Overview
EN 61995-2:2009 (CLC adoption of IEC 61995-2:2009) specifies the standard sheets for DCL - Devices for the Connection of Luminaires - intended for household and similar purposes. Read in conjunction with IEC/EN 61995-1, this Part 2 covers DCL rated 250 V, 6 A a.c. for electrical connection to final circuits rated up to 16 A, where the device does not provide mechanical support for the luminaire. The publication includes dimensional drawings, test gauges and examples (e.g., flush ceiling box installation).
Key topics and requirements
- Scope & applicability: DCL outlets and plugs for household and similar luminaires, 250 V / 6 A, final circuits ≤ 16 A.
- Mandatory cross-reference: All devices must comply with the relevant requirements of IEC/EN 61995-1 (general requirements).
- Standard sheets included:
- Standard Sheet 1-1: DCL outlet (2 P + E)
- Standard Sheet 1-2: DCL plug (2 P + E)
- Standard Sheet 1-3: DCL plug (2 P)
- Standard Sheet 1-4: Gauge for testing DCL plug functions (interchangeability, retention, pin alignment)
- Dimensional interchangeability: Drawings provide essential dimensions for plug/outlet interchangeability and testing.
- Retention and mechanical function: The plug manufacturer shall design retention means to ensure correct withdrawal force and snap-in function; the standard sheet 1‑4 gauge is provided for testing.
- Insertion/withdrawal force: Modified Clause 20 requires that a single movement to insert or withdraw the plug must not exceed 50 N and must not be less than 10 N.
- Information requirements: Devices require information per Part 1 (e.g., marking, instructions) as referenced in Subclause 8.3 of IEC/EN 61995-1.
- National conditions: Annex ZB notes national deviations where applicable (example: Finland requires a hook on DCL outlets).
Applications
- Product designers and manufacturers of DCL plugs and DCL outlets (luminaire connection devices) use EN 61995-2 for dimensional and functional design to ensure interchangeability and market compliance.
- Test laboratories and certification bodies use the gauge and test requirements to verify retention, pin alignment and insertion/withdrawal forces.
- Electrical installers, specifiers and procurement teams reference this standard when selecting luminaire connection systems for residential and similar installations, especially when compliance with European electrotechnical standards is required.

FOREWORD 1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with may participate in this preparatory work. International, governmental and non-governmental organizations liaising with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for Standardization (ISO) in accordance with conditions determined by agreement between the two organizations. 2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international consensus of opinion on the relevant subjects since each technical committee has representation from all interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any misinterpretati
