SIST EN 300 674 V1.1.1:2003 is the Slovenian adoption of ETSI EN 300 674 V1.1.1. It specifies radio characteristics and test methods for Dedicated Short Range Communication (DSRC) transmission equipment used in Road Transport and Traffic Telematics (RTTT) in the 5,8 GHz Industrial, Scientific and Medical (ISM) band. The document is aimed at type approval, manufacturers, test laboratories and anyone selecting or verifying Road Side Units (RSUs), On Board Units (OBUs) and transponders.

What does SIST EN 300 674 V1.1.1:2003 specify?

SIST EN 300 674 V1.1.1:2003 specifies the radio part, meaning layer 1 and the physical aspects of Medium Access Control (MAC), for DSRC equipment that sends and receives the communication protocols defined for RTTT. It focuses on efficient use of the radio spectrum and on the measurements needed to verify the limits stated in the standard.

The standard applies to 5,8 GHz Short Range Devices (SRDs) used for data transmission in the 5 725 MHz to 5 875 MHz ISM band. It covers equipment with an RF output connection or an integral antenna, and it applies to both RSUs and OBUs with transceivers and transponders.

The document is organized into clauses 1 to 10, followed by four normative annexes.

AnnexWhat it covers
Annex ARadiated measurement sites and arrangements
Annex BGeneral measurement methods for conducted and radiated tests
Annex CReceiver measurement methods using messages
Annex DSubclauses relevant to compliance with EC Directives

What are the key requirements of SIST EN 300 674 V1.1.1:2003?

SIST EN 300 674 V1.1.1:2003 combines general type-test conditions with transmitter, receiver and OBU limits. In practice, it tells a laboratory what to test, how to set up the test, and which declared characteristics from the manufacturer must be checked.

General test setup and equipment presentation

Clause 4 requires the applicant to provide suitable production models, the needed documentation, operating manuals, antennas, and the declared frequency ranges, power requirements and operating conditions. This matters because the lab must test the equipment variant that will actually be placed on the market.

Clause 4 also requires visible, legible and durable marking, including the applicant name or trade mark and the type designation. Controls that could increase interference must not be easily accessible, and any receiver data squelch must be overridable for some tests.

Test conditions and signals

Clause 5 sets normal tests and, where required, extreme tests. Normal conditions are a temperature of +15 C to +35 C and relative humidity of 20 % to 75 %. Extreme tests use the declared temperature category and declared supply conditions, so the equipment is checked in realistic environmental stress.

Clause 6 defines the test signals used in the measurements. The standard uses bit-stream signals D-M0, D-M1, D-M2 and D-M2', plus message-based signals D-M3, D-M4 and D-M4'. For a reader, this means the transmitter and receiver are tested with known patterns that simulate normal traffic and interference situations.

RSU transmitter requirements

Clause 7 covers RSU transmitter parameters. The transmitter maximum equivalent isotropically radiated power (eirp) is limited to 2 W. The frequency error is limited to ± 5 ppm, and the transmitter spectrum mask is checked against declared classes A, B or C.

Clause 7 also sets modulation depth limits of 0.5 to 0.9 and eye-pattern limits for pulse amplitude and pulse width. Spurious emissions are measured by conducted and radiated methods, so the equipment must not create unwanted emissions that disturb other services.

RSU receiver requirements

Clause 8 sets RSU receiver performance. Maximum usable sensitivity must be at least as good as the value declared by the manufacturer, and the tests can use bit streams or correctly coded messages. The receiver is also checked for error behaviour at high wanted input levels and for degradation under unwanted signals.

Clause 8 includes co-channel rejection, adjacent channel selectivity, spurious response rejection, blocking or desensitisation, intermodulation response rejection, and receiver spurious emissions. For procurement or approval work, these tests show how well the RSU keeps working near strong wanted and unwanted signals.

OBU requirements

Clause 9 sets OBU sensitivity and access protection requirements. The OBU sensitivity limit is better than -43 dBm in boresight and at ± 35 degrees under normal and extreme conditions. The OBU must not respond to incorrect D-M4' test signals or to the specified interference fields, but it must still respond correctly afterwards.

Clause 9.3 defines transponder conversion gain, and later subclauses cover OBU radiated behavior. This is important for vehicle equipment because the unit must answer only the intended roadside interrogation.

Clause 10 covers measurement uncertainty, so the test report must show the uncertainty for each measured parameter.

What terms does SIST EN 300 674 V1.1.1:2003 define?

  • assigned frequency band - the frequency band in which the device is authorized to operate.
  • Road Side Unit (RSU) - equipment intended for use in a fixed location.
  • On Board Unit (OBU) - a device normally fixed in a vehicle that responds to an interrogating signal.
  • transceiver OBU - an OBU with local Rx and Tx 5,8 GHz frequency generation.
  • transponder - an OBU without its own 5,8 GHz frequency generation.
  • successful message ratio - the proportion of transmitted messages received correctly under test conditions.
  • equivalent isotropically radiated power (eirp) - the peak transmitter power expressed as radiated power relative to an isotropic antenna.

