Overview
EN 1866-3:2013 - Mobile fire extinguishers, Part 3 - sets the design, assembly, testing and manufacturing inspection rules specific to wheeled CO2 fire extinguishers that must meet the general performance requirements of EN 1866-1. The standard focuses on the assembly, construction and pressure resistance of CO2 extinguishers (cylinders, valves, hoses and fittings), including required markings and traceability. It complements EN 1866-1 and EN 1866-2 and aligns with relevant pressure-equipment regulations (e.g., TPED / PI-marking).
Key topics and requirements
- Scope and assembly definition: Covers mobile (wheeled) CO2 extinguisher assemblies - cylinder subassemblies (cylinder + valve), hose assemblies and discharge valves.
- Materials: Non‑metallic materials are not permitted for bodies, valve bodies, operating valve bodies or hose couplings; materials in contact with CO2 must be compatible.
- Cylinder and cylinder valve:
- Must comply with transportable pressure equipment requirements (TPED) and bear PI-marking.
- Cylinder and valve threads must match and be marked with a thread code (Annex B - e.g., M25 / 25E).
- Cylinder valves require an integrated bursting disc that meets EN ISO 4126-2.
- Filling ratio and pressures:
- Filling ratios commonly used include 0.667, 0.675 and 0.750; the standard links filling ratio to PTmax (pressure at maximum operating temperature) - see Annex D for guidance.
- The extinguisher’s maximum allowable pressure (PS) must be ≥ PTmax and must not be less than any component’s PS.
- Hose and fittings:
- Hose assemblies must operate across declared Tmin/Tmax and be protected from coupling damage.
- Burst testing (Annex C): prototype hoses must meet defined multiples of PS and PTmax at specified temperatures.
- Manufacturing, inspection and marking:
- Requires documented manufacturing processes, material traceability and batch control.
- Mandatory markings for cylinder, valve and complete assembly (manufacturer ID, serial/batch number, year, tare, maximum filling mass, contained gas, Tmin/Tmax, PS).
- Hydrostatic testing requirements for hose assemblies and records retention for certificates.
Applications and users
- Intended for manufacturers and assemblers of wheeled CO2 fire extinguishers to ensure safe construction, pressure integrity and regulatory compliance.
- Useful to quality managers, testing laboratories, procurement teams, certification bodies and compliance officers verifying PI-marking, thread compatibility, bursting disc installation, and factory testing.
- Relevant for facilities specifying CO2 extinguisher equipment in industrial, maritime and large‑area fire protection installations.
