This International Standard applies to twist-on connecting devices for connecting two or more unprepared rigid and/or flexible copper conductors having a cross-sectional area of 0,5 mm2 up to and including 16 mm2 and complying with IEC 60228, the total cross-sectional area of the connected conductors not exceeding 35 mm2. It covers low voltage circuits up to 1 000 V a.c. and 1 500 V d.c. where electrical energy is utilized for household and similar purposes. This standard covers TOCDs primarily designed for application by hand. However, certain TOCDs, for example for large cross-sections, may require the use of a tool designed for that particular TOCD. NOTE In the UK, TOCDs must also be suitable for connecting 2 or more unprepared flexible cables, including a flexible cable having a cross sectional area of 1,25 mm2 complying with BS 6500. Wires and cables in the USA do not presently comply to IEC 60228.

Foreword
The text of the International Standard IEC 60998-2-4:2004, prepared by SC 23F, Connecting devices,
of IEC TC 23, Electrical accessories, together with common modifications prepared by the CENELEC
Reporting Secretariat SR 23F, was submitted to the formal vote and was approved by CENELEC as
EN 60998-2-4 on 2005-03-01.
This European Standard supersedes EN 60998-2-4:1993.
It introduces an additional explanation for the temperature cycling test.
The following dates were fixed:
– latest date by which the EN has to be implemented
at national level by publication of an identical
national standard or by endorsement (dop) 2006-03-01
– latest date by which the national standards conflicting with
the EN have to be withdrawn (dow) 2008-03-01
This Part 2-4 is intended to be used in conjunction with EN 60998-1:2004.
It supplements or modifies the corresponding clauses of EN 60998-1 so as to convert it into the
European Standard: Particular requirements for twist-on connecting devices.
Where a particular subclause of Part 1 is not mentioned in this Part 2-4, that subclause applies as far as
is reasonable. Where this Part 2-4 states "addition", "modification" or "replacement", the relevant text of
Part 1 is to be adapted accordingly.
In this standard
a) the following print types are used:
- requirements proper: in roman type,
- test specifications: in italic type,
- explanatory matter: in smaller roman type;
b) the following numbering system is used:

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising

This Part 2-4 is intended to be used in conjunction with IEC 60998-1. It was established on
the basis of the second edition (2002) of that standard.
It supplements or modifies the corresponding clauses in IEC 60998-1 so as to convert that
publication into the IEC standard: Particular requirements for twist-on connecting devices.

If insufficient samples are available according to Table 101, sets B and C may be combined

6 Main characteristics
This clause of Part 1 is applicable except as follows:
Addition:
6.101 The preferred additional values of rated insulation voltage are 300 V and 600 V.
7 Classification
This clause of Part 1 is not applicable, except for subclause 7.5.
Addition:
7.101 Classification according to type and combinations of conductors
– TOCD for rigid (solid or stranded) conductors;
– TOCD for flexible conductors;
– TOCD for the combination of rigid (solid or stranded) and flexible conductors.
8 Marking
This clause of Part 1 is applicable, except as follows:
8.1 Replacement:
For a TOCD, the following markings apply.
• The following shall be marked on the TOCD:
a) manufacturer's or responsible vendor's name, trade mark or identification mark;
b) type reference, catalogue number or part number;
c) range of TOCD's connecting capacity;
d) rated insulation voltage.
NOTE In the USA it is not mandatory to mark the insulation voltage on the TOCD.
Example:

A TOCD designed for the connection of a minimum of two conductors of 2,5 mm up to
2 2
and including two conductors of 6 mm shall be marked: 2,5-6 mm .
For very small devices, with a surface insufficient for complete marking, only a) and b)
need to be marked on the TOCD.
• In addition, the following shall be marked on the smallest package unit or on an instruction
or information sheet packed within the smallest package unit:
a) manufacturer's or responsible vendor's name, trade mark or identification mark;
b) type reference, catalogue number or part number;
c) allowable conductor combinations and the range of TOCD's connecting capacity as

stated in mm or AWG;

d) type(s) of conductor(s) for which the TOCD is designed;
e) maximum ambient temperature of use if greater than 40 °C (according to 7.5 of Part 1);
f) rated insulation voltage;
g) insulation strip length;
h) connection procedure including proper usage of tool, if required.
8.2 Not applicable.
8.3 Replacement of the third line:

