Earth-moving machinery - Safety - Part 11: Requirements for earth and landfill compactors

This part of EN 474 deals with all significant hazards, hazardous situations and events relevant to earth and landfill compactors as defined in EN ISO 6165:2006, when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer (see Clause 4).
Other compactors such as roller compactors, rammer compactors and vibratory plates, which are dealt with in EN 500-1:2006 and EN 500-4:2006 are not covered in EN 474.
The requirements of this part are complementary to the common requirements formulated in EN 474-1:2006.
This part does not repeat the requirements from EN 474-1:2006, but adds or replaces the requirements for application for earth and landfill compactors.
This part specifies the appropriate technical measures to eliminate or reduce risks arising from the significant hazards, hazardous situations and events during commissioning, operation and maintenance of earth and landfill compactors. This part does not deal with the specific hazards related to derivative use.
This European Standard is not applicable to earth and landfill compactors manufactured before the date of publication of this European Standard by CEN.

Erdbaumaschinen - Sicherheit - Teil 11: Anforderungen für Erd- und Müllverdichter

Dieser Teil der EN 474 behandelt alle signifikanten Gefährdungen, Gefährdungssituationen und Gefährdungsereignisse, die auf Erd- und Müllverdichter wie in EN ISO 6165:2002 definiert zutreffen, wenn sie bestimmungsgemäß verwendet werden. Die nach vernünftigem Ermessen für den Hersteller vorhersehbare Nutzung der Maschine außerhalb der bestimmungsgemäßen Verwendung ist ebenfalls berücksichtigt (siehe Abschnitt 4).
Andere Verdichter wie Walzen, Explosionsstampfer und Vibrationsplatten, die in EN 500-1:1995 und EN 500 4:1995 behandelt werden, sind in der EN 474 nicht beinhaltet.
Die Anforderungen gelten ergänzend zu den allgemeinen Anforderungen des Teil 1.
Dieser Teil wiederholt nicht die Anforderungen des Teil1, aber ergänzt oder ersetzt diese für den Einsatz von Erd- und Müllverdichtern.
Dieser Teil beschreibt die geeigneten technischen Maßnahmen, die erforderlich sind, die Risiken die aufgrund signifikanter Gefährdungen, Gefährdungssituationen und Gefährdungsereignisse, die während der Inbetriebnahme, dem Betrieb, der Instandhaltung von Erd- und Müllverdichtern eintreten können zu beseitigen oder zu mindern. Dieser Teil der Norm behandelt nicht die speziellen Gefährdungen, die durch artverwandten Gebrauch hervorgerufen wird.
Diese Europäische Norm ist nicht anzuwenden für Erd- und Müllverdichter, die vor der dieser Europäische Norm durch CEN hergestellt wurden.

Engins de terrassement - Sécurité - Partie 11: Prescriptions applicables aux compacteurs de remblais et de déchets

Cette Norme Européenne doit etre utilisée conjointement avec le prEN 474-1 : 2001 Engins de terrassement - Sécurité - Partie 1: Prescriptions générales, qui spécifie les prescriptions générales pour les engins de terrassement.
Cette Norme Européenne donne des prescriptions complémentaires et/ou des exceptions au prEN 474-1 : 2001.
Cette Norme Européenne s'applique aux compacteurs de remblais et de déchets tels que définis dans l'EN ISO 6165: 1999, et donne des prescriptions complémentaires pour les machines dérivées.
Cette Norme Européenne traite de tous les phénomenes dangereux significatifs relatifs aux compacteurs de remblais et de déchets lorsqu'ils sont utilisés selon les conditions prévues par le constructeur. (Voir l'annexe A de cette norme et l'annexe A du prEN 474-1 : 2001). Cette Norme Européenne spécifie les mesures techniques appropriées pour éliminer ou réduire les risques dus aux phénomenes dangereux significatifs.
D'autres compacteurs tels que les compacteurs a rouleaux, les pilonneuses et les plaques vibrantes qui sont traités dans les normes EN 500-1 : 1995 et EN 500-4 : 1995 ne sont pas couverts par la présente norme.
La présente norme Européenne s'appliquent aux compacteurs de remblais et de déchets qui sont fabriqués apres sa publication.

Foreword
This document (EN 474-11:2006) has been prepared by Technical Committee CEN/TC 151 “Construction
equipment and building material machines — Safety”, the secretariat of which is held by DIN.
This European Standard shall be given the status of a national standard, either by publication of an identical
text or by endorsement, at the latest by May 2007, and conflicting national standards shall be withdrawn at the
latest by November 2008.
This European Standard supersedes EN 474-11:1998.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association, and supports essential requirements of EU Directive.

Introduction
This part of EN 474 is a type C standard as stated in EN ISO 12100-1:2003.
The machinery concerned and the extent to which hazards, hazardous situations and events are covered are
indicated in the scope of this European Standard.
When provisions of this type C standard are different from those which are stated in type A or B standards, the
provisions of this type C standard take precedence over the provisions of the other standards, for machines
that have been designed and built according to the provisions of this type C standard.
