Overview
EN 16156:2024 - published by CEN and prepared by CEN/TC 401 - specifies the fire-safety requirement for cigarettes across the European market. This revision supersedes EN 16156:2010 and aligns with the General Product Safety Regulation 2023/988/EC via Commission standardization mandate M/425. The standard was approved by CEN on 12 June 2024 and is intended for implementation as a national standard by March 2025.
Key normative references include EN ISO 12863:2022, the standard test method for assessing cigarette ignition propensity.
Key Topics
- Scope: Defines the fire-safety requirement applicable to cigarettes placed on the market in CEN member countries.
- Core requirement: No more than 25% of a batch of cigarettes specimens tested shall burn through their full length when assessed on the standard substrate (10 layers of filter paper), tested in accordance with EN ISO 12863:2022.
- Batch definition: A batch corresponds to 40 determinations (specimens), as referenced from the EN ISO 12863 terminology.
- Terms: Includes definitions such as cigarette with reduced ignition propensity (a cigarette that self-extinguishes when not actively puffed before full-length burn) and full-length burn (continues to burn to or past the front plane of tipping paper or pins for non-filter tip cigarettes).
- Regulatory linkage: Informative Annex ZA describes the relationship between this European Standard and the safety requirements of Regulation 2023/988/EC and Commission Decision 2008/264/EC; citation in the Official Journal confers a presumption of conformity within the standard's scope.
Applications
EN 16156:2024 is practical for:
- Manufacturers seeking to demonstrate conformity with EU fire-safety requirements for cigarette products.
- Test laboratories implementing the EN ISO 12863:2022 method to assess ignition propensity on the prescribed 10-layer filter paper substrate.
- Regulatory bodies and market surveillance authorities verifying manufacturers' claims and conformity with product-safety rules.
Benefits include clearer compliance pathways, harmonised test criteria across CEN members, and support for reduced ignition propensity product design and quality control.
Related Standards
- EN ISO 12863:2022 - Standard test method for assessing the ignition propensity of cigarettes (normative reference).
- Commission Decision 2008/264/EC and General Product Safety Regulation 2023/988/EC - legislative context for fire-safety requirements.
For implementation, stakeholders should consult the full EN 16156:2024 text and EN ISO 12863:2022 for test procedures, and monitor the Official Journal of the European Union for updates on cited standards and presumption of conformity status.
