Overview

SIST EN ISO 19111:2020/A1:2021 is an important amendment to the international standard ISO 19111:2019, titled Geographic information - Referencing by coordinates. Managed by the European Committee for Standardization (CEN) and developed jointly with ISO Technical Committee ISO/TC 211, this amendment refines and updates the framework for defining coordinate reference systems (CRS) used in geographic information systems (GIS) and geomatics. The standard provides a consistent model for referencing spatial locations using coordinates and ensures interoperability across diverse geospatial applications.

Released in July 2021 and endorsed by national standards bodies across Europe, SIST EN ISO 19111:2020/A1:2021 strengthens the methodological foundation for spatial data referencing by addressing coordinate operations and metadata elements, providing clarity and expanded definitions critical to modern geoinformation practices.

Key Topics

  • Coordinate Operation Update
Amendment 1 expands the definition of coordinate operations, emphasizing the mathematical model-based processes for converting or transforming coordinates between coordinate reference systems or epochs. This generalization encompasses coordinate conversions, transformations, and point motion operations within dynamic geodetic reference frames.

  • Metadata Specification for Coordinates
The amendment revises the metadata structure related to coordinates, detailing the necessary attributes in the Coordinates::CoordinateMetadata class. This includes critical properties such as:

    • CRS ID (crsID): a unique identifier for the coordinate reference system.
    • CRS Definition (crs): a comprehensive description of the CRS.
    • Coordinate Epoch (coordinateEpoch): specifying the temporal validity of coordinates, especially within dynamic coordinate reference systems.
  • Updated UML Diagram and Table
Figure 5 and Table 2 have been replaced to illustrate the relationship between coordinates and their metadata more accurately, providing implementers and software developers with clear, standardized guidance for managing coordinate referencing metadata.

  • Implementation and Compliance
CEN members are required to harmonize national standards with this amendment by January 2022, ensuring consistent application and eliminating conflicting regulations. The amendment is available in official languages including English, French, and German.

Applications

SIST EN ISO 19111:2020/A1:2021 is vital for professionals and organizations working with geographic information and spatial data management. Practical applications include:

  • Geospatial Software Development
Enhances GIS software, mapping tools, and georeferencing engines by standardizing coordinate transformations and metadata representation, leading to improved interoperability and data integrity.

  • Geodesy and Surveying
Supports precise coordinate referencing with updated models accommodating earth dynamics, including time-dependent coordinate transformations for evolving reference frames.

  • Remote Sensing and Cartography
Ensures accuracy in satellite imagery processing, map production, and spatial analysis by aligning coordinate referencing practices with the latest international standards.

  • Urban Planning and Infrastructure Management
Facilitates consistent spatial data referencing critical for urban development, asset management, and transportation systems through standardized coordinate metadata handling.

  • Environmental Monitoring and Research
Enables accurate georeferencing of environmental datasets, supporting temporal analyses that depend on coordinate epochs within dynamic coordinate reference systems.

Related Standards

Professionals leveraging SIST EN ISO 19111:2020/A1:2021 should also consider compatibility with complementary standards in geoinformation and geomatics, including:

  • ISO 19107 - Spatial schema, addressing geometric primitives and spatial features.
  • ISO 19115 - Metadata for geographic information, specifying data about geospatial resources.
  • ISO 19125 - Simple feature access for vector geometry standards.
  • ISO 19123 - Schema for coverage geometry and functions supporting raster and other coverages.
  • ISO 19131 - Data product specifications, defining rules for geographic dataset content and attributes.

Integrating these standards with SIST EN ISO 19111:2020/A1:2021 facilitates comprehensive, accurate spatial data management and interoperability across international geospatial projects.

By adopting SIST EN ISO 19111:2020/A1:2021, organizations ensure adherence to the latest best practices in coordinate referencing, supporting precision, consistency, and compatibility in global geographic information workflows. This standard amendment is a cornerstone for evolving geospatial technologies and applications, reinforcing standardized coordinate metadata and operations fundamental to reliable spatial data exchange.
