Foreword
ISO (the International Organization for Standardization) and IEC (the International Electrotechnical
Commission) form the specialized system for worldwide standardization. National bodies that are members of
ISO or IEC participate in the development of International Standards through technical committees
established by the respective organization to deal with particular fields of technical activity. ISO and IEC
technical committees collaborate in fields of mutual interest. Other international organizations, governmental
and non-governmental, in liaison with ISO and IEC, also take part in the work.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
Draft Guides adopted by the responsible Committee or Group are circulated to the member bodies for voting.
Publication as a Guide requires approval by at least 75 % of the member bodies casting a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. ISO and IEC shall not be held responsible for identifying any or all such patent rights.
ISO/IEC Guide 21-2 was prepared by an ISO/IEC ad hoc Technical Advisory Group of the ISO Technical
Management Board and the IEC Standards Management Board.
This first edition of ISO/IEC Guide 21-2, together with the first edition of ISO/IEC Guide 21-1, cancels and
replaces ISO/IEC Guide:1999.

0 Introduction
0.1 This part of ISO/IEC Guide 21 provides the methods for adoption of International Deliverables other
than International Standards as regional or national deliverables. Such deliverables, which are published by
ISO and/or IEC, include Technical Specifications, Publicly Available Specifications and informative documents
such as Technical Reports, Guides, documents resulting from workshops and other deliverables.
0.2 The identification of the degree of correspondence and the adoption methods described in
ISO/IEC Guide 21-1 apply to International Standards as well as to other deliverables published by ISO and
IEC. However, International Standards are only to be adopted as regional or national standards, that is as
deliverables of the same type. International Deliverables other than International Standards should preferably
be adopted as regional or national deliverables of the same or a similar type. However, it is also possible to
adopt these deliverables as deliverables of another type (e.g. an ISO or IEC Technical Specification may be
adopted as a national Technical Specification, but it could also be adopted as a national standard or another
deliverable).
0.3 Some of the International Deliverables covered in this part of ISO/IEC Guide 21 may be withdrawn
and/or replaced after a certain period of time according to specific rules defined by ISO and/or IEC. Standards
bodies having adopted these deliverables regionally or nationally should be aware of these rules and should
decide either generally or on a case-by-case basis whether they wish to take similar actions if the International
Deliverable is withdrawn or replaced.
0.4 Attention is drawn to the Introduction of ISO/IEC Guide 21-1:2005, particularly in relation to the
importance of International Standards within the framework of the WTO TBT Agreement. International
Deliverables other than International Standards may perform similar functions in reducing technical barriers to
trade and thereby facilitating trade.
0.5 Attention is drawn to the Introduction of ISO/IEC Guide 21-1:2005, and in particular 0.3. The principle
that deviations are kept to a minimum is equally applicable to the adoption of deliverables other than
standards.
0.6 Attention is drawn to the requirements for copyright, copyright exploitation rights and sales of ISO and
IEC publications stated in relevant ISO and IEC rules and policy documents.

b) numbering of regional or national deliverables that are adoptions of International Deliverables other than
International Standards (Clause 7).

For the purposes of this document, the terms and definitions given in ISO/IEC Guide 2 and the following apply.

Technical Specification

document published by ISO or IEC for which there is the future possibility of agreement on an International
Standard, but for which at present
 the required support for approval as an International Standard cannot be obtained,
 there is doubt on whether consensus has been achieved,
 the subject matter is still under technical development, or
 there is another reason precluding immediate publication as an International Standard.

technology sectors are the main potential users of ITAs, but the whole domain of electrical and electronic engineering
(including ICT) may be covered.

