Safety rules for the construction and installation of lifts - Lifts for the transport of goods only - Part 30: Electric and hydraulic service lifts
1.1 This document specifies the safety rules for the construction and installation of permanently installed new service lifts, with traction, positive, or hydraulic drive, serving defined landing levels, having a carrier the interior of which is regarded as inaccessible to persons on account of its dimensions and means of construction, suspended by ropes or chains or jack and moving between rigid guide rails inclined not more than 15° to the vertical.
This document covers service lifts with rated load not exceeding 300 kg and not intended to transport persons.
1.2 In addition to the requirements of this document, supplementary requirements have to be considered in special cases (potentially explosive atmosphere, extreme climate conditions, seismic conditions, transporting dangerous goods, etc.).
1.3 This document does not cover:
a) service lifts with drives other than those stated in 1.1;
b) services lifts having carrier with dimensions that exceed:
1) for floor area, 1,0 m2;
2) for depth, 1,0 m;
3) for height, 1,20 m. The height is not limited if the carrier comprises several permanent compartments, each of which satisfies the above dimensions.
NOTE Lifting equipment intended exclusively for the transportation of goods but having a carrier with dimensions exceeding any one of the figures above is not entered in the category 'service lifts';
c) important modifications (see Annex C) to a service lift installed before this document is brought into application;
d) lifting appliances, such as paternosters, mines lifts, theatrical lifts, appliances with automatic caging, skips and hoists for building and public works sites, ships hoists, platforms for exploration or drilling at sea, construction and maintenance appliances;
e) safety during operations of transport, erection, repairs and dismantling of service lifts;
f) use of glass for the walls of the well, for the carrier and for the landing doors including the vision panels;
g) hydraulic service lifts where the setting of the pressure relief valve exceeds 50 MPa;
h) any form of radiation except EMC (see 4.10.1.1.3).
However, this document can usefully be taken as a basis.
Noise and vibrations are not dealt with in this document as they are not considered a significant nor relevant hazard for the actual type of the service lift.
Fire propagation is not dealt with in this document.
1.4 The well is regarded as accessible to maintenance personnel if the opening giving access have dimensions of at least 0,40 m x 0,50 m, and:
a) the horizontal depth of the well is greater than 1 m, or
b) the area of the well is greater than 1 m2, or
c) the maintenance is intended to be carried out from the carrier roof or pit regardless the well dimensions.
1.5 The machinery space is regarded as accessible to maintenance personnel if:
a) the openings giving access have dimensions of at least 0,60 m x 0,60 m, and
b) the height of the moving area is at least 1,80 m.
1.6 This document covers the safety requirements for service lifts with rated speeds up to 1 m/s.
1.7 This document is not applicable to service lifts which are installed before the date of its publication as EN.

