Introduction
This document has been prepared by WG 46 “Task Force Emissions” of the Technical Committee
CEN/TC 264 “Air quality”, the secretariat of which is held by DIN.
This document is intended to assist working groups of CEN/TC 264 when drafting new or revising
existing documents on measurement methods for the determination of stationary source emissions. A
document describing a standardized measurement method can be a
— European standard (EN);
— European Technical Specification (CEN/TS);
— European Technical Report (CEN/TR).
This document is designed to ensure that these documents are
— consistent regarding structure, definitions and general aspects;
— in accordance and properly linked with other relevant documents such as EN 15259;
— appropriate technical references giving no rise to significant misunderstandings and/or significant
differences of interpretation by testing laboratories and/or technical auditors.
It is considered that such significant differences, misunderstandings and/or inconsistencies would, on
the one hand, impair the quality and comparability of data produced according to European emission
measurement methods and, on the other hand, result in unfair competition among European laboratories
in the field of emission measurements.
This document is applicable to manual and automated measurement methods.
This document is supplemented by an electronic template providing a uniform structure and common
elements and texts. The uniform structure is based on the requirements and recommendations specified
in the CEN-CENELEC Internal Regulations Part 3.
This document can be applicable to other air quality fields.

1 Scope
This document supports the elaboration of standardized measurement methods for the determination of
stationary source emissions by manual or automated measurement methods.
This document describes the basic elements of standardized measurement methods for the
determination of stationary source emissions.
This document is supplemented by an electronic template providing a uniform structure and common
elements and texts.

5 Overview
This document applies to the elaboration of new or the revision of existing documents on emission
measurement methods. It provides a uniform structure and common elements for such documents. The
uniform structure is based on the requirements and recommendations specified in the CEN-CENELEC
Internal Regulations Part 3. The use of a uniform structure and common elements is intended to ensure
uniform application of emission measurement methods. Elements can be added, modified or removed as
needed for the specific emission measurement method.

This document is supplemented by an electronic template implementing the uniform structure and
common elements. This electronic template contains general text modules for emission measurement
methods for uniform use wherever possible. The electronic template can be used as a basis for writing
new or revising existing documents specifying emission measurement methods. Elements and text can
be amended, modified or removed as needed for the specific measurement method.
This document provides in Clause 6 guidance on the elaboration of standardized emission measurement
methods by giving general information on document types and information specific to each clause or
annex of documents specifying a measurement method. When a detailed information applies to several
clauses or annexes, it is repeated in each clause or annex for sake of clarity.
It is necessary that each document for the determination of stationary source emissions clearly specifies
all requirements specific for the standardized measurement method. The requirements are presented
performance based and not in relation to specific instruments. For general requirements (e.g.
measurement planning, sampling strategy or general reporting), normative or informative reference to
EN 15259 is given.
Since sampling on site and analysis in the laboratory are two very different activities which are internally
or externally performed by distinct teams, it is vital in view of accreditation or of any auditing process
that the requirements that are to be fulfilled by both teams are easily identified. This therefore allows to
clearly identify the tasks to be audited and concerning each team, especially the team responsible for the
whole measurement including signing the measurement report.
According to the neutrality principle specified in the CEN-CENELEC Internal Regulations Part 3,
documents must not include requirements related to conformity assessment other than requirements
which are necessary to provide repeatable and reproducible conformity assessment results. This also
applies to requirements related to the demonstration of competence of parties involved. Therefore, the
document must not include requirements that for instance the testing laboratory performing the
measurement is accredited according to EN ISO/IEC 17025 or that the measuring systems used is