L'ISO (Organisation internationale de normalisation) et la CEI (Commission électrotechnique internationale}
forment ensemble le système consacré à la normalisation internationale. Les organismes nationaux membres
de l'lSO ou de la CEI participent au développement de Normes internationales par l'intermédiaire des comités
techniques créés par l'organisation concernée afin de s'occuper des différents domaines particuliers de
l'activité technique. Les comités techniques de I'ISO et de la CEI collaborent dans des domaines d'intérêt
commun. D'autres organisations internationales, gouvernementales ou non gouvernementales, en liaison
avec l'ISO et la CEI participent également aux travaux.
Les Normes internationales sont rédigées conformément aux règles données dans les Directives ISO/CEI,
Partie 2.
Les projets de Guides adoptés par le comité ou le groupe responsable sont soumis aux comités membres

0 Introduction
0.1 La présente partie du Guide ISO/CEI 21 fournit les méthodes permettant l'adoption de documents
internationaux autres que des Normes internationales en tant que documents régionaux ou nationaux. Ces
documents qui sont publiés par l'ISO et/ou la CEI comprennent les Spécifications techniques, les
Spécifications publiquement disponibles, des documents informatifs tels que les Rapports techniques, les
Guides, des documents provenant des ateliers et d'autres documents encore.
0.2 L'identification du degré de correspondance et les méthodes d'adoption décrites dans le
Guide ISO/CEI 21-1 s'appliquent aux Normes internationales ainsi qu'aux autres documents publiés par l'ISO
et/ou la CEI. Les Normes internationales doivent cependant être adoptées uniquement en tant que normes
régionales ou nationales, c'est-à-dire en tant que documents du même type. Il est préférable que les
documents internationaux autres que les Normes internationales soient adoptés en tant que documents
régionaux ou nationaux du même type ou d'un type similaire. Toutefois, il est également possible d’adopter de
tels documents en tant que documents d'un autre type (par exemple, une Spécification technique de l'ISO ou
de la CEI peut ainsi être adoptée en tant que Spécification technique nationale mais elle pourrait également
être adoptée en tant que norme nationale ou comme un autre document).
0.3 Certains des documents internationaux traités dans la présente partie du Guide ISO/CEI 21 sont retirés
et/ou remplacés après un certain temps selon des règles spécifiques définies par l'ISO et/ou la CEI. Il
convient que les organismes de normalisation ayant adopté ces documents sur un plan régional ou national
aient conscience de ces règles et décident, soit d'une manière générale, soit au cas par cas, s'ils veulent dans
ce cas faire de même pour les documents correspondants.
0.4 L'attention est attirée sur l’Introduction du Guide ISO/CEI 21-1:2005 et en particulier sur l’importance
des Normes internationales dans le cadre de l'Accord sur les obstacles techniques au commerce de
l'Organisation mondiale du commerce (Accord OTC de l'OMC). Les documents internationaux autres que les
Normes internationales peuvent avoir des fonctions similaires dans la réduction des obstacles techniques au
commerce, favorisant ainsi le commerce.
0.5 L'attention est attirée sur l’Introduction du Guide ISO/CEI 21-1:2005 et en particulier sur le point 0.3. Le
principe selon lequel il convient de réduire au minimum les écarts s’applique également aux documents autres
que des normes.
0.6 L'attention est attirée sur les exigences relatives au droit d'auteur, aux droits d'exploitation du droit

Accord technique industriel
ITA
document normatif ou informatif qui spécifie les paramètres d'un nouveau produit ou d'un nouveau service
NOTE 1 Les ITA n'existent qu'à la CEI.
NOTE 2 Les ITA sont élaborés en dehors des structures de la CEI et aident à la production et/ou au lancement sur le
marché de produits industriels. Ils sont similaires aux normes ou spécifications de facto. Les secteurs technologiques en
rapide évolution sont les principaux utilisateurs des ITA mais ceux-ci peuvent couvrir la totalité du domaine de
l'électrotechnique et de l'électronique, y compris les TIC.

Accord international d'atelier
IWA
document préparé dans le cadre d'un atelier pour répondre aux exigences urgentes du marché
NOTE 1 Les IWA n'existent qu'à l'ISO.
NOTE 2 Les propositions de création d'un atelier peuvent provenir de n'importe quelle source et sont soumises à
l'approbation du TMB de l'ISO qui charge également un comité membre de l'ISO d'assister l'initiateur de la proposition
dans l'organisation de l'atelier. Les accords internationaux d'atelier sont approuvés par consensus entre les participants
des ateliers en question.
NOTE 3 Les IWA sont élaborés en dehors des structures techniques de l'ISO.
