The standard EN 13617-4:2021 provides a comprehensive framework detailing the safety requirements for the construction and performance of swivels utilized on metering pumps and dispensers at petrol filling stations. This standard's scope effectively addresses the critical aspects of safety concerning the delivery of liquid fuels and aqueous urea solutions, which are essential for ensuring safe operations at filling stations. One of the significant strengths of this standard is its focus on the electrical, mechanical, and hydraulic characteristics of swivels. By specifying these parameters, the standard not only ensures compliance with safety regulations but also enhances the overall reliability and performance of dispensing systems. The incorporation of these characteristics contributes to mitigating risks associated with the ignition of fuels during dispensing. The environmental conditions under which these swivels must operate are also well-defined in the standard. The range of ambient temperatures, from −20 °C to +40 °C, ensures that the employed equipment remains functional under varying climatic conditions, with provisions for extended temperature ranges. This aspect is particularly relevant for petrol filling stations located in diverse geographical areas, as it guarantees the adaptability of the equipment. Moreover, the standard highlights specific hazards related to the ignition of liquid fuels and their vapors, which is crucial for the safety of both operators and consumers. By addressing electrical and mechanical hazards inherent to swivel devices, the document ensures a holistic approach to safety, making it a vital reference for regulatory bodies and industry stakeholders. It is noteworthy that the scope of EN 13617-4:2021 is explicitly limited to fuels of subdivision Group IIA, according to EN ISO/IEC 80079-20-1, and aqueous urea solutions in accordance with ISO 22241-1. This specificity sharpens the focus on applicable substances, preventing confusion regarding other fuel types, and reinforces the standard’s relevance in addressing pertinent safety prerequisites for petrol filling stations. In summary, EN 13617-4:2021 stands out as a crucial standard for the safety and performance of swivels used in petrol filling stations, underlining the importance of maintaining high safety standards in the dispensing of liquid fuels and related products.