1.1 Dieses Dokument legt die Sicherheitsregeln fest für die Konstruktion und den Einbau von dauerhaft installierten neuen Kleingüteraufzügen mit einem Treibscheiben-, Trommel- oder Kettenantrieb, oder mit hydraulischem Antrieb, die festgelegte Ebenen bedienen, einen Fahrkorb besitzen, dessen Inneres wegen seiner Maße und Ausführung für Personen als nicht betretbar gilt, der an Seilen oder Ketten aufgehängt oder von Hebern getragen wird und der sich zwischen Führungen, die nicht mehr als 15° gegen die Senkrechte geneigt sind, bewegt.
Dieses Dokument gilt für Kleingüteraufzüge mit einer Nennlast, die 300 kg nicht übersteigt und die nicht für den Transport von Personen vorgesehen sind.
1.2 Zusätzlich zu den Anforderungen dieser Norm müssen in speziellen Fällen (explosionsgefährdete Atmosphäre, extreme klimatische Verhältnisse, Erdbebenbedingungen, Transport gefährlicher Güter usw.) weitere Anforderungen beachtet werden.
1.3 Dieses Dokument behandelt nicht:
a) Kleingüteraufzüge mit anderen als in 1.1 genannten Antrieben;
b) Kleingüteraufzüge, die die folgenden Abmessungen überschreiten:
1) für Grundflächen, 1,0 m2;
2) für die Tiefe, 1,0 m;
3) für die Höhe 1,20 m. Die Höhe ist nicht beschränkt, wenn der Fahrkorb mehrere dauerhafte Abteile umfasst, die jeweils die obigen Abmessungen nicht überschreiten.
ANMERKUNG Hebezeuge, die ausschließlich zum Transport von Gütern dienen und einen Fahrkorb mit Maßen haben, die die oben angegebenen überschreiten, werden nicht den Kleingüteraufzügen zugeordnet;
c) wesentliche Änderungen (siehe Anhang C) an einem Kleingüteraufzug, der vor dem Inkrafttreten dieses Dokuments errichtet wurde;
d) Hebezeuge wie Umlaufaufzüge, Schachtförderanlagen, Einrichtungen mit selbsttätiger Beladung, Kübelaufzüge, Bauaufzüge, Schiffsaufzüge, Bohrplattformen auf See, Bau- und Wartungseinrichtungen;
e) Sicherheit beim Transport, bei der Errichtung, der Instandsetzung und der Demontage von Kleingüteraufzügen;
f) die Verwendung von Glas in Schachtumwehrungen, am Fahrkorb und in den Schachttüren einschließlich der Schauöffnungen;
g) hydraulische Kleinaufzüge, bei denen die Einstellung des Druckentlastungsventils 50 MPa überschreitet;
h) jede Form von Strahlung mit Ausnahme von EMV (siehe 4.10.1.1.3).
Hierfür kann jedoch sachdienlich von diesem Dokument ausgegangen werden.
Lärm und Schwingungen werden in diesem Dokument nicht behandelt, weil sie für den betreffenden Typ des Kleingüteraufzugs nicht als signifikante oder relevante Gefährdung angesehen werden.
Die Ausbreitung von Feuer wird in diesem Dokument nicht behandelt.
1.4 Der Aufzugsschacht wird als für Instandhaltungspersonal zugänglich angesehen, wenn die Zugangsöffnung Abmessungen von mindestens 0,40 m × 0,50 m hat und:
a) die horizontale Tiefe des Aufzugsschachts mehr als 1 m beträgt oder
b) die Fläche des Schachts mehr als 1 m2 beträgt oder
c) vorgesehen ist, die Instandhaltung ungeachtet der Abmessungen des Schachts vom Dach des Fahrkorbs oder der Schachtgrube aus durchzuführen.
1.5 Der Triebwerksraum gilt als für das Instandhaltungspersonal zugänglich, wenn:
a) die Öffnungen Abmessungen von mindestens 0,60 m x 0,60 m haben und
b) die Höhe des Bewegungsbereichs mindestens 1,80 m beträgt.
1.6 Dieses Dokument deckt die Sicherheitsanforderungen für Kleingüteraufzüge mit Nenngeschwindigkeiten bis 1 m/s ab.
1.7 Dieses Dokument gilt nicht für Kleingüteraufzüge, die vor dem Datum seiner Veröffentlichung als EN eingebaut wurden.

