FprEN ISO 19085-22 is a CEN draft European standard aligned with ISO 19085-22. It specifies safety requirements and measures for single blade automatic and semi-automatic up-cutting cross-cut sawing machines used for continuous production, and it is aimed at designers, manufacturers, suppliers, importers, users, and safety assessors of these machines.
What does FprEN ISO 19085-22 specify?
FprEN ISO 19085-22 covers the safety of single blade automatic and semi-automatic up-cutting cross-cut sawing machines, including their workpiece positioning equipment. It is written for machines in intended use, maintenance, transport, assembly, dismantling, disabling and scrapping, and it also takes reasonably foreseeable misuse into account.
The document covers machines for solid wood, wood-like materials, aluminium profiles with certain fillings, composite materials, fibreglass and composite bars. It excludes machines for cross cutting logs, use in potentially explosive atmospheres, and machines manufactured before publication. It also excludes hazards from using a single machine as part of a production line.
The document is organized into Clauses 1 to 7 and annexes A to ZA.
| Annex | What it covers |
|---|---|
| Annex A | List of significant hazards |
| Annex B | Performance level required (PLr) summary |
| Annex C | Stability test |
| Annex D | Test for braking function |
| Annex E | Impact test for guards |
| Annex F | Noise test code |
| Annex ZA | Relationship to Directive 2006/42/EC |
What are the key requirements of FprEN ISO 19085-22?
FprEN ISO 19085-22 mainly sets requirements for control functions, guarding, stopping, access prevention, noise, dust extraction, and information for use. In practice, this means the machine design has to prevent dangerous movement, limit access to the saw blade and moving mechanisms, and give the operator the right controls, labels and instructions.
Controls, start and stop functions
Clause 4 requires the control system to reach the specified Performance Levels required (PLr) for safety functions, with Annex B giving a summary. The control devices for starting, stopping, mode selection and integrated feed must be grouped on the machine or on a separate fixed or mobile panel with a view of the machine; if the panel is mobile, it must be cable-connected and its position must be stated in the handbook.
Clause 4 also requires mode selection to be lockable and to change without causing movement, with a safe stop during mode change. For semi-automatic and automatic operation, the cutting stroke can only start after the saw blade is rotating and the workpiece is clamped, and in semi-automatic mode each stroke must be started by a hand-operated control device. This matters because it separates intentional operation from unintended motion.
Stopping, braking and pivoting
Clause 4 requires a stopping sequence that returns the saw blade before the tool drive stops. The document sets a maximum run-down time of 60 s and requires braking to be verified by measurement and functional testing in Clause 5.4.2.
Clause 4.14 adds requirements for power-operated pivoting of the saw unit around a vertical axis. On automatic machines, access to shear and crush hazards must be prevented by guarding; on semi-automatic operation, pivoting is only allowed after a hold-to-run or initiation control. The machine must also prevent unexpected pivoting after the preset position is reached.
Guards and prevention of access
Clause 5 requires fixed guards, interlocking movable guards, and other safeguards to keep hands and other body parts away from hazardous moving parts. Access to the saw blade in its rest position must be prevented by fixed guards, while blade changing requires an interlocking movable guard with guard locking and interlocking with blade stop and rest position.
For automatic machines, the cutting area must be guarded from any direction except loading and unloading openings. Where the blade return takes longer than 2 s, guard locking is required. For semi-automatic machines, the document allows either the automatic-machine guarding approach or two alternative guarding arrangements using an upper guard that also clamps the workpiece, plus a deterring or impeding device and two-hand control. This is important for machine layout, because the guarding concept depends on the operating mode.
Workpiece support, ejection and mechanical detail
Clause 5 requires a workpiece support, and for semi-automatic machines the table must extend at least 850 mm on each side of the cutting line at 90° to the fence. Any openings for off-cuts on automatic machines must still prevent access from below. The machine also needs a replaceable table insert, and the table slot width is tied to the blade size and safety distances.
Clause 5 also addresses ejection. The saw blade rotation must direct the cutting force against the fence, and guards used to prevent ejection must be class B. Tool fixing, spindle locking, flange dimensions, and break-up risks are also covered, with verification by drawings, inspection, measurement and functional testing.
Other hazards, marking and instructions
Clause 6 covers noise, dust, electricity, ergonomics, pneumatics, hydraulics, electromagnetic compatibility, laser, static electricity, isolation, maintenance and residual hazards. The noise test must follow Annex F, and the saw blade area below the table must be enclosed by an extraction hood with an extraction outlet.