Who uses SIST EN 300 674 V1.1.1:2003?

Manufacturers of RTTT and DSRC equipment use this standard to design RSUs, OBUs and transponders that can be type tested. Accredited test laboratories use it to set up frequency, power, sensitivity and spurious-emission measurements.

Certification and regulatory bodies use it for type approval and for checking declared operating ranges, antennas and test reports. Buyers, quality managers and system integrators use it when they need equipment for road-side communication, vehicle installations or other RTTT applications in the 5,8 GHz band.

Which standards are used with SIST EN 300 674 V1.1.1:2003?

The standard cites these references and uses them in testing or environmental classification:

  • ENV 12253 - DSRC physical layer at 5,8 GHz.
  • ERC/DEC/(92)02 - designated frequency bands for coordinated introduction of RTT systems.
  • CEPT/ERC Recommendation 70-03 - SRD use framework and limits.
  • CISPR 16-1 - measuring apparatus and methods for radio disturbance.
  • ETR 028 - measurement uncertainty for mobile radio equipment.
  • ITU-T Recommendation O.153 - basic parameters for error performance measurements.
  • IEC 721-3-4 and IEC 721-3-5 - environmental severity categories for stationary and ground-vehicle use.
  • The foreword also pairs this standard with ETS 300 683 for the EMC Directive harmonized standard framework.

What does the SIST EN 300 674 V1.1.1:2003 document contain?

The document contains detailed test setups, calibration steps and limit tables for RSU transmitters, RSU receivers and OBUs. It includes figures for conducted and radiated arrangements, receiver sensitivity setups, co-channel rejection, adjacent channel selectivity and spurious-emission measurements.

It also provides table-based limits for transmitter frequencies, temperature categories, spectrum-mask classes, eye-pattern values, receiver rejection limits and OBU interference tests. Annex A gives radiated test sites, Annex B gives measurement method guidance, Annex C gives message-based receiver methods, and Annex D identifies clauses relevant to EC Directive compliance.

ETSIEN 300 674 V1.1.1 (1999-02)8IntroductionThe present document was drafted on the assumption that type test measurements, performed in an accredited testlaboratory, will be accepted by the various national regulatory authorities in order to grant type approval, provided thenational regulatory requirements are met. This is in compliance with CEPT/ERC Recommendation 70-03 [3].The present document specifies the requirements for a dedicated 5,8 GHz short range microwave link intended for aEuropean wide data communication system for Road Transport and Traffic Telematics (RTTT) applications.RTTT systems for Europe-wide use are specified by CEN. The necessary set of radio parameters for the support ofENV 12253 [1] is included in the present document. The parameters might be subject to changes if necessary and when other RTTT systems specified by CEN require this. The RSU transmitter operates on a non-exclusive basis on frequencies depending on the declared application accordingto ERC/DEC(92)02 [2].A channel spacing of 5 MHz is used for channels 1, 2, 3 and 4, see table 1.Table 1: RTTT transmitter frequencies for 5 MHz channel spacing systemsInitial road toVehicle systemsMulti lane road junctions(options)Channel 15,800 GHz - 2,5 MHzChannel 25,800 GHz + 2,5 MHzChannel 35,810 GHz - 2,5 MHzChannel 45,810 GHz + 2,5 MHzIn order to permit the greatest freedom of design of equipment, whilst protecting other radio services from interference,a balance is required between the permitted range of frequencies on which the equipment may be used, and its frequencystability and modulation characteristics. The present document specifies the operational frequencies and systembandwidths. However, the present document does not fully describe the permitted range of optional frequencies as theseare covered by national regulations. The optional range of frequencies offered should be specified on each type approvalcertificate issued.Clauses 1 and 3 give a general description of the types of equipment covered by the present document and thedefinitions and abbreviations used. Clause 4 gives general requirement in order that type tests may be carried out andany markings on the equipment to be provided by the manufacturer.Clauses 5 and 6 specify the test conditions.Clauses 7 and 8 specify the limits of the parameters which are required to be tested for the RSU transmitters andreceivers 1. These limits have been chosen to minimize harmful interference to and from other equipment and services. These clauses also specify how the equipment is to be tested and the conditions which are applied.Clause 9 specifies the limits of the parameters which are required to be tested for transponders. These limits are chosento restrict the access to and radiation from transponders. Details on the test methods for the transponders are alsospecified.Clause 10 specifies the maximum measurement uncertainty values.Annex A provides normative specifications concerning test sites for radiated measurements.Annex B provides normative descriptions of measurement methods for radiated measurements.Annex C provides normative descriptions of alternative measurement methods for receivers.Annex D contains technical specification relevant to the EMC Directives.SIST EN 300 674 V1.1.1:2003