1.1 Le présent document précise les règles de sécurité pour la construction et l'installation à demeure de monte-charge neufs hydrauliques, à entraînement par adhérence ou à treuil attelé, définis comme équipement de levage, desservant des niveaux définis, comportant un habitacle inférieur est inaccessible aux personnes en raison de ses dimensions et de sa constitution, suspendue par des câbles ou chaînes ou un vérin et se déplaçant le long de guides rigides dont l'angle avec la verticale n'excède pas 15°.
Le présent document concerne les monte-charge de charge nominale n'excédant pas 300 kg et non prévus pour déplacer des personnes.
1.2 Outre les prescriptions du présent document, des prescriptions supplémentaires doivent être prises en compte dans des cas particuliers (atmosphère explosible, conditions climatiques extrêmes, conditions sismiques, transport de produits dangereux, etc.).
1.3 Le présent document ne concerne pas :
a) les monte-charge à entraînement autre que ceux indiqués en 1.1 ;
b) les monte-charge dont l'habitacle présente des dimensions supérieures à :
1) pour la surface au sol, 1,0 m2 ;
2) pour la profondeur, 1,0 m ;
3) pour la hauteur, 1,20 m. La hauteur n'est pas limitée si l'habitacle comporte plusieurs compartiments fixes répondant chacun aux dimensions ci-dessus ;
NOTE Un équipement de levage destiné exclusivement au transport d'objets, mais dont les dimensions de l'habitacle excèdent l'une quelconque des valeurs ci-dessus ne doit pas être classé dans la catégorie « monte charge ».
c) les transformations importantes d'un monte-charge (voir Annexe C) installé avant la mise en application du présent document ;
d) les appareils de levage, tels que pater-noster, ascenseurs de mines, élévateurs de machinerie théâtrale, appareils à encagement automatique, skips, monte-charge et monte-matériaux de chantier du bâtiment et des travaux publics, appareils élévateurs destinés à l'équipement des navires, plates formes de recherche ou de forage en mer, appareils de construction et d'entretien ;
e) la sécurité lors des opérations de transport, d'installation, de réparation et de démontage des monte-charge ;
f) l'utilisation du verre pour les parois de la gaine, pour l'habitacle, pour les portes palières y compris les regards transparents ;
g) les monte-charge hydrauliques, où le réglage du limiteur de pression dépasse 50 MPa ;
h) toute forme de rayonnement, à l'exception de la CEM (voir 4.10.1.1.3).
Toutefois, on pourra utilement s'inspirer du présent document.
Le présent document ne traite pas du bruit et des vibrations dans la mesure où ils ne sont pas considérés comme un phénomène dangereux significatif ou pertinent pour le type de monte-charge actuel.
Le présent document ne traite pas de la propagation du feu.
1.4 La gaine est considérée comme accessible au personnel de maintenance si les dimensions de l'ouverture y donnant d'accès sont d'au moins 0,40 m x 0,50 m, et :
a) la hauteur de la gaine est supérieure à 1 m ; ou
b) si la surface de la gaine est supérieure à 1 m2 ; ou
c) la maintenance est destinée à être effectuée depuis le toit de l'habitacle ou la cuvette, quelles que soient les dimensions de la gaine.
1.5 Un emplacement de machinerie est considéré comme accessible au personnel de maintenance si :
a) les ouvertures y donnant accès ont une dimension d'au moins 0,60 m x 0,60 m ; et
b) la hauteur de la zone de translation est de 1,80 m au moins.
1.6 Le présent document traite des prescriptions de sécurité pour des monte-charge de vitesse nominale jusqu'à 1 m/s.
1.7 Le présent document ne s'applique pas aux monte-charge qui sont installés avant sa date de publication en tant que Norme européenne.

This document (prEN 81-30:2022) has been prepared by Technical Committee CEN/TC 10 “Lifts,
escalators and moving walks”, the secretariat of which is held by AFNOR.
This document is currently submitted to the CEN Enquiry.
This document is part of the EN 81 series of standards “Safety rules for the construction and installation
of lifts”. A list of all parts in a series can be found on the CEN website.
This document will supersede EN 81-3:2000+A1:2008.
In comparison with the previous edition, the following technical modifications have been made:
— All Essential Health and Safety Requirements from the Directive 2006/42/EC have been
incorporated. Specifically added: EMC reference; verification of design; handbooks requirements for
erection/test/breakdown;
— Requirements have been updated, taking into account EN 81-20:2020 and EN 81-50:2020.
Specifically: carrier material flammability; machinery stopping; rope's retainers; strength of the
doors and of the well, screens, partitions; definitions; data plates;
— Improvements in safety due to changes in proven technology have been reflected. Specifically:
performance levels; doors locking; electrical equipment;
— Changes in the state of the art have been incorporated. Specifically: ropes and terminations; lighting;
balancing weights; existing buildings; emergency electrical operation; fluid characteristics;
— Reported errors have been eliminated. Specifically: hydraulic formulae;
— The text has been clarified. Specifically: accessible/inaccessible well;
— References to other standards (according to the progress in that field) have been improved. All
references now include a date;
— Informative Annex “List of significant hazards” has been added;

