Safety of machinery - Safety requirements for steel converter and associated equipment
This European Standard applies for steel converter and its associated equipment (hereinafter referred to as converter plant) used in the process of carbon or stainless steel making as defined in 3.1 and illustrated in Annex B.
This European Standard deals with significant hazards, hazardous situations and events relevant to the converter plant. It covers the intended use and foreseeable misuse.
This European Standard specifies the safety requirements to be met during transport, assembly, commissioning, operation, maintenance (as described in Clause 5) and decommissioning/disassembly of the equipment.
This European Standard applies to:
Steel converter and its associated equipment for the oxygen steelmaking process
- from hot metal/liquid steel and scrap charging;
- via oxygen refining and stirring;
- temperature measurement and sampling equipment;
- up to tapping including slag retaining device;
- cooling systems;
- maintenance devices (e.g. relining device, tap hole repair device);
- process related interfaces/interactions (e.g. according to design, controls) to
- media,
- primary and secondary gas cleaning plant,
- material feeding systems and ladle alloying systems,
- transfer cars for steel ladle and slag pot, and
- charging/tapping equipment, e.g. crane, scrap chute, ladles and slag pots.
This European Standard does not cover safety requirements for:
- usage of process media other than oxygen, nitrogen, argon and compressed air;
- primary and secondary gas cleaning plants;
- measuring devices with radioactive sources;
- material feeding systems and ladle alloying systems;
- transfer cars for steel ladle and slag pot;
- charging/tapping and de-slagging equipment, e.g. crane, scrap chutes, ladles and slag pots;
- auxiliary winches and hoists.
NOTE 1 For variations of converter process where other gases and media, e.g. hydrocarbons, fuels, steam, etc. are used, additional safety measures have to be considered which are not covered in this safety standard
This European Standard is not applicable to converter plant, manufactured before the date of publication of this standard in the Official Journal (OJ).
NOTE 2 In case of revamping, this European Standard can be used as a guideline for the specific parts to be revamped.

Diese Europäische Norm gilt für Stahlkonverter und zugehörige Einrichtungen (nachfolgend als Konverter-anlage bezeichnet), die bei der Herstellung von Kohlenstoffstahl oder nichtrostendem Stahl eingesetzt werden, wie in 3.1 definiert und in Anhang B illustriert.
Diese Europäische Norm behandelt die für die Konverteranlage zutreffenden signifikanten Gefährdungen, Gefährdungssituationen und –ereignisse. Die Norm deckt die bestimmungsgemäße Verwendung und eine vorhersehbare Fehlanwendung ab.
Diese Europäische Norm beschreibt die Anforderungen zur Gewährleistung der Sicherheit von Personen, die bei Transport, Montage, Inbetriebnahme, Betrieb, Instandhaltung (siehe Abschnitt 5) und Außer-betriebnahme/Demontage der Anlage zu berücksichtigen sind.
Diese Europäische Norm gilt für:
Stahlkonverter und zugehörige Einrichtungen für das Sauerstoffblasverfahren:
von der Beschickung mit flüssigem Roheisen/Stahl und Schrott;
über Sauerstofffrischen und Spülen;
Temperaturmessung und Probenahmegeräte;
bis zum Abstich, einschließlich Schlackenrückhaltevorrichtungen;
Kühlsysteme;
Instandhaltungseinrichtungen (z. B. Ausmauerungsvorrichtung, Abstichloch-Reparatureinrichtung);
prozessbezogene Schnittstellen/Wechselwirkungen (z. B. auf Konstruktion und Steuerungen bezogen) zu:
Medien;
primären und sekundären Gasreinigungsanlagen;
Materialhandhabungssystemen und Ferrolegierungssystemen;
Transportwagen für Stahlpfannen und Schlackenkübel; und
Beschickungs-/Absticheinrichtungen, z. B. Krane, Schrottschurre, Pfannen und Schlackenkübel.
