Satellite Earth Stations and Systems (SES) - Harmonised Standard for satellite Earth Stations on board Vessels (ESVs) operating in the 11/12/14 GHz frequency bands allocated to the Fixed Satellite Service (FSS) covering the essential requirements of article 3.2 of the Directive 2014/53/EU

The present document applies to Earth Stations located on board Vessels (ESVs) which have the following
characteristics:
• The ESV is comprised of all the equipment, electrical and mechanical, from the antenna itself to the interface
with other communications equipment on board (usually referred to as the terrestrial interface).
• The ESV transmits in the frequency range from 14,00 GHz to 14,50 GHz allocated to the Fixed Satellite
Services (FSS) (earth-to-space).
• The ESV receives in one or more frequencies within the range from 10,70 GHz to 12,75 GHz in the bands
allocated to the Fixed Satellite Services (FSS) (space-to-earth), depending on the ITU Region where the ESV
is located.
• The ESV uses linear polarization.
• The ESV operates through a geostationary satellite at least 2° to 3° away from any other geostationary satellite
operating in the same frequency band and covering the same area.
NOTE 1: The satellite spacing is mainly equal to 3° in ITU Regions 1 and 3 and 2° in ITU Region 2.
The ESV transmits at elevations greater or equal to the minimum elevation angle declared by the applicant.
• The ESV antenna diameter is not smaller than 0,6 m.
NOTE 2: Operation within 125 km of non-CEPT countries with antenna diameter smaller than 1,2 m may be
subject to specific agreement with concerned administrations as stated in ITU-R Resolution 902
(WRC-03).
• The ESV is designed for transmission and reception of radio-communications signals in accordance with any
of the frequency bands specified above.
• The ESV is usually designed for unattended operation.
• The ESV is operating as part of a satellite network (e.g. star, mesh or point-to-point) used for the distribution
and/or exchange of information between users.
• The ESV is controlled and monitored by a Network Control Facility (NCF). The NCF is outside the scope of
the present document.
The present document applies to the ESV with its ancillary equipment and its various telecommunication ports, and
when operated within the boundary limits of the operational environmental profile declared by the applicant and when
installed as required by the applicant by declaration or in the user documentation.
The present document is intended to cover the provisions of Directive 2014/53/EU [9] (RE Directive) article 3.2, which
states that "… radio equipment shall be so constructed that it both effectively uses and supports the efficient use of radio
spectrum in order to avoid harmful interference".
The present document incorporates the technical limitations listed in annex 2 of ITU-R Resolution 902 (WRC-03) [i.2].
NOTE 3: According to ITU-R Resolution 902 (WRC-03), any transmission from ESVs within the 125 km
minimum distance of each country where the ESV transmit frequency band is used by the Fixed Service
will be subject to the prior agreement of the concerned administration(s) or to the relevant ECC Decision
and may specify additional operational requirements.
In addition to the present document, other ENs that specify technical requirements in respect of essential requirements
under other parts of article 3 of the Directive 2014/53 [9] (RE Directive) may apply to equipment within the scope of
the present document.

Satelitske zemeljske postaje in sistemi (SES) - Harmonizirani standard, ki zajema bistvene zahteve člena 3.2 direktive 2014/53/EU, za satelitske zemeljske postaje na ladjah (ESV), ki delujejo v frekvenčnih pasovih 11/12/14 GHz, dodeljenih za fiksne satelitske storitve (FSS)

Ta dokument se uporablja za zemeljske postaje na ladjah (ESVs) z naslednjimi značilnostmi:
• Zemeljska postaja na ladji je sestavljena iz vse opreme, električne in mehanske, od same antene do vmesnikov z drugo komunikacijsko opremo na krovu ladje (običajno se imenujejo zemeljski vmesniki).
• Zemeljska postaja na ladji oddaja v frekvenčnem območju od 14,00 do 14,50 GHz, ki je dodeljeno fiksnim satelitskim storitvam (FSS) (Zemlja–vesolje).
• Zemeljska postaja na ladji sprejema na eni ali več frekvencah v območju od 10,70 do 12,75 GHz v pasovih, ki so dodeljeni fiksnim satelitskim storitvam (FSS) (vesolje–Zemlja), odvisno od regije Mednarodne telekomunikacijske zveze, v kateri se zemeljska postaja nahaja.
• Zemeljska postaja na ladji uporablja linearno polarizacijo.
• Zemeljska postaja na ladji deluje prek geostacionarnega satelita, ki je odmaknjen za vsaj 2° do 3° od kateregakoli drugega geostacionarnega satelita, ki deluje v istem frekvenčnem pasu in na istem območju.
OPOMBA 1: razmik med sateliti je približno 3° v regijah Mednarodne telekomunikacijske zveze 1 in 3 ter 2° v regiji Mednarodne telekomunikacijske zveze 2.
Zemeljska postaja na ladji oddaja na višinah, ki so večje ali enake najmanjšemu višinskemu kotu, ki ga določi kandidat.
• Premer antene zemeljske postaje na ladji je najmanj 0,6 m.
OPOMBA 2: delovanje v območju 125 km od držav, ki niso članice CEPT, z anteno s premerom, manjšim od 1,2 m, je lahko predmet dogovora ustreznih uprav, kot je navedeno v resoluciji ITU-R 902 (WRC-03).
• Zemeljska postaja na ladji je zasnovana za oddajanje in sprejemanje radiokomunikacijskih signalov v kateremkoli zgoraj navedenem frekvenčnem pasu.
• Zemeljska postaja na ladji je običajno izdelana za nenadzorovano delovanje.
• Zemeljska postaja na ladji deluje kot del satelitskega omrežja (npr. zvezdnega, mrežnega ali od točke do točke), ki se uporablja za distribucijo in/ali izmenjavo informacij.
• Zemeljska postaja na ladji se krmili in spremlja z napravo za krmiljenje omrežja (NCF). Naprava za krmiljenje omrežja ne spada v področje uporabe tega dokumenta.
Ta dokument se uporablja za zemeljsko postajo na ladji s pomožno opremo in različnimi zemeljskimi vrati, ko ta deluje znotraj mejnih vrednosti obratovalnega okoljskega profila, kot ga določi kandidat, ter ko je nameščena v skladu z zahtevami kandidatove izjave ali v skladu z zahtevami dokumentacije uporabnika.

OPOMBA 3: v skladu z resolucijo ITU-R 902 (WRC-03) so vsa oddajanja iz zemeljskih postaj na ladjah v razdalji najmanj 125 km od katerekoli države, kjer frekvenčni pas, namenjen oddajanju zemeljskih postaj na ladji, uporabljajo fiksne storitve, predmet predhodnega dogovora ustreznih uprav ali ustreznega Sklepa Odbora za elektronske komunikacije, pri čemer se lahko določijo dodatne zahteve za delovanje.
