Portable fire extinguishers - Part 10: Provisions for evaluating the conformity of a portable fire extinguisher to EN 3-7
This European Standard specifies the minimum requirements for attesting the conformity of portable fire extinguishers to EN 3-7, as well as the requirements for the quality and production control of the fire extinguishers.
It specifies the documentation to be provided regarding:
- identification of the applicant;
- identification of the manufacturer, if not the applicant;
- identification of subcontractor(s), if applicable;
- identification of the extinguisher;
- documents provided with the extinguisher;
- CE marking;
- quality management system;
- extinguishing media toxicological information.
It specifies methods for:
- type testing;
- factory assessment;
- controls during production.
NOTE 1 A test report and a satisfactory audit supporting documentation could form the basis for an applicant to request a certification of his product from an EA accredited certification body. Additional requirements can be made by national regulations and/or quality marks.
NOTE 2 Where appropriate, component family testing could be applied.

Diese Norm legt Mindestanforderungen für die Bestätigung der Konformität tragbarer Feuerlöscher nach
EN 3-7 sowie Anforderungen an die Qualität und an die Produktionskontrolle der Feuerlöscher fest.
Es wird die Dokumentation festgelegt, die bereitzustellen ist:
- zur Identifizierung (Legitimation) des Antragstellers;
- zur Identifizierung (Legitimation) der Herstellers, wenn er nicht der Antragsteller ist;
- zur Identifizierung (Legitimation) eines Subunternehmers oder mehrerer Subunternehmer, falls
zutreffend;
- zur Identifizierung (Kennzeichnung) des Feuerlöschers;
- zur Dokumentation, die mit dem Feuerlöscher auszuliefern ist;
- zur CE-Kennzeichnung;
- zum Qualitätsmanagementsystem;
- zu toxikologischen Informationen zum Löschmittel.
Es werden Verfahren festgelegt für:
- die Typprüfung;
- die Bewertung des Herstellerwerks;
- die Produktionskontrolle.
ANMERKUNG 1 Der Antragsteller darf für ein Produkt auf der Grundlage eines Prüfberichts und eines zufrieden
stellenden Qualitätsaudits, das die Dokumentation bestätigt, die Zertifizierung dieses Produkts von einer EA-akkreditierten
Zertifizierungsstelle beantragen.
ANMERKUNG 2 Die Prüfung darf, sofern zutreffend, an Bauteilfamilien vorgenommen werden.
Zusätzliche Anforderungen können durch nationale Vorschriften und/oder Qualitätskennzeichnungen gestellt
werden.

La présente norme spécifie les exigences minimales permettant d'attester la conformité des extincteurs
d'incendie portatifs à l'EN 3-7 ainsi que les exigences relatives au contrôle de la qualité et de la production
des extincteurs.
Elle spécifie la documentation à fournir concernant :
- l'identification du demandeur ;
- l'identification du fabricant s'il n'est pas le demandeur ;
- l'identification du ou des sous-traitants, le cas échéant ;
- l'identification de l'extincteur ;
- les documents fournis avec l'extincteur ;
- le marquage CE ;
- le système de management de la qualité ;
- les informations toxicologiques relatives aux agents extincteurs.
Elle spécifie les méthodes relatives :
- aux essais de type ;
- à l'évaluation de l'usine ;
- aux contrôles effectués en cours de production.
NOTE 1 Un rapport d'essai positif et un rapport d'audit satisfaisant et documenté peuvent constituer la base sur
laquelle le demandeur s'appuie pour demander la certification de son produit par un organisme de certification accrédité
par un membre de l'EA.
NOTE 2 Le cas échéant, il est possible de réaliser des essais de composants par famille.