Clause 7 requires warning devices, marking and an instruction handbook. The machine must be marked with saw blade diameter limits, bore diameter, and, where speed monitoring applies, a nearby label showing the monitored spindle speed and the blade speed limit. The handbook must explain extension tables, blade speed limits, replacement of the table insert, and inspection of the slot in the enclosure.
What terms does FprEN ISO 19085-22 define?
- Up-cutting cross-cut sawing machine - a machine with a mechanically fed single saw blade that is below the workpiece support in rest position and moves upward to make the cut.
- Semi-automatic cross-cut sawing machine - an up-cutting cross-cut sawing machine where the workpiece is positioned manually or by manually controlled powered positioning, and each cutting stroke is started manually.
- Automatic cross-cut sawing machine - an up-cutting cross-cut sawing machine where the workpiece is positioned automatically and the cutting cycle starts automatically for preset lengths and angles.
- Rest position - the lowest saw-unit position, with the blade beneath the workpiece support table.
- Cutting stroke - the feed movement that performs the cut, followed immediately by the return of the saw unit to rest position.
- Cutting cycle - for automatic machines, the automatic sequence of workpiece positioning, pivoting and cutting stroke.
- Initiation control - a control that, when actuated, enables power to specific machine actuators.
- Workpiece positioning mechanism - the mechanism that feeds the workpiece to the intended cutting position.
Who uses FprEN ISO 19085-22?
FprEN ISO 19085-22 is used by machine designers, manufacturers, suppliers and importers when they design, build or specify these saws. It is also used by quality managers, buyers and engineers who need to check whether a machine concept or delivered machine matches a recognized safety standard.
Health and safety bodies, regulators and market surveillance teams use it for conformity checks and risk review. Machine users, employers and maintenance providers use it to understand guarding, controls, instruction content and safe operating limits.
What changed in FprEN ISO 19085-22 from the previous edition?
The foreword states that FprEN ISO 19085-22 replaces EN 1870-10:2012 and that the document has been technically revised.
Which standards are used with FprEN ISO 19085-22?
- ISO 12100:2010 - provides general principles for risk assessment and risk reduction, and several terms and hazard concepts used throughout the document.
- ISO 13857:2019 - provides safety distances to keep upper and lower limbs away from hazard zones.
- ISO 19085-1:2021 - gives the common safety requirements for woodworking machines; this part adds to, replaces or excludes selected subclauses.
- IEC 60204-1:2016 - is referenced for electrical equipment of machines, including mode selection.
- ISO 14119:2013 - is cited for interlocking-device related design considerations.
- ISO 13855 - is cited for the positioning of ESPE and safety mats.
What does the FprEN ISO 19085-22 document contain?
The document contains clause-based requirements, figures showing control and guarding arrangements, and tables that summarize hazards, safety functions and test conditions. Annex A lists significant hazards, Annex B gives the PLr summary, and Annex F gives the noise test code with operating conditions, workpiece sizes, microphone position and recording requirements.
It also contains test methods for braking and guard impact in Annexes D and E, plus a European Annex ZA that links the document to Directive 2006/42/EC. That makes it useful not only for design, but also for testing, technical files, conformity assessment and safety audits.

Introduction
The ISO 19085 series provides technical safety requirements for the design and construction of
woodworking machinery, as well as for the content of the relevant instruction handbook. It concerns
designers, manufacturers, suppliers and importers of the machines specified in the Scope.
This document is a type-C standard as defined in ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (e.g. regulators, accident prevention organisations, market surveillance).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, for example for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate in the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the Scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or type-B
standards (as defined in ISO 12100:2010), the requirements of this type-C standard take precedence over
the requirements of the other standards for machines that have been designed and built according to the
requirements of this type-C standard.
The full set of requirements for a particular type of woodworking machine are those given in the part of the
ISO 19085 series applicable to that type, together with the relevant requirements from ISO 19085-1:2021, to
the extent specified in the Scope of the applicable part of the ISO 19085 series.
As far as possible, the safety requirements of parts of the ISO 19085 series refer to the relevant clauses
of ISO 19085-1:2021. Each part includes replacements and additions to the common requirements given in
ISO 19085-1:2021.
All parts of the ISO 19085 series have the same structure, so that reference to ISO 19085-1:2021 is made
always and only from and to the same subclause number, last indent.
Clauses 1 to 3 are specific to each part and, therefore are distinct from ISO 19085-1:2021, Clauses 1 to 3.
For Clauses 4 to 7 and the annexes, each subclause in ISO 19085-1:2021, is cited as:
— confirmed as a whole;
— confirmed with additions;
— excluded in total; or
— replaced with specific text.
This is indicated by one of the following possible statements:
— “ISO 19085-1:2021, [subclause/Annex], applies.”;
