This document specifies the quality grades for sorted poly(vinyl chloride) (PVC) wastes as well as specific test methods laying out those properties for which the supplying party of the waste makes information available to the receiving party. PVC waste quality grades are based on pre-determined sets of characteristics, taking into account sectorial and market specificities and related information needs and tests methods. The document provides for a division of information between “Required Data”, where a statement is required, and additional “Optional Data” as agreed between the supplying and receiving party.
This document does not apply to the general characterization addressed in EN 15347-1.

Overview

EN 15347-5:2025 - Plastics - Sorted plastics wastes - Part 5: Quality grades of sorted poly(vinyl chloride) (PVC) wastes and specific test methods (CEN) defines a harmonized framework for describing and reporting the quality of sorted PVC waste. The standard complements the general characterisation in EN 15347-1 by setting out quality grades, a classification scheme and the required and optional data that suppliers must (or may) provide to purchasers. The scope focuses on PVC waste from the building and construction sector in both rigid and flexible applications.

Key topics and requirements

  • Quality grades and classification scheme: Pre-determined sets of characteristics are used to classify sorted PVC waste streams; suppliers must provide statements about these characteristics to receiving parties.
  • Division of data: Clear separation between Required Data (mandatory statements for all batches) and Optional Data (additional information agreed between parties).
  • Sector focus: Characteristics and test methods are detailed specifically for building and construction PVC - split into rigid (profiles, pipes, fittings) and flexible (flooring, cables, flexible sheets) streams.
  • Required characteristics (examples listed in Tables 1 & 3): origin, waste category, pre-/post-consumer mix, dominant colour, composition (PVC content, other polymers), and key impurities (metals, glass, minerals, rubber, wood).
  • Optional characteristics (Tables 2 & 4): moisture content, hazardous waste fraction, treatment history, truck load and additional sorting/preparation notes.
  • Referenced test methods and norms: The standard refers to EN 15347-1:2024, EN 17615, EN ISO 1043-1 and CEN/TR 15353 for terminology, composition reporting and test method alignment.
  • Regulatory context: Notes on transboundary movement and regulatory limits (e.g., substances of concern such as certain plasticizers) and reference to the Basel convention where applicable.

Applications and who uses it

  • Plastic recyclers and processors: For consistent feedstock specification, acceptance criteria and downstream processing planning.
  • Waste suppliers and collectors: To create clear, market-ready declarations of sorted PVC batches (bales, bulk, flakes, briquettes).
  • Purchasers and manufacturers: To evaluate incoming material quality for recycled-content products and compliance with product or chemical limits.
  • Regulators, auditors and standardization bodies: For monitoring conformity, traceability and cross-border waste transactions.
  • Sustainability and procurement teams: To document recycled material data for circular economy reporting and procurement specifications.

Introduction
Polyvinyl chloride (PVC) is broadly used in building and construction in both rigid and flexible
applications including profiles and frames, pipes and fittings, flooring, cables, and insulation materials.
The collection of this PVC waste is organized via private schemes where the waste is sent to recyclers.
Post-consumer waste may have a high content of other impurities coming from demolition waste as well
as glass or metal which will be sorted out during the first steps of the recycling process. PVC waste may
also some from pre-consumer sources during the industrial manufacturing of products.
PVC plastic waste is characterized to determine the composition and quality of the batch. A clear and
harmonized waste specification facilitates a transaction between the supplier and purchaser and
establishes standard characteristics to monitor during any sorting or preparation of waste operations.
This document complements the general characterization of waste described in EN 15347-1 and adds
additional clarification when it comes to the required and optional requirements of PVC waste.
Characteristics are specified for products part of the building and construction sector for both rigid and
flexible applications.
This document has been produced in accordance with the guidance produced by CEN on Environmental
Aspects and in accordance with CEN/TR 15353.
NOTE CEN/TR 15353 considers the general environmental aspects which are specific to the recycling process.