Ta evropski standard opredeljuje minimalne zahteve za potrjevanje skladnosti prenosnih gasilnikov z EN 3-7 in zahteve za nadzor kvalitete in proizvodnje gasilnikov.
Določa, da mora biti priskrbljena dokumentacija glede:
- prepoznavanja prijavitelja,
- prepoznavanja proizvajalca, če to ni prijavitelj,
- prepoznavanje podizvajalcev, če je to primerno,
- prepoznavanja gasilnika,
- dokumentov, ki so podani z gasilnikom,
- oznake CE,
- sistema vodenja kakovosti,
- toksikoloških informacij glede sredstev za gašenje.
Določa metode za:
- tipsko preskušanje,
- tovarniško oceno,
- nadzor med proizvodnjo.
OPOMBA 1: Poročilo o preskusu in zadovoljiva spremna dokumentacija za presojo bi lahko oblikovali osnovo, da prijavitelj zaprosi za certifikacijo svojega izdelka pri certifikacijskem organu, akreditiranem pri EA. Dodatne zahteve so lahko podane z nacionalnimi predpisi in/ali oznakami kakovosti.

EN 3-10:2009 (E) 3 Foreword This document (EN 3-10:2009) has been prepared by Technical Committee CEN/TC 70 “Manual means of fire fighting equipment”, the secretariat of which is held by AFNOR. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by May 2010, and conflicting national standards shall be withdrawn at the latest by May 2010. Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. CEN [and/or CENELEC] shall not be held responsible for identifying any or all such patent rights. This document supersedes EN 3-6:1995. EN 3-10:2009 (E) 5 3 Terms and definitions For the purposes of this document, the terms and definitions given in EN 3-7:2004+A1:2007 and the following apply. 3.1 surveillance body inspection body third party, independent from the manufacturer 3.2 testing laboratory third party independent from the manufacturer 3.3 manufacturer legal entity that assembles and normally fills the fire extinguisher 3.4 sub contractor legal entity that undertakes on behalf of the manufacturer specific operations formally described in a sub-contract agreement 3.5 applicant legal entity, which assumes full product responsibility