Introduction
0.1 General
This document is a type C standard as stated in EN ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate in the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations and hazardous events
are covered are indicated in the scope of this document.
When provisions of this type C standard are different from those which are stated in type A or B
standards, the provisions of this type C standard take precedence over the provisions of the other
standards, for machines that have been designed and built according to the provisions of this type C
standard.
0.2 General notes
0.2.1 The object of this document is to define safety rules related to service lifts with a view to
safeguarding persons and objects against the risk of accidents associated with the normal use and

maintenance operation of service lifts .
a) Persons to be safeguarded:
1) users;
2) maintenance and inspection personnel;
3) persons in the immediate surrounding area the service lift well and the machinery space(s).

Within CEN/TC 10 an interpretation committee has been established to answer questions about the spirit in
which the experts have drafted the various clauses of this standard. All such interpretations are published within
CEN/TS 81-11 until incorporated by amendment into the standards concerned.

b) Property to be safeguarded:
1) loads in the carrier;
2) components of the service lift installation;
3) building in which the service lift is installed;
4) the immediate surrounding area of the service lift installation.
0.2.2 A study has been made of the various possible hazards with service lifts; see Annex I.
0.2.3 When the weight, size and/or shape of components prevent them from being moved by hand,
they are either:
a) fitted with attachments for lifting gear, or
b) designed so that they can be fitted with such attachments (e.g. by means of threaded holes), or
c) shaped in such a way that standard lifting gear can be attached.
0.3 Principles
0.3.1 This document does not repeat all the general technical rules applicable to every electrical,
mechanical, or building construction including the protection of building elements against fire.
It has, however, seemed necessary to establish certain requirements of good construction, either because
they are peculiar to service lift manufacture or because in the case of service lift utilization the
requirements can be more stringent than elsewhere.
0.3.2 This document addresses the Essential Health and Safety Requirements of the Annex I of
Machinery Directive 2006/42/EC, and additionally states minimum rules for the installation of service
lifts into buildings/constructions. In some countries there can be regulations for the construction of
buildings, etc. which cannot be ignored.
Typical clauses affected by this are those defining minimum values for the height of the machine room,
for their access doors dimensions and for protection from fire.
0.3.3 As far as possible the standard sets out only the requirements that materials and equipment have
to meet in the interests of safe operation of service lifts.
0.4 Assumptions
0.4.1 Relevant risks have been considered of each component that may be incorporated in a complete
service lift installation.
Rules have been drawn up accordingly.
0.4.2 Negotiations have been made between the customer and the manufacturer, or the manufacturer’s
authorized representative, and agreement reached about:
a) the intended use of the service lift;
b) environmental conditions such as temperature, humidity, exposure to sun or wind, snow, corrosive
atmosphere;

c) civil engineering problems (for example, building regulations);
d) other aspects related to the place of installation, e.g. presence of unsupervised children;
e) the type and mass of any handling devices intended to be used.

0.4.3 Components are:
a) designed in accordance with usual engineering practice and calculation codes, taking into account all
failure modes;
b) of sound mechanical and electrical construction;
c) made of materials with adequate strength and of sound quality;
d) free of defects;
e) free from harmful materials, e.g. asbestos.
0.4.4 Components, and where applicable well and machine room, are kept in good repair and working
order, so that the required dimensions remain fulfilled despite wear.