certified. However, the document can require that the testing laboratory has to demonstrate its
competence in accordance with applicable documents, e.g. EN ISO/IEC 17025. In the same way the
document can require that suitable measuring systems have to be applied and that the suitability can be
demonstrated e.g. by an independent performance test and certification of the measuring system
according to EN 15267-4 in combination with the requirements specified in the document describing the
measurement method.
6 Guidance on the elaboration of documents
6.1 Type of document
The CEN Technical Committees can establish the following deliverables, differing in the levels of
transparency, consensus and approval required before issue:
a) European Standard (EN), leading to full implementation, as national standard, Europe-wide, which
can also serve the European regulatory purposes of the New Approach;
b) Technical Specification (CEN/TS), that serves as normative document in areas where the actual state
of the art is not yet sufficiently stable for a European Standard;
c) Technical Report (CEN/TR), for information and transfer of knowledge.
When a new document is elaborated or an existing document is revised, the type of document
(deliverable) is decided. CEN/TC 264 has agreed in 2019 by Decision 1172 that only validated
measurement methods are published as EN. Technical working groups elaborating a new document or
revising an existing document must take into consideration this decision:

— having considered that the EC requests from TC 264 validated measurement methods which are
described in European Standards (ENs) to support the implementation of EU Air Quality Directives;
— having considered the CEN GUIDE 13 “Validation of environmental test methods”
decides
— that a measurement method, which is established and standardized in TC 264, is published in an EN
when the method is fully validated (e.g. by EC funding), which means that robustness testing and
interlaboratory testing (repeatability and reproducibility) as well as evaluation of the uncertainty
are acceptably performed.
— that in cases where results of a full validation (see above) are not available, but a set of validation
data is available and expert assessment justifies the validity of these data, the measurement method
is described in an EN if agreed in a separate TC 264 decision.
— that in all other cases a measurement method is described in a CEN/TS or a CEN/TR, which can be
transferred later into an EN when sufficient validation data are available.
It is advantageous to always start the elaboration of the document with the intention to publish an EN. If
publication as an EN is not possible due to a missing validation or missing consensus, a CEN/TS or
CEN/TR can be published.

6.2 Title
The title is a clear and concise description of the subject matter covered by the document. It is typically
composed of an introductory element, a main element and a complementary element. For emission
measurement methods, the introductory element always reads “Stationary source emissions”. The main
element specifies at least the measured component. The complementary element can specify for instance
the specific measurement method. Any necessary additional details are given in the scope.
The title does not include any statement on the qualification of the measurement method such as
“reference method”, “standard reference method” or “alternative method”.
6.3 Foreword
If the document is a revision, a revision statement including any amendments and technical corrigenda
and a list of changes with respect to previous edition is presented in the foreword.
6.4 Introduction
The introduction provides specific information or commentary about the technical content of the
document and does not contain requirements. It is limited to a text presenting an overview that facilitates
the first contact of a reader not acquainted with the measurement method. Such text can be kept
reasonably short to complement eventually the scope in view of informative information.
The type of document is indicated together with an appropriate description such as
— “This document is published in line with the internal rules of CEN/TC 264 as an EN, because the
measurement method specified in this document has been fully validated.”
— “This document is published in line with the internal rules of CEN/TC 264 as a CEN/TS, because the
measurement method specified in this document has not been fully validated.”
6.5 Scope
The scope clearly defines the subject of the document and the aspects covered, thereby indicating the
limits of applicability of the document.
The scope specifies, if relevant:
— measured component;
— measurand;
— principle of the measurement method;
— type of the measurement method (manual or automated);
— field of application (e.g. industrial processes, cross-sensitivity);
— measurement range;
— validation range;
— exclusions.

The scope does not specify requirements of the measurement method but expresses clearly when the
document can be used as well as its limitations, e.g. nature of the measurand, measurement range and
influence quantities. This can require a statement related to requirements specified in the other clauses
of the document.
A statement on safety clarifies the extent to which particular aspects are specified in the document, noting
that general prevailing regulations apply that are not specified in the document.
The scope includes a clear statement on the qualification of the measurement method such as “reference
method”, “standard reference method” or “alternative method”.
A standard reference method is a reference method prescribed by European or national legislation. If an

