Spectator facilities - Part 3: Separating elements - Requirements

This document specifies design requirements for layout and product characteristics for separating elements within spectator accommodation at permanent or temporary entertainment venues including sport stadia, sport halls, indoor and outdoor facilities for the purpose of enabling their functionality.
Other permanent venues such as theatres, cinemas, opera houses, lecture halls and similar are excluded from this document.
Elements and barriers included in this document are:
-   barrier front of a row of fixed seats;
-   barrier adjacent to end row of seats;
-   barrier behind  a rear row of seats;
-   barrier at the foot of a gangway or on stairway, aligned at right angles to the direction of movement;
-   side or lateral barrier, aligned parallel to the direction of spectator movement;
-   gangway barriers;
-   gangway barriers in standing  areas, aligned at right angles to the direction of spectator movement;
-   crush barriers;
-   barriers for spectator galleries;
-   external perimeter barriers and barriers between sectors.

Zuschaueranlagen - Teil 3: Abschrankungen - Anforderungen

Diese Europäische Norm legt Konstruktionsanforderungen bezüglich der räumlichen Anordnung sowie Produktmerkmale von Abschrankungen innerhalb von Zuschauerbereichen an ortsfesten und provi-sorischen Veranstaltungsorten einschließlich Sportstadien, Sporthallen sowie Einrichtungen in Gebäuden und im Freien fest, um deren Funktionalität sicherzustellen.
Andere ortsfeste Veranstaltungsorte wie Theater, Kinos, Opernhäuser, Vorlesungssäle und Ähnliches werden in dieser Norm nicht behandelt.
Folgende Abschrankungen und Absperrungen sind in der vorliegenden Norm enthalten:
-   Absperrung vor einer Reihe dauerhaft angebrachter Sitze;
-   Absperrung angrenzend an das Ende einer Sitzreihe;
-   Absperrung hinter der letzten Sitzreihe;
-   im rechten Winkel zur Richtung der Zuschauerbewegung verlaufende Absperrung am Ende eines Gangs oder einer Treppe;
-   seitliche Absperrung, die parallel zur Richtung der Zuschauerbewegung verläuft;
-   Absperrungen für Gänge;
-   im rechten Winkel zur Zuschauerbewegung verlaufende Absperrungen für Gänge in Stehplatzbereichen;
-   Wellenbrecher;
-   Absperrungen für Zuschauerränge;
-   Absperrungen zum Außenbereich und Absperrungen zwischen Absperrungen.

Installations pour spectateurs - Partie 3 : Éléments de séparation - Exigences

Le présent document spécifie les exigences de conception relatives à l’aménagement et aux caractéristiques de produit concernant les éléments de séparation dans les installations pour spectateurs en des lieux de divertissement permanents ou temporaires, y compris les stades sportifs, les salles de sport, les installations intérieures et les installations extérieures, l’objectif visé étant d’en assurer la fonctionnalité.
Les autres installations permanentes, comme les théâtres, salles de cinéma, opéras, amphithéâtres et autres salles similaires, ne relèvent pas du présent document.
Les éléments de séparation et barrières relevant du présent document sont les suivants :
-   barrière devant une rangée de sièges fixes ;
-   barrière adjacente à l’extrémité des rangées de sièges ;
-   barrière derrière une rangée arrière de sièges ;
-   barrière au pied d’une voie de dégagement ou dans un escalier, alignée perpendiculairement au sens de déplacement ;
-   barrière latérale, alignée parallèlement au sens de déplacement des spectateurs ;
-   barrières pour voies de dégagement ;
-   barrières pour voies de dégagement dans les espaces pour places debout, alignées perpendiculairement au sens de déplacement des spectateurs ;
-   barrières de sécurité ;
-   barrières pour tribunes pour spectateurs ;
-   barrières de périmètre extérieur et barrières entre secteurs.

Ta evropski standard določa zahteve za projektiranje, ki veljajo za postavitev in značilnosti izdelkov za ločilne elemente znotraj prostorov za gledalce na trajnih ali začasnih prireditvenih prizoriščih, vključno s športnimi stadioni, športnimi dvoranami ter drugimi notranjimi in zunanjimi prostori, za namene zagotavljanja njihove funkcionalnosti.
Druga stalna prizorišča, kot so gledališča, kinodvorane, operne hiše, predavalnice in podobno, so izključena iz tega standarda.
Elementi in pregrade, ki jih zajema ta standard:
a) pregrada pred vrsto fiksnih sedežev;
b) pregrada poleg konca vrste sedežev;
b) pregrada za zadnjo vrsto sedežev;
d) pregrada ob vznožju prehoda ali stopnic, v pravih kotih poravnana s smerjo premikanja;
e) stranska in bočna pregrada, vzporedno poravnana s smerjo premikanja gledalcev;
f) pregrade prehoda na območjih stojišč, v pravih kotih poravnane s smerjo premikanja gledalcev;
g) varnostne ograje;
h) pregrade lož za gledalce;
i) obmejne zaščitne pregrade in pregrade med sektorji.

Overview

EN 13200-3:2018 - Spectator facilities: Part 3 - Separating elements - Requirements (CEN) specifies design and product requirements for separating elements (barriers) used in permanent or temporary entertainment venues such as sport stadia, sport halls and indoor/outdoor facilities. The standard defines which barrier types are covered, minimum design practices and how to verify safety and functionality. Note: permanent theatres, cinemas, opera houses and lecture halls are excluded.

• Horizontal imposed loads: designers must apply minimum horizontal loads (detailed in Annexes A–C) acting at 1.1 m above datum regardless of barrier height. Annex A (seated), B (standing) and C (external/segregation) provide load tables and figures.
• Barrier heights: general minimum height 1.1 m from datum for standing, seated and stair/ramp barriers. Exceptions:
  • Barriers directly in front of fixed seating and behind rows use datum at seat level but loads still considered at 1.1 m.
  • Barriers within 530 mm in front of fixed seating may be a minimum 800 mm, provided width and design prevent falling.
• Deflection and fixings: limits on flexibility to avoid alarming users; fixings and supporting structures must resist applied loads without excessive stress, deflection or distortion.
• Safety details & maintenance: requirements on infill panels, handrails, emergency access, gates and temporary barriers; maintenance and lifecycle considerations required.
• Informative annexes: include load tables, figures and notes plus guidance on slope effects and load determination.