Die vorliegende Europäische Norm behandelt keine Sicherheitsanforderungen für:
die Verwendung anderer Prozessmedien als Sauerstoff, Stickstoff, Argon und Druckluft;
primäre und sekundäre Gasreinigungsanlagen;
Materialhandhabungssysteme;
Transportwagen für Stahlpfannen und Schlackenkübel; und
Beschickung/Abstich und Abschlackeinrichtungen, z. B. Krane, Schrottrutschen, Pfannen und Schlackenkübel;
zusätzliche Hebevorrichtungen und Winden.
ANMERKUNG 1 Für Änderungen des Konverterprozesses, bei denen andere Gase und Medien, z. B. Kohlen-wasserstoffe, Brennstoffe, Dampf usw., verwendet werden, müssen zusätzliche Sicherheitsmaßnahmen berücksichtigt werden, die nicht von dieser Sicherheitsnorm nicht behandelt werden.
Diese Europäische Norm gilt nicht für Konverteranlagen, die vor dem Datum der Veröffentlichung dieser Norm durch das CEN hergestellt wurden.
ANMERKUNG 2 Bei Modernisierungen kann diese Europäische Norm als Leitfaden für die zu modernisierenden Teile angewendet werden.

La présente Norme européenne s'applique aux convertisseurs d'acier et aux équipements associés (ci-après désignés sous le terme « installation de conversion ») utilisés dans le procédé de fabrication d'acier au carbone ou d'acier inoxydable, tels que définis au paragraphe 3.1 et illustrés à l'Annexe B.
La présente Norme européenne traite de tous les phénomènes, situations et événements dangereux significatifs des machines et des équipements des installations de conversion. Elle couvre l’utilisation normale et la mauvaise utilisation raisonnablement prévisibles.
La présente Norme européenne spécifie les prescriptions de sécurité à respecter lors de la conception, l'assemblage, le transport, la mise en service, l'exploitation, la maintenance (telles que décrites à l'Article 5) et le déclassement/démontage des équipements.
La présente Norme européenne s'applique aux :
Convertisseurs d'acier et équipements associés utilisés dans la fabrication d'acier à l'oxygène
- par chargement de métal chaud/d'acier liquide et de ferraille ;
- par affinage à l'oxygène ou soufflage/brassage par le fond ;
- aux équipements de mesure et d'échantillonnage de la température ;
- jusqu’à la coulée y compris les dispositifs de retenue des scories ;
- aux systèmes de refroidissement ;
- aux dispositifs de maintenance (par exemple dispositifs de taraudage, les dispositifs de retenue de scories),
- aux interfaces/interactions liées au procédé (par exemple, selon la conception, les contrôles), avec
- le milieu,
- l'installation d'épuration des gaz primaire et secondaire,
- les systèmes d’alimentation en matériaux et les systèmes de ferro-alliages ;
- les véhicules de transport des poches à acier et des bacs à scories et
- les équipements de chargement/coulée par exemple, la grue, la goulotte de décharge, les poches et bacs à scories.
La présente Norme européenne ne couvre pas les prescriptions de sécurité concernant :
- l'utilisation de fluides de procédé autres que l'oxygène, l'azote, l'argon et l'air comprimé ;
- les installations d'épuration des gaz primaires et secondaires ;
- dispositifs de mesure avec des sources radioactives;
- les systèmes d'alimentation en matériaux et les systèmes de ferro-alliages ;
- les véhicules de transport des poches à acier et des bacs à scories ;
- les équipements de chargement/coulée et de décrassage (par exemple, grues, couloirs à déchets, poches, bacs à scories) ;
- les treuils et palans auxiliaires.
NOTE 1 Pour les variantes du procédé de conversion utilisant d'autres gaz et d'autres fluides par exemple hydrocarbures, combustibles, vapeur, etc., des mesures de sécurité supplémentaires non couvertes par la présente norme de sécurité sont à envisager.
La présente Norme européenne ne s'applique pas aux installations de conversion fabriquées avant la date de publication de la présente norme au Journal Officiel (JO).