Introduction
This document has been prepared by WG 46 “Task Force Emissions” of the Technical Committee
CEN/TC 264 “Air quality”, the secretariat of which is held by DIN.
This document is intended to assist working groups of CEN/TC 264 when drafting new or revising
existing documents on measurement methods for the determination of stationary source emissions. A
document describing a standardized measurement method can be a
— European standard (EN);
— European Technical Specification (CEN/TS);
— European Technical Report (CEN/TR).
This document is designed to ensure that these documents are
— consistent regarding structure, definitions and general aspects;
— in accordance and properly linked with other relevant documents such as EN 15259;
— appropriate technical references giving no rise to significant misunderstandings and/or significant
differences of interpretation by testing laboratories and/or technical auditors.
It is considered that such significant differences, misunderstandings and/or inconsistencies would, on
the one hand, impair the quality and comparability of data produced according to European emission
measurement methods and, on the other hand, result in unfair competition among European laboratories
in the field of emission measurements.
This document is applicable to manual and automated measurement methods.
This document is supplemented by an electronic template providing a uniform structure and common
elements and texts. The uniform structure is based on the requirements and recommendations specified
in the CEN-CENELEC Internal Regulations Part 3.
This document can be applicable to other air quality fields.

1 Scope
This document supports the elaboration of standardized measurement methods for the determination of
stationary source emissions by manual or automated measurement methods.
This document describes the basic elements of standardized measurement methods for the
determination of stationary source emissions.
This document is supplemented by an electronic template providing a uniform structure and common
elements and texts.
NOTE Detailed information on the electronic template is given in Annex A.
This document is addressed to working groups of CEN/TC 264 dealing with stationary source emissions.
It aims at facilitating in the working groups the elaboration and the harmonization of documents
produced by CEN/TC 264. Such documents can be European standards (EN), European Technical
Specifications (CEN/TS) or European Technical Reports (CEN/TR).

5 Overview
This document applies to the elaboration of new or the revision of existing documents on emission
measurement methods. It provides a uniform structure and common elements for such documents. The
uniform structure is based on the requirements and recommendations specified in the CEN-CENELEC
Internal Regulations Part 3. The use of a uniform structure and common elements is intended to ensure
uniform application of emission measurement methods. Elements can be added, modified or removed as
needed for the specific emission measurement method.

This document is supplemented by an electronic template implementing the uniform structure and
common elements. This electronic template contains general text modules for emission measurement
methods for uniform use wherever possible. The electronic template can be used as a basis for writing
new or revising existing documents specifying emission measurement methods. Elements and text can
be amended, modified or removed as needed for the specific measurement method.
This document provides in Clause 6 guidance on the elaboration of standardized emission measurement
methods by giving general information on document types and information specific to each clause or
annex of documents specifying a measurement method. When a detailed information applies to several
clauses or annexes, it is repeated in each clause or annex for sake of clarity.
It is necessary that each document for the determination of stationary source emissions clearly specifies
all requirements specific for the standardized measurement method. The requirements are presented
performance based and not in relation to specific instruments. For general requirements (e.g.
measurement planning, sampling strategy or general reporting), normative or informative reference to
EN 15259 is given.
Since sampling on site and analysis in the laboratory are two very different activities which are internally
or externally performed by distinct teams, it is vital in view of accreditation or of any auditing process
that the requirements that are to be fulfilled by both teams are easily identified. This therefore allows to
clearly identify the tasks to be audited and concerning each team, especially the team responsible for the
whole measurement including signing the measurement report.
According to the neutrality principle specified in the CEN-CENELEC Internal Regulations Part 3,
documents must not include requirements related to conformity assessment other than requirements
which are necessary to provide repeatable and reproducible conformity assessment results. This also
applies to requirements related to the demonstration of competence of parties involved. Therefore, the
document must not include requirements that for instance the testing laboratory performing the
measurement is accredited according to EN ISO/IEC 17025 or that the measuring systems used is