EN 3-10:2009 (E) 6 5 Documentation for type testing and audits 5.1 Identification of the applicant The identification of the applicant shall be provided. 5.2 Identification of the manufacturer All locations directly controlled by the manufacturer and involved in the extinguisher’s manufacture shall be identified. 5.3 Identification of the extinguisher Identification of the extinguisher shall contain: complete set of drawings in accordance clearly characterising the model; drawing shall enable each piece of pressure equipment and component to be identified; Technical Data Sheet (TDS) (see model in Annex B). 5.4 Documents provided with the extinguisher Documents on storage, installation, use and maintenance instructions shall be provided. 5.5 Pressure Safety PED EC approval certificate(s) for fire extinguisher’s assembly covering both, type and production, from a PED notified body shall be provided. Clear link shall be made between EC type approval and the model of extinguisher. 5.6 Quality Management System The Quality Management System documentation, if any, shall be provided NOTE Users of this document are advised to consider the desirability of accreditation in accordance with EN ISO 9001 delivered by an EA certification body or other Quality Management System (QMS) documentation giving an equivalent quality confidence. Equivalency is subjected to certification body’s appreciation. 5.7 Extinguishing media toxicological information Safety data sheet in accordance with European Directive 1907/2006/EC including its modifications shall be provided. 6 Initial type testing The applicant shall make available to a testing laboratory for assessment to EN 3-7: a batch of 50 extinguishers from which the number of extinguishers necessary for the verification shall be taken; the extinguishers selected shall be regarded as prototypes; full documentation (drawings, technical file, etc.) of the extinguisher to be tested; a documentation relating to the extinguishing media; SIST EN 3-10:2010
EN 3-10:2009 (E) 7 a technical data sheet of the extinguisher to be tested in accordance with Annex B. NOTE Applicants are advised to consider the desirability of using a EA accredited laboratory, which is a third party independent from the manufacturer to perform tests in accordance with EN 3-7 and EA accredited in accordance with EN ISO/IEC 17025. The testing laboratory shall issue a laboratory test report in accordance with Annex C. For this, it shall carry out the complete listed tests and checks programme. Where unified test procedures exist according to CEN/TR 15642, they shall be used in the testing of the extinguisher. The laboratory’s accreditation shall take these procedures into consideration. 7 Factory Production Control (FPC) 7.1 Requirements The FPC system shall fulfil the requirements described in the following clauses, where applicable, which are taken from EN ISO 9001:2000. 4.2 (Documentation requirements), except 4.2.1 a). 5.1 e) (Ensuring the availability of resources). 5.5.1 (Responsibility and authority). 5.5.2 (Management representative). 6 (Resource management). 7.1 (Planning of product realisation) except 7.1 a). 7.2.3 c) (Customer communication, information coming back from customers and customer complaints). 7.4 (Purchasing). 7.5 (Production and service provision). 7.6 (Control of monitoring and measuring devices). 8.2.3 (Monitoring and measurement of processes). 8.2.4 (Monitoring and measurement of product). 8.3 (Control of non conforming product). 8.5.2 (Corrective action). The above requirements cover amongst others: calibration, training, records, complaints and requirements of Clause 9. NOTE The FPC system can be part of a Quality Management System, e.g. in accordance with EN ISO 9001. Where a current EN ISO 9001 certified QMS is existing, it may be taken into consideration. EN 3-10:2009 (E) 8 7.2 Additional requirements a) Means for manufacturing extinguishers and/or extinguisher’s components shall be available; b) Means for performing the required controls shall be available and regularly calibrated; c) Product traceability records shall be available. 8 Reference numbering and marking Upon successful completion of all tests and controls, a reference number can be issued by an EA accredited certification body or a national ministry. EN 3-10:2009 (E) 11 10 Surveillance The points to be checked by a surveillance body are given in Annex A. NOTE The manufacturer, or the sub contractors where they fill or assemble the fire extinguisher, should be subjected to the surveillance described in Annex A. Points to be checked by the surveillance body A.1 Minimum audit frequency The minimum audit frequency is once a year for the applicant, manufacturer and subcontractor(s) if applicable. A.2 Audits content A.2.1 Manufacturer and subcontractors With regard to manufacturer and subcontractors, the audits cover the products manufactured to EN 3-7. Where the certified QMS exists conforming to EN ISO 9001 (see 5.6), it shall be taken into consideration. Where the QMS is not certified, audits shall also cover relevant parts (see Clause 7). The manufacturer shall make the tests records relating to Clause 9 available to the auditor. Audits shall include records review. At the auditor’s discretion, selected tests from the list below shall be assessed. Common component may be tested to reduce the number of samples. Tests are performed on extinguishers selected at random by the auditor from production or from stock. A selection of extinguishing media for analysis according to points C and D of Table 2 can be made by the auditor at the occasion of the audit. These tests may be performed at manufacturer’s facilities or another suitable facility. Within a 5 year period, each test listed below shall have been performed on each model of a manufacturer: external painting: adhesion / thickness (compared to the minimum declared by the manufacturer); internal lining (where applicable): controlled according to manufacturer’s specification; filling tolerance; torque (Body/valve) CO2; extinguishers only; propellant pressure or weight where appropriate; hose and coupling system: performance of the hose (minimum pressure resistance); safety device removal force; marking; tightness-leak test; SIST EN 3-10:2010
EN 3-10:2009 (E) 13 duration of operation / residual charge (at 20 ± 5) °C; duration of operation / residual charge (at limit temperature); pressure indicating device. A.2.2 Applicant The following should be checked: that applicant is authorized to represent the manufacturer; all required technical files of the extinguisher are available; whether applicant has a system for handling complaints; whether applicant has available information from the manufacturer on the result of the half-year audits and whether applicant is informed on major problems with the extinguisher during the production (in other words, is there a good communication on these relevant points between applicant and manufacturer?). A.3 Audit report The auditor shall provide the audited with an audit report that contains the assessments made, including controls and tests results.