9 Protection against electric shock
This clause of Part 1 is applicable, except as follows:
Replacement of the second paragraph:
The TOCD shall be connected to two conductors of the smallest cross-section of the range of
TOCD's connecting capacity.
10 Connection of conductors
This clause of Part 1 is applicable, except as follows:
Addition:
10.101 It shall be possible to connect the number and the cross-sections of rigid (solid or
stranded) and/or flexible conductors to a TOCD as specified by the manufacturer.
10.102 A TOCD shall allow the correct connection by insertion of a bunched set of
conductors followed by twisting of the TOCD.
Compliance with 10.101 and 10.102 is checked by inspection, after fitting the TOCD as
specified by hand or as specified by the manufacturer, to the combinations of conductors as
required in 14.101. The bunch of conductors to be connected may be formed – but not pre-
twisted – to allow insertion into the TOCD.
In case of doubt, compliance is checked by applying the torques required in 14.103. In all
cases, new conductors and samples shall be used. The test may be combined with the test of
14.101.
10.103 The disconnection of a conductor from a TOCD shall require an operation other than
a pull on the conductor.
Compliance is checked by the tests of 14.101 and 14.102.

11 Construction
This clause of Part 1 is applicable, except as follows:
Subclauses 11.2 to 11.5 inclusive are not applicable.
11.6 Addition:
Although metallic parts of a TOCD may not be intended to carry current, for the purpose of
this subclause they shall be treated as current-carrying parts.
Additional subclauses:
11.101 The shape of the aperture of a TOCD shall be such that, after connection has been
completed, the insulation of the conductors is completely covered by the insulating material of
the TOCD over a sufficient length so as to ensure adequate external insulation.
Compliance is checked by the tests of Clause 13.
11.102 It shall not be possible to detach the insulating part from the live part or the
conductor ends inadvertently even during disconnection.
Compliance is checked by manual test and the tests of Clause 14.
12 Resistance to ageing, to humid conditions, to ingress of solid foreign
objects and to harmful ingress of water
This clause of Part 1 is applicable except as follows:
12.1 Addition:
Add the following test specification after note 1:
The test is carried out on 12 samples: six samples secured to the maximum number of
conductors of the minimum cross-sectional area and another six samples secured to the
maximum number of conductors of the maximum cross-sectional area, the connection being
made in the intended manner by applying the torque according to 14.103.
The test is also carried out on another set of 12 samples without conductors connected.
12.2 Addition:
Add the following test specification after the second paragraph:
The test is carried out on the same samples as in 12.1.
This test is also carried out on 12 samples with insulating material of ceramic or thermo-
setting material.

Replace the fourth paragraph by the following:
TOCDs are kept in the humidity chamber for 48 h.
Add the following test specification after the second paragraph of the note:
After the humidity treatment, and still with the samples in the humidity chamber, the 12
samples which were not connected to conductors during the ageing test according to 12.1
and the 12 TOCDs of ceramic or of thermosetting material are secured to conductors, six
samples with the maximum number of conductors of the minimum cross-sectional area, and
six samples with the maximum number of conductors of the maximum cross-sectional area.
12.3 Not applicable.
13 Insulation resistance and electric strength
Replacement:
13.1 The insulation resistance and the electric strength of a TOCD shall be adequate.
Compliance is checked by the tests of 13.2, 13.3 and 13.4 on the samples that have been
subjected to the ageing test according to 12.1 and immediately after the humidity test
according to 12.2, with the samples still in the humidity chamber or in the room in which the
samples were brought to the prescribed temperature.
13.2 The insulation resistance test is under consideration.
13.3 Each sample shall be embedded in 1,0 mm to 1,5 mm diameter lead shot or wrapped
in metal foil that serves as an outer electrode. The TOCD shall be placed in the electrode to
the edge of the skirt, such that all of the insulating material is embedded. However, care
should be taken that the foil is not pressed into the TOCD.
An a.c. test voltage according to the following formula is applied for 1 min between the
conductors and the outer electrode:

During the test, no breakdown of the insulation of the TOCD shall occur. Glow discharges
without a drop in voltage are disregarded.
