Cranes - Mobile cranes

EN 13000:2010+A1 is applicable to the design, construction, installation of safety devices, information for use, maintenance and testing of mobile cranes as defined in ISO 4306-2. Examples of mobile crane types are given in Annex A.
This European Standard does not apply to:
• loader cranes (see EN 12999)
• off-shore cranes (see EN 13852-1)
• floating cranes (see EN 13852-2)
• variable reach truck (see EN 1459)
• mobile self-erecting tower cranes
• earth-moving machinery used for object handling (see EN 474-series).

Krane - Fahrzeugkrane

Diese Norm ist anzuwenden für die Konstruktion und Fertigung, für den Einbau der Sicherheitseinrichtungen
und für Informationen zum Gebrauch, zur Instandhaltung und zur Prüfung von Fahrzeugkranen wie sie in
ISO 4306-2 definiert sind, mit Ausnahme von Ladekranen (siehe EN 12999:2002, 3.1.1). Beispiele für
Fahrzeugkrantypen und ihrer Hauptbaugruppen befinden sich in den Anhängen A und B.
Diese Norm enthält keine Angaben über Gefährdungen im Zusammenhang mit der Beförderung von
Personen.
ANMERKUNG Die Verwendung von Fahrzeugkranen für die Beförderung von Personen ist durch spezielle nationale
Vorschriften geregelt.
Fahrzeugkrane, für die diese Europäische Norm gilt, sind für eine begrenzte Zahl von Spannungsspielen und
für spezielle Eigenschaften der Bewegungen ausgelegt, z. B. für stetige Entfaltung der Antriebskräfte und
Belastungsbedingungen nach ISO 4301-2:1985 Gruppe A1.
Für Greifer-, Magnet- oder vergleichbar schweren Betrieb sind zusätzliche Maßnahmen erforderlich, die nicht
zum Anwendungsbereich dieser Norm gehören.
Die Gefährdungen, die in dieser Europäischen Norm behandelt werden, sind im Anhang C zusammengestellt.
Dieses Dokument ist nicht anwendbar für Fahrzeugkrane, die hergestellt sind, bevor diese Norm durch CEN
ratifiziert wurde.

Appareils de levage à charge suspendue - Grues mobiles

La présente Norme européenne concerne la conception, la construction, l'installation des dispositifs de sécurité, les consignes d'utilisation, la maintenance et les essais des grues mobiles telles que définies dans l'ISO 4306-2, à l'exception des grues de chargement (voir 3.1.1 de l'EN 12999:2002). Des exemples de types de grues mobiles et de leurs parties principales sont donnés dans les Annexes A et B.
La présente norme ne couvre pas les phénomènes dangereux relatifs au levage de personnes.
NOTE   L'utilisation de grues mobiles pour le levage de personnes est soumise à des réglementations nationales spécifiques.
Les grues mobiles couvertes par la présente Norme européenne sont conçues pour un nombre limité de cycles de contrainte et avec des propriétés particulières de mouvements, par exemple, la mise en marche progressive des forces motrices et les conditions de mise sous charge suivant l'ISO 4301-2:1985, groupe A1.
Pour un cycle d'utilisation tel que les bennes preneuses, les électro-porteurs ou travaux similaires, d'autres dispositions qui ne sont pas couvertes par le domaine d'application de la présente Norme européenne, sont nécessaires.
Les phénomènes dangereux couverts par la présente Norme européenne sont identifiés à l'Annexe C.
La présente Norme européenne s'applique aux grues mobiles construites après sa date de publication par le CEN.

Standard EN 13000:2010+A1 se uporablja za projektiranje, konstruiranje, nameščanje varnostnih naprav, informacije za uporabo, vzdrževanje in preskušanje mobilnih žerjavov, kot je določeno v standardu ISO 4306-2. Primeri vrst mobilnih žerjavov so navedeni v dodatku A.
Ta evropski standard se ne uporablja za:

Krane - Fahrzeugkrane This European Standard was approved by CEN on 19 December 2009 and includes Corrigendum 1 issued by CEN on 6 October 2010 and Amendment 1 approved by CEN on 9 February 2014.

Foreword This document (EN 13000:2010+A1:2014) has been prepared by Technical Committee CEN/TC Safety”, the secretariat of which is held by BSI. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by November 2014, and conflicting national standards shall be withdrawn at the latest by November 2014. Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. This standard applies to mobile cranes which are put on the market 12 months after the date of ratification by CEN of this standard or at the latest 2015-02-09. This document has been prepared by Product Working Group CEN/TC 147/WG 11 "Mobile Cranes", the secretariat of which is held by DIN. !CEN/TC 147 WG11 has reviewed EN 13000:2010 to adapt the standard to the technical progress, new requirements and changes in standards referenced; the main topics are:  The scope of this standard has been amended to cover gaps and overlaps with other European Standards.  Several wind related incidents forced the introduction of more clarification on wind loads and the development of explanations to be added in the instruction manual (4.1.2.2.2 and 6.2.2.4).  The limit value for the noise measured at the operator position has been aligned with the actual legal requirements and the former noise clause has been reorganized to improve readability (5.3, 6.1.2 and Annex G).  To cover the risk of a wrong setting of the outrigger configuration and to align the standard with other European Standards and recently introduced regulations outside of the EEA, requirements for outrigger monitoring are introduced (4.2.6.2.5)." EN 13000:2010+A1:2014 (E) 6 Introduction This European Standard is a type C standard. This European Standard has been prepared to provide one means for mobile cranes to conform with the essential health and safety requirements of the Machinery Directive. The machinery concerned and the extent to which hazards, hazardous situations and events are covered are indicated in the scope of this document. When provisions of this type C standard are different from those which are stated in type A or B standards, the provisions of this type C standard take precedence over the provisions of the other standards, for machines that have been designed and built according to the provisions of this type C standard. !CEN/TC147 WG11 had set up a dedicated working group with representatives from crane manufacturers, electronic component suppliers and Health and Safety organizations. This group did a thorough investigation in the transition from EN 954 to EN ISO 13849 and came to the conclusion that this transition is not currently feasible for mobile cranes. The required Performance Level was determined by risk assessment according to EN 1050; it was established as PLr=c; this value is not achievable with components currently available on the market and is as such beyond the state of the art for mobile cranes. This is mainly due to the amount of signals to be processed simultaneously. Therefore, in the present amendment A1, the requirements given for safety related parts of control systems will refer to EN 954." SIST EN 13000:2010+A1:2014

This standard does not cover hazards related to the lifting of persons. !NOTE 2" The use of mobile cranes for the lifting of persons is subject to specific national regulations. Mobile cranes covered by this European Standard are designed for a limited number of stress cycles and particular properties of motions, e.g. smooth application of the driving forces and loading conditions according to ISO 4301-2:1985, group A1. For a duty cycle such as grab, magnet or similar work, additional provisions are required which are outside the scope of this European Standard. The hazards covered by this European Standard are identified by Annex C.
