Abstract

This together with ETS 300 279 is intended to become a harmonised standard, the reference of which is intended to be published in the Official Journal of the European Communities referencing the EMC Directive. This amendment implements the changes necessary to convert ETS 300 086 into a harmonised standard.

SIST ETS 300 086:1998/A2:1998 is the Slovenian adoption of ETS 300 086 Amendment 2 from ETSI. It covers Radio Equipment and Systems (RES) for the land mobile group, specifying technical characteristics and test conditions for radio equipment with an internal or external RF connector intended primarily for analogue speech. The amendment also aligns the ETS with harmonized-standard use under the EMC Directive.

What does SIST ETS 300 086:1998/A2:1998 specify?

SIST ETS 300 086:1998/A2:1998 specifies the technical characteristics and test conditions for land mobile radio equipment intended primarily for analogue speech. It is aimed at equipment with an internal or external RF connector, so the document is relevant to conducted RF tests and approval checks.

The document is organized as an amendment to ETS 300 086. In this amendment, the foreword is revised, subclause 5.4.1 is replaced, figure 2 in subclause 7.7.2 is replaced, and two normative annexes are added.

AnnexWhat it covers
Annex DClauses relevant to compliance with essential requirements of Council Directive 89/336/EEC
Annex EERC Decision on national type approval regulations for land mobile equipment using angle modulation

What are the key requirements of SIST ETS 300 086:1998/A2:1998?

The amendment keeps the document focused on measurable radio performance, approval testing, and EMC-related parameters. In practice, it tells laboratories and approval bodies what to test, which setup to use, and which results must be recorded for type test reports and national approval use.

Temperature test conditions

Subclause 5.4.1 sets the extreme-temperature test range at -20 °C to +55 °C. It also allows a reduced range of 0 °C to +30 °C when the note to table 1 in 4.1.1 is relevant, and the type test report must state which range was used. This matters because the declared test range defines the environmental conditions under which performance is judged.

Measurement arrangement

Subclause 7.7.2 replaces figure 2 with a defined measurement arrangement using an interfering transmitter, terminations and attenuators, and a spectrum analyser. This matters because the setup standardizes how interference-related measurements are made, so test results are comparable between laboratories.

EMC-related parameters

Annex D lists the clauses relevant to the EMC Directive: spurious emissions, spurious radiations, spurious response rejection, and blocking or desensitisation. In practice, this tells conformity assessors which radio characteristics support EMC-related evidence.

National type approval use

Annex E reproduces the ERC Decision ERC/DEC/(95)02 on national type approval regulations for land mobile equipment using angle modulation. Annex 1 of that Decision lists the transmitter, receiver, and duplex-operation parameters from ETS 300 086 that are to be used in national approval rules. This matters because approval authorities can base national regulations on the same technical measurements.

Channel spacing and national options

The Decision’s annexes show that some parameters are linked to channel-spacing choices and temperature-range options. In practice, manufacturers need to match the relevant national option set before placing equipment on different markets.

Transmitter and receiver performance areas

The document framework covers transmitter limits such as frequency error, carrier power variation, effective radiated power, frequency deviation, adjacent-channel power, spurious emissions, intermodulation attenuation, and transient frequency behaviour. It also covers receiver items such as maximum usable sensitivity, amplitude characteristic, co-channel rejection, adjacent-channel selectivity, spurious response rejection, intermodulation response rejection, blocking or desensitisation, spurious radiations, and duplex-operation receiver limits. These are the core radio-performance checks that approval engineers use.

What terms does SIST ETS 300 086:1998/A2:1998 define?

  • Radio Equipment and Systems (RES) - The ETSI technical area covering radio equipment and related system characteristics.
  • ETSI - The European Telecommunications Standards Institute, which prepared the amendment.
  • EMC Directive - Council Directive 89/336/EEC, the European directive linked here to harmonized-standard use.
  • RF connector - A radio-frequency connector used to connect the equipment to test or antenna arrangements.
  • Angle modulation - The modulation method referred to in the foreword and ERC Decision for the land mobile service equipment covered here.
  • e.r.p. - Effective radiated power, a national-licensing and approval parameter mentioned in the ERC Decision.
  • Type approval - The regulatory process used by administrations to accept equipment for national use.

Who uses SIST ETS 300 086:1998/A2:1998?

SIST ETS 300 086:1998/A2:1998 is used by radio equipment manufacturers, test laboratories, approval bodies, and national administrations. It is also relevant to operators and buyers of land mobile equipment who need to know which technical characteristics and approval conditions apply.

In practice, manufacturers use it to design and test analogue-speech mobile radios, laboratories use it for measurement methods and test conditions, and administrations use it for national type approval and licensing decisions. It is especially relevant where frequency planning, channel spacing, and EMC-related checks are part of the approval process.

What changed in SIST ETS 300 086:1998/A2:1998 from the previous edition?

SIST ETS 300 086:1998/A2:1998 modifies ETS 300 086 (1991). The amendment states these changes:

  • The foreword is rewritten to identify ETSI as the preparing body and to link the document with ETS 300 279 for harmonized-standard use.
  • The foreword adds the statement that angle modulation is used, while administrations may choose the modulation type and set licence conditions such as channel separations, maximum transmitter output power or e.r.p., transmitter intermodulation attenuation, and automatic transmitter shut-off.
  • A sentence is added identifying annex D as the place where EMC-Directive-relevant technical specifications are listed.
  • Annex E is added to reproduce the ERC Decision on national type approval regulations.
  • Subclause 5.4.1 is replaced with the extreme-temperature test requirements.
  • Figure 2 in subclause 7.7.2 is replaced with a revised measurement arrangement.

Which standards are used with SIST ETS 300 086:1998/A2:1998?

SIST ETS 300 086:1998/A2:1998 is paired in the foreword with ETS 300 279. The two documents are described together as intended to become a harmonized standard referencing the EMC Directive.

What does the SIST ETS 300 086:1998/A2:1998 document contain?

The document contains technical parameter tables for transmitter, receiver, and duplex-operation performance, plus a revised extreme-temperature test clause and a defined measurement arrangement for interference-related testing. It also contains annex D, which maps selected clauses to EMC-Directive requirements, and annex E, which reproduces the ERC Decision on national type approval regulations.

Annex E includes an annexed parameter list for national type approval and a table of national adoption options for channel spacing and temperature range. These parts are used for approval decisions, compliance testing, and documenting how national administrations apply the ETS.

EXPLANATORY MEMORANDUM
1. INTRODUCTION
The free movement of radiocommunications goods and the provision of Europe-wide services for
radiocommunications are only achievable if there exist common regulations throughout Europe regarding
availability of frequency bands, type approval requirements and border crossing procedures. A basic requirement to
fulfil these objectives is the Europe-wide implementation of national regulations based on the European
Telecommunications Standards (ETSs) developed by the European Telecommunications Standards Institute (ETSI).
This Decision (ERC/DEC/(95)02) provides the necessary mechanism for CEPT administrations to commit
themselves to implement, within their national regimes, European Telecommunications Standard 300 086 and
withdraw any conflicting national standard.

2. BACKGROUND
Both the ERC and ETSI are involved in the development of common regulations, as described in (1) above. The
Memorandum of Understanding between ERC and ETSI explains the respective responsibilities of the two
organisations and its annex describes the principles of cooperation. The ERC, for its part, should, inter alia, adopt
