This document specifies to the producers of e-liquid the information that should be provided on the outside packaging, unit packets, product information leaflet, or online content that is supplied with a vaping product. The scope of this document is limited to vaping products, cartridges, prefilled containers, and accessories.

This document (EN 18050:2025) has been prepared by Technical Committee CEN/TC 437
“Electronic cigarettes and e-liquids”, the secretariat of which is held by AFNOR.
This European Standard shall be given the status of a national standard, either by publication of
an identical text or by endorsement, at the latest by May 2026 and conflicting national standards
shall be withdrawn at the latest by May 2026.
Attention is drawn to the possibility that some of the elements of this document may be the
subject of patent rights. CEN shall not be held responsible for identifying any or all such patent

This document is intended to be read in conjunction with EN 17648.

Introduction
User information is a set of instructions that come with vaping products, cartridges, prefilled
containers, and accessories. The user information can be documented on a pull-out book known
as a product information leaflet, adhered to the product itself in the case of prefilled containers,
or detailed on the packaging. Additionally, a reference can be provided that directs the consumer
to the user information online.
This document establishes the instructions that can be provided to the consumer, such as the
instructions for the use and storage of the product as part of these user information details. The
recommendations given in this document are relevant to most product types currently available,
as well as to those that will be developed.
NOTE 1 This document can provide state of the art guidance; however, in cases where national
regulations currently exist, said regulations can take precedence over this document. This document can
provide supplementary information in addition to national regulations.
NOTE 2 Legal requirements with regard to labelling and nicotine content are dictated by the TPD and
CLP legislation. The aim of this document is to bring consistency and a minimum standard across different
legislative regimes as well as supplement and aid in the implementation of said regulations.
1 Scope
This document specifies to the producers of e-liquid the information that should be provided on
the outside packaging, unit packets, product information leaflet or online content that is supplied
with a vaping product. The scope of this document is limited to vaping products, cartridges,
prefilled containers, and accessories.

e-liquid
base liquid, which may or may not contain nicotine and/or ingredients, intended for
transformation into an aerosol by a vaping product

vaping product
product that vaporizes e-liquid to generate an inhalable aerosol carried by air drawn through the
device by the user

4 General requirements
4.1 General
The producer of vaping products, cartridges, prefilled containers, and accessories shall provide
user information to the consumer to provide instructions on how to use, store and dispose of the
product. The user information shall be legible and irremovable if printed on the product.
Instructions and other text required by this standard shall be written in the official language of
the country in which the products are to be sold.
The producer shall determine how the user information is presented to the consumer, as well as
following the principles of EN IEC/IEEE 82079-1. As an electronic device, the vaping product
instructions shall conform to the requirements of EN IEC 60335-1 and
EN IEC 60335-2-120:2025.