certified. However, the document can require that the testing laboratory has to demonstrate its
competence in accordance with applicable documents, e.g. EN ISO/IEC 17025. In the same way the
document can require that suitable measuring systems have to be applied and that the suitability can be
demonstrated e.g. by an independent performance test and certification of the measuring system
according to EN 15267-4 in combination with the requirements specified in the document describing the
measurement method.
6 Guidance on the elaboration of documents
6.1 Type of document
The CEN Technical Committees can establish the following deliverables, differing in the levels of
transparency, consensus and approval required before issue:
a) European Standard (EN), leading to full implementation, as national standard, Europe-wide, which
can also serve the European regulatory purposes of the New Approach;
b) Technical Specification (CEN/TS), that serves as normative document in areas where the actual state
of the art is not yet sufficiently stable for a European Standard;
c) Technical Report (CEN/TR), for information and transfer of knowledge.
When a new document is elaborated or an existing document is revised, the type of document
(deliverable) is decided. CEN/TC 264 has agreed in 2019 by Decision 1172 that only validated
measurement methods are published as EN. Technical working groups elaborating a new document or
revising an existing document must take into consideration this decision:

— having considered that the EC requests from TC 264 validated measurement methods which are
described in European Standards (ENs) to support the implementation of EU Air Quality Directives;
— having considered the CEN GUIDE 13 “Validation of environmental test methods”
decides
— that a measurement method, which is established and standardized in TC 264, is published in an EN
when the method is fully validated (e.g. by EC funding), which means that robustness testing and
interlaboratory testing (repeatability and reproducibility) as well as evaluation of the uncertainty
are acceptably performed.
— that in cases where results of a full validation (see above) are not available, but a set of validation
data is available and expert assessment justifies the validity of these data, the measurement method
is described in an EN if agreed in a separate TC 264 decision.
— that in all other cases a measurement method is described in a CEN/TS or a CEN/TR, which can be
transferred later into an EN when sufficient validation data are available.
It is advantageous to always start the elaboration of the document with the intention to publish an EN. If
publication as an EN is not possible due to a missing validation or missing consensus, a CEN/TS or
CEN/TR can be published.

6.2 Title
The title is a clear and concise description of the subject matter covered by the document. It is typically
composed of an introductory element, a main element and a complementary element. For emission
measurement methods, the introductory element always reads “Stationary source emissions”. The main
element specifies at least the measured component. The complementary element can specify for instance
the specific measurement method. Any necessary additional details are given in the scope.
The title does not include any statement on the qualification of the measurement method such as
“reference method”, “standard reference method” or “alternative method”.
6.3 Foreword
If the document is a revision, a revision statement including any amendments and technical corrigenda
and a list of changes with respect to previous edition is presented in the foreword.
6.4 Introduction
The introduction provides specific information or commentary about the technical content of the
document and does not contain requirements. It is limited to a text presenting an overview that facilitates
the first contact of a reader not acquainted with the measurement method. Such text can be kept
reasonably short to complement eventually the scope in view of informative information.
The type of document is indicated together with an appropriate description such as
— “This document is published in line with the internal rules of CEN/TC 264 as an EN, because the
measurement method specified in this document has been fully validated.”
— “This document is published in line with the internal rules of CEN/TC 264 as a CEN/TS, because the
measurement method specified in this document has not been fully validated.”
6.5 Scope
The scope clearly defines the subject of the document and the aspects covered, thereby indicating the
limits of applicability of the document.
The scope specifies, if relevant:
— measured component;
— measurand;
— principle of the measurement method;
— type of the measurement method (manual or automated);
— field of application (e.g. industrial processes, cross-sensitivity);
— measurement range;
— validation range;
— exclusions.

The scope does not specify requirements of the measurement method but expresses clearly when the
document can be used as well as its limitations, e.g. nature of the measurand, measurement range and
influence quantities. This can require a statement related to requirements specified in the other clauses
of the document.
A statement on safety clarifies the extent to which particular aspects are specified in the document, noting
that general prevailing regulations apply that are not specified in the document.
The scope includes a clear statement on the qualification of the measurement method such as “reference
method”, “standard reference method” or “alternative method”.
