Step stools

This European Standard specifies the requirements for step stools, stairtype steps and dometype steps stools. This includes design characteristics, dimensions, materials, performance requirements, test methods and the declaration of suitability of use. The standard excludes ladders and stepladders as defined by EN131-1:1993.
The requirements are based upon the maximum total load of 150 kg.

Overview

EN 14183:2003 is a CEN (European Committee for Standardization) standard that defines safety, design and performance requirements for step stools, including stair-type steps and dome-type step stools. It covers functional dimensions, materials, testing procedures and the manufacturer’s declaration of suitability. The standard explicitly excludes ladders and stepladders as defined in EN 131‑1:1993. All requirements are based on a maximum total load of 150 kg.

Key topics and technical requirements

  • Scope and product types: step stools with fixed or folding legs, stair-type steps, fold-out/pull-out steps and dome-type step stools.
  • Functional dimensions: specified nominal dimensions and tolerances (e.g., step spacing ±2 mm); dome platforms must have a minimum area of 600 cm² and include a 200 × 200 mm square. Handrail requirements apply for certain top-surface and height combinations.
  • Materials: load-bearing components only - minimum thickness for steel (≥ 0.90 mm) and aluminium (≥ 1.20 mm); plastics must consider ageing and temperature resistance; glass-fibre reinforced plastics must have embedded fibres and smooth surfaces.
  • Strength & connections: durable, load-appropriate connections; screws/nuts secured against loosening; welding to EN 719 and EN 729 series where used.
  • Slip resistance & stability: slip-resistant soles on legs; rollers/wheels must lock or be disabled under load; friction coefficient test requires μ ≥ 0.20 when tested with a 125 N additional load.
  • Performance tests:
    • Vertical static load test: pre-load 200 N (1 min), then 2 600 N (1 min); permanent deflection limit = max 0.5% of platform/step width.
    • Friction coefficient test (slip resistance) and a seat suitability test for padded seats (settlement ≤ 10 mm under specified load).
  • Hinges & padding: hinge pin min diameter for steel ≥ 5.0 mm or M6; padded seats max 20 mm thickness (unloaded).
  • Marking & instructions: product marking must include manufacturer name, product designation, month/year or serial number, maximum total load and manufacturer’s suitability declaration. Only compliant products may carry the “EN 14183” mark.

Applications and users

  • Manufacturers and product designers of step stools and small platforms (retail or industrial).
  • Test laboratories and conformity assessors validating performance to European safety requirements.
  • Procurement officers, safety managers and retailers specifying safe step stool products for workplaces, schools, healthcare and consumer use.
  • Regulatory authorities and standards committees referencing established test methods and marking rules.

Related standards

  • EN 131‑1:1993 (ladders - excluded from this standard)
  • EN 719, EN 729‑1 to EN 729‑4 (welding quality)
  • EN 12526 (castors and wheels)
  • EN 438 (HPL surfaces used in friction testing)
