Overview

EN 60708:2005 (CLC/IEC 60708) specifies requirements for low-frequency cables with polyolefin insulation and a moisture barrier polyolefin sheath. It is intended for polyolefin-insulated telephone cables used in local outdoor networks, covering filled or unfilled constructions with copper conductors and options for an integral suspension strand. The standard defines general design details, dimensions, and the mechanical, electrical and environmental characteristics required for reliable outdoor telecom cabling.

Key topics and requirements

EN 60708 addresses the full cable life-cycle from materials to delivery, including:

  • Conductor: permitted conductor materials, types, finish and continuity requirements.
  • Insulation: polyolefin insulation options (solid or cellular), thickness and colour coding.
  • Sheath and moisture barrier: polyolefin sheath material, application, marking and sealing; adhesion and sheath integrity tests.
  • Core construction: cabling elements, stranding, sub-units, spare pairs/quads and filling compounds.
  • Mechanical tests: tensile, elongation, sheath integrity, resistance to water penetration and cable drip.
  • Thermal & environmental stability: thermal ageing, oxidative stability (OIT), shrinkage, low-temperature bending, weathering and environmental stress cracking resistance.
  • Electrical requirements: conductor resistance, insulation resistance, dielectric strength, mutual capacitance and capacitance unbalance.
  • Transmission characteristics (for digital communications): attenuation, NEXT, ELFEXT, power-sum crosstalk, characteristic impedance and velocity of propagation.
  • Colour coding and identification: defined pair/quad and unit colour codes for up to large pair counts.
  • Quality assurance & normative references: references to IEC/CENELEC test methods (for example IEC 60811 series) and requirements for factory marking and delivery.

Applications and users

EN 60708 is used where reliable low-frequency telecom cabling is needed in outdoor/local distribution networks:

  • Telecom operators specifying aerial or outdoor subscriber distribution cables.
  • Cable manufacturers designing polyolefin-insulated, moisture-barrier sheathed telephone cables.
  • Network planners and installation contractors selecting cables for outdoor deployment and suspension strand applications.
  • Testing laboratories and compliance engineers performing mechanical, electrical and environmental tests to EN/IEC methods.
  • Procurement and standards teams ensuring materials meet European CENELEC requirements.

Related standards

EN 60708 references and aligns with other IEC/CENELEC test-method standards (for example the IEC 60811 series, IEC 60189 and IEC 60794 series) for material and cable testing. Users should consult those documents for the specific test procedures and normative details.

LOW-FREQUENCY CABLES WITH POLYOLEFIN INSULATION AND MOISTURE BARRIER POLYOLEFIN SHEATH
FOREWORD 1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with may participate in this preparatory work. International, governmental and non-governmental organizations liaising with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for Standardization (ISO) in accordance with conditions determined by agreement between the two organizations. 2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international consensus of opinion on the relevant subjects since each technical committee has representation from all interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any misinterpretation by any end user. 4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications transparently to the maximum extent possible in their national and regional publications. Any divergence between any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter. 5) IEC provides no marking procedure to indicate its approval and cannot be rendered responsible for any equipment declared to be in conformity with an IEC Publication. 6) All users should ensure that they have the latest edition of this publication. 7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and members of its technical committees and IEC National Committees for any personal injury, property damage or other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC Publications.
8) Attention is drawn to the Normative references cited in this publication. Use of the referenced publications is indispensable for the correct application of this publication. 9) Attention is drawn to the possibility that some of the elements of this IEC Publication may be the subject of patent rights. IEC shall not be held responsible for identifying any or all such patent rights. International Standard IEC 60708 has been prepared by subcommittee 46C: Wires and symmetric cables, of IEC technical committee 46: Cables, wires, waveguides, r.f. connectors, r.f. and microwave passive components and accessories. IEC 60708 cancels and replaces IEC 60708-1 published in 1981 and amendment 3(1988). This edition constitutes a technical revision. IEC 60708 has been completely revised technically and structurally. IEC 60708 now comprises only one single standard dealing with general design details and requirements. The old IEC 60708-2(1981), IEC 60708-3(1981) and IEC 60708-4(1983) have already been withdrawn because they are not used anymore. Although IEC 60708 addresses low frequency cables, these cables are often used for digital communications up to 2 Mbit/s or 1 MHz. Therefore a Subclause 7.8 has been added, which provides transmission characteristics for the cable when used for digital communication. Furthermore, Annex H of IEC 60708-1(1981) was deleted: The requirements for filling compounds are not needed anymore since they are covered by the cable performance requirements.
