los requisitos del personal, tales como el conocimiento, las habilidades y el
comportamiento;
e) evaluando los requisitos relativos a los recursos, tales como las infraestructuras, el ambiente de
trabajo y las condiciones de trabajo;
f) proporcionando los recursos requeridos;
g) fomentando la comunicación.
4.3 Proceso de participación activa de las personas y de adquisición de competencias
La competencia puede tratarse en los planes de desarrollo que contribuyen también a la participación
activa de las personas. El proceso para la participación activa de las personas y la adquisición de
competencias se describe en la Figura 2.

El proceso se basa en cuatro pasos presentados a continuación:
a) análisis (véase 4.4): Los datos se recopilan y analizan en relación con los objetivos a corto y a largo
plazo de la organización, con respecto a la participación activa y a la competencia de las personas;
b) planificación (véase 4.5): Se establecen y mantienen procedimientos para planificar el proceso de

c) implementación (véase 4.6): Los planes y las acciones asociadas se implementan de manera que se

mejora continua.
Se debería realizar una revisión en cada paso para asegurarse de que los datos de entrada y salida son
correctos. Estos pasos se aplican a todos los niveles de la organización, de grupo y de individuo.
4.4 Análisis de la participación activa de las personas y de la adquisición de
competencias
4.4.1 Identificación de necesidades
La organización debería identificar, a intervalos planificados, sus necesidades a corto y a largo plazo en
términos de participación activa y de competencia de las personas. La identificación de las necesidades
puede incluir las estrategias de la organización, los valores, los planes de negocio, las políticas y los
elementos de entrada de las partes interesadas, como los clientes.
El proceso de identificación se iniciará evaluando los niveles actuales de participación activa y
competencia de las personas identificando cualquier limitación o brecha. El proceso conllevará por lo
tanto las siguientes etapas de evaluación:
a) identificación de las necesidades en términos de participación activa y de competencia;
b) identificación de las condiciones y recursos necesarios para que las personas sean eficaces en su
puesto de trabajo.
La organización debería considerar también si son necesarias disposiciones especiales para reducir o
gestionar los riesgos asociados con las deficiencias en las actividades actuales. Tales riesgos pueden
producirse, por ejemplo, cuando hay tareas nuevas y complejas, barreras lingüísticas o cambios de la
organización.

NACIONALNI UVOD
Standard SIST ISO 10018 (sl,en), Vodenje kakovosti – Smernice za vključenost in kompetence
zaposlenih, 2012, ima status slovenskega standarda in je istoveten mednarodnemu standardu
ISO 10018 (en), Quality management – Guidelines on people involvement and competence, 2012.
NACIONALNI PREDGOVOR
Besedilo mednarodnega standarda ISO 10018:2012 je pripravil tehnični odbor ISO/TC 176, Vodenje
in zagotavljanje kakovosti, pododbor SC 3, Podporne tehnologije. Slovenski standard SIST ISO
10018:2012 je prevod angleškega besedila mednarodnega standarda ISO 10018:2012. V primeru
spora glede besedila slovenskega prevoda v tem standardu je odločilen izvirni standard v angleškem
jeziku. Slovensko-angleško izdajo standarda je pripravil SIST/TC VZK Vodenje in zagotavljanje
kakovosti.
Odločitev za privzem tega standarda je dne 12. septembra 2012 sprejel tehnični odbor SIST/TC VZK
Vodenje in zagotavljanje kakovosti.
