EN ISO 19901-1:2026
(Main)Specific requirements for offshore structures - Part 1: Metocean design and operating considerations (ISO 19901-1:2026)
General Information
- Abstract
This document provides two broad types of requirements for the determination and use of meteorological and oceanographic (metocean) conditions for the design, construction and operation of offshore structures:
those related to the determination of environmental conditions in general, together with the metocean parameters that are required to adequately describe them;
those related to the characterization and use of metocean parameters for the design, the construction activities or the operation of offshore structures.
This document covers the following environmental conditions and metocean parameters:
extreme and abnormal values of metocean parameters that recur with given return periods that are considerably longer than the design service life of the structure;
long-term distributions of metocean parameters in the form of cumulative, conditional, marginal or joint statistics of metocean parameters;
normal environmental conditions that are expected to occur frequently during the design service life of the structure.
Metocean parameters specified in this document are applicable to:
the determination of actions for the design of new structures;
the determination of actions for the assessment of existing structures;
the site-specific assessment of mobile offshore units;
the determination of limiting environmental conditions, weather windows, actions and action effects for pre-service and post-service situations (i.e. fabrication, transportation and installation or decommissioning and removal of a structure);
the operation of the platform, where appropriate.
It is beyond the scope of this document to provide detailed instructions that can be followed to produce reliable estimates of extreme or abnormal conditions in all areas and in all cases.

Overview
EN ISO 19901-1:2026 - Specific Requirements for Offshore Structures: Metocean Design and Operating Considerations provides internationally harmonized requirements for the determination and use of meteorological and oceanographic (metocean) conditions in the design, assessment, construction, and operation of offshore structures. Published by CEN and ISO, this standard is integral to the oil and gas industries, including lower carbon energy segments. It aims to ensure reliable, safe, and consistent application of metocean parameters, which are essential for structural integrity, operational safety, and environmental protection in offshore environments.
Key Topics
EN ISO 19901-1:2026 covers comprehensive aspects of metocean considerations, focusing on:
- Determination of Metocean Conditions: Outlines general requirements for assessing environmental conditions, including extreme and abnormal events, long-term statistical distributions, and normal operating conditions.
- Metocean Parameters: Involves wind, waves, currents, tides, storm surges, temperature, ice, and other environmental factors relevant to offshore structural performance.
- Data Collection and Quality Control: Specifies methods for gathering meteorological and oceanographic data, ensuring robust databases for analysis and design.
- Expert Involvement: Encourages the use of qualified metocean experts for site-specific and design-specific evaluations.
- Design, Assessment, and Operational Use:
- Determination of actions for new and existing offshore structures
- Site-specific assessment of mobile offshore units
- Evaluation of pre-service (fabrication, transportation, installation) and post-service (decommissioning, removal) scenarios
- Establishment of weather windows and limiting conditions for safe operations
The standard also provides guidance on the use of cumulative, conditional, marginal, and joint statistical approaches to describe metocean parameters.
Applications
EN ISO 19901-1:2026 is applicable to a wide range of offshore structures used in the oil, gas, and energy sectors, including:
- Fixed and Floating Platforms: Ensures structural safety by accounting for metocean actions throughout the structure’s lifecycle.
- Mobile Offshore Units: Supports site-specific assessment, especially vital for jack-ups, semi-submersibles, and other mobile installations.
- Fabrication and Transport: Aids in determining safe transport and installation windows, minimizing risks associated with harsh weather and sea conditions.
- Operation and Maintenance: Provides criteria for ongoing operational decision-making, ensuring safety during routine and extreme events.
- Decommissioning and Removal: Sets parameters for safely removing obsolete or end-of-life offshore structures.
By adhering to this standard, organizations benefit from increased reliability and safety, improved regulatory compliance, and alignment with global best practices for offshore assets.
Related Standards
To facilitate holistic design and operation of offshore structures, EN ISO 19901-1:2026 should be used in conjunction with related standards, such as:
- ISO 19900 – General requirements for offshore structures
- ISO 19902 – Fixed steel offshore structures
- ISO 19903 – Concrete offshore structures
- ISO 19904-1 – Floating offshore structures (ship-shaped, semi-submersible, spar, and cylindrical)
- ISO 19905-1 – Site-specific assessment of mobile offshore units (jack-ups)
- ISO 19906 – Arctic offshore structures
These standards together provide a complete framework for offshore platform safety, structural resilience, and environmental adaptation, supporting the energy industry’s evolving needs.
Summary
EN ISO 19901-1:2026 is a cornerstone international standard for incorporating metocean data into the safe, functional, and sustainable design and management of offshore structures. Its rigorous, expert-driven approach allows designers, operators, and regulators to address both routine and extreme environmental challenges, essential for offshore projects worldwide seeking compliance with CEN, ISO, and best engineering practices.
