oSIST prEN IEC 63560:2026 is the Slovenian standard identical to prEN IEC 63560:2026 for the safety of germicidal excimer sources. It specifies safety requirements for excimer sources operated by electronic controlgear on direct current (DC) supplies up to 1 500 V or alternating current (AC) supplies up to 1 000 V at 50 Hz or 60 Hz. The document is aimed at manufacturers, luminaire designers, test laboratories, and conformity assessors working with germicidal UV equipment.

What does oSIST prEN IEC 63560:2026 specify?

oSIST prEN IEC 63560:2026 specifies the safety requirements for excimer sources used for germicidal purposes and how compliance is checked. It is organized into clauses on scope, normative references, terms and definitions, general requirements, marking, electric safety, thermal safety, and resistance to UV radiation and ozone exposure, with two informative annexes.

The main structure is:

AnnexWhat it covers
Annex ADrawings of excimer sources, including single-discharge and multiple-discharge designs
Annex BInformation for luminaire design, including temperature, openings, UV, and water contact

The document also states that the creepage and clearance requirements do not apply to the inside of excimer sources. In practice, this means the external safety construction is the focus, while internal layout is treated differently.

What are the key requirements of oSIST prEN IEC 63560:2026?

oSIST prEN IEC 63560:2026 combines marking, electrical, thermal, and photobiological safety requirements. The key point is that the source must be safe in intended use, and the manufacturer must declare the limits and accessories that the source depends on.

General requirements and compliance testing

Clause 4 requires excimer sources to be designed and constructed so that intended use presents no danger to the user or surroundings. Compliance is checked with the tests in the document using the designated controlgear named by the manufacturer or responsible vendor. That means the source is assessed as a system, not as a loose component.

Marking and instructions

Clause 5 requires durable marking on the excimer source and additional information on the packing or in the technical literature. The required information includes the origin mark, model or type reference, UV hazard warning symbol, risk group of the actinic UV hazard, ozone generation rate, maximum temperature and measuring point, designated controlgear, installation and use instructions, and rated power. In practice, this gives installers and service personnel the information they need to handle the source safely.

Clause 5 also requires warnings about opening the source only after switching it off, and about using ultraviolet (UV) radiation personal protective equipment (PPE) for eye and skin protection. It also points to warning labeling according to IEC 63535. This matters because safe servicing depends on clear labels and usable instructions.

Electric safety

Clause 6 covers insulation resistance, electric strength, creepage distance and clearance, reduced values for functional insulation, and accessible parts. The insulation resistance must be at least 2 MΩ after a humidity preconditioning sequence, and the electric strength test uses a voltage based on 2U + 1 000 V, where U is the working voltage. That means the source must remain electrically sound after moisture stress and high-voltage testing.

Clause 6 also gives minimum creepage and clearance values in tables based on RMS working voltage and material group, using proof tracking index (PTI) for creepage. Functional insulation can be justified in three ways, including passing electric strength tests or meeting the basic-insulation requirements of IEC 60664-1 or IEC 62368-1. For the reader, this is the part that drives insulation layout and PCB or mechanical spacing decisions.

Clause 6.5 requires hazardous live parts to be inaccessible under intended operation, with protection verified by inspection and a test finger probe. Parts protecting against accidental contact must not be removable without a tool. That means enclosure and access design are part of compliance.

Thermal safety

Clause 7 requires insulation materials to resist heat and flame. After 168 h at the maximum declared temperature, the source must still pass the electrical tests and show no harmful deformation, cracking, swelling, or shrinkage. The flame test uses a 650 °C glow-wire and requires self-extinguishing behavior. This matters for materials selection and long-term reliability.

UV radiation and ozone exposure

Clause 8 requires the measured actinic UV hazard at 200 mm to remain within the declared risk group limit, and the ozone generation rate must not exceed the declared value. Materials exposed to direct or reflected UV-C radiation, and materials in sources not declared ozone free, must withstand exposure and retain at least 70% of tensile and flexural strength after testing. That is the core durability check for housings, insulators, and exposed materials.

What terms does oSIST prEN IEC 63560:2026 define?

  • Excimer source - A radiation source based on dielectric barrier discharge through a noble gas containing excited dimeric molecules.
  • Risk group of actinic UV hazard - The UV hazard classification used to state how much skin and eye hazard the source presents.
  • Ozone generation rate - The declared amount of ozone produced by the source, measured against IEC 63561.
  • Proof tracking index (PTI) - A material property used to set creepage distances in the insulation tables.
  • Personal protective equipment (PPE) - Eye and skin protection called for during use, maintenance, and servicing.
  • Functional insulation - Insulation that may be justified by electric strength testing or by the basic-insulation rules named in the document.

Who uses oSIST prEN IEC 63560:2026?

oSIST prEN IEC 63560:2026 is used by excimer source manufacturers, luminaire designers, electrical safety engineers, and test laboratories. It is also relevant to quality managers, conformity assessors, and buyers who need to specify or verify safety for germicidal UV equipment. In practice, they use it for product design, label content, dielectric and thermal testing, and review of UV and ozone hazards.

What changed in oSIST prEN IEC 63560:2026 from the previous edition?

The document supersedes 34/1423/CD and 34/1445/CC. A note from the TC/SC officers says the title was changed from “Excimer sources for germicidal purpose - Safety specifications” to “Germicidal equipment - Excimer sources - Safety”.

Which standards are used with oSIST prEN IEC 63560:2026?

  • IEC 60243 (all parts) - Electric strength test methods for insulating materials.
  • IEC 60695-2-10 - Glow-wire apparatus and common test procedure for the flame test.
  • IEC 61032:1997 - Test probes, including the finger probe used for accessibility checks.
  • IEC 62471 - Photobiological safety and the actinic UV hazard risk group.
  • IEC 62368-1:2023 - An alternative electric strength route for basic insulation.
  • IEC 63561 - Measurement of ozone production from UV-C radiation sources and luminaires.
  • ISO 1431-1:2024 - Ozone cracking resistance testing for rubber materials.
  • ISO 178 and ISO 527 (all parts) - Flexural and tensile property testing before and after exposure.
  • The text also refers to IEC 63535 for warning labels and luminaire radiation safety, and to IEC 60664-4 in notes on creepage and clearance.

What does the oSIST prEN IEC 63560:2026 document contain?

oSIST prEN IEC 63560:2026 contains the marking requirements, insulation and withstand tests, spacing tables for creepage and clearance, and the thermal and UV/ozone exposure procedures. It includes Figure 1 for the UV hazard symbol and Figures A.1 and A.2 showing example excimer source constructions. Annex B adds practical guidance for luminaire design, including temperature control, access openings, UV control, and protection from water contact.
