This document specifies minimum labelling requirements for fireworks and primary and selection packs of fireworks. It is applicable to fireworks of the categories F1, F2 and F3 as defined by Article 6 Paragraph (1) clause (a) subclause (i) to (iii) of Directive 2013/29/EU.

This document (EN 15947-3:2022) has been prepared by Technical Committee CEN/TC 212
“Pyrotechnic articles”, the secretariat of which is held by NEN.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by April 2023, and conflicting national standards shall be
withdrawn at the latest by December 2023.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN 15947-3:2015.
In comparison with the previous edition EN 15947-3:2015, the following technical modifications have
been made:
— The following new elements shall be included in the label:
— On selection packs, the highest age limit for the content inside the packs (4.1.1).
— On selection packs, the total net explosive content of the items inside the packs (4.1.1).
— For battery and combination, the sub-elements now are listed (4.1.2).
— The compound firework is labelled in addition to the primary pack (4.1.3).
— Requirement on labelling of very small items has been revised (4.7). The content of the label is
dependent on the size of the items.
— Table 1 has been moved to Table A.1.
— The following modifications have been made to “Safety information” in Table A.1:
— Safety information for firework types “report rocket”, “Bengal flame (hand-held)” and “senko-
hanabi” have been added.
— Safety information “Do not inhale smoke” has been deleted for all firework types.
— Safety information for “banger” and “flash banger” has been revised.
— Safety information for “banger” and “flash banger” with preliminary effect(s) has been revised.
— Safety information “ENSURE THAT NO PART OF THE BODY IS POSITIONED ABOVE THE
FIREWORK OR IN THE EFFECT DIRECTION (if possible)” is now applicable to: battery, battery
requiring external support, combination, combination requiring external support, compound
firework, mine, Roman candle and shot tube.
— Minimum safety distances are changed in the “Safety information” so that they are consistent
with the Directive 2013/29/EU.
— Instructions for use have been updated for compound firework with respect to compound
firework with more than two fuses.

1 Scope
This document specifies minimum labelling requirements for fireworks and primary and selection packs
of fireworks. It is applicable to fireworks of the categories F1, F2 and F3 as defined by Article 6 Paragraph
(1) clause (a) subclause (i) to (iii) of Directive 2013/29/EU.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in EN 15947-1:2022 apply.

4 Minimum labelling requirements
4.1 General and specific labelling requirements
4.1.1 General labelling requirements
If more than one language is used for labelling, for each language, the specified information in Article 10
of the Directive 2013/29/EU and in this document shall be presented as a whole and shall not be
interrupted by other text. Additional text shall not conflict with the specified information.
For battery, battery requiring external support, combination, combination requiring external support
and compound firework the label shall not be fixed on the top of the effect tubes or the bottom of the
firework. This does not apply to a primary pack.
Conformity to these requirements specified in 4.1 to 4.8 shall be verified by visual examination.
NOTE Directive 2013/29/EU requires fireworks shall be labelled with the information given in Article 10 of
that Directive. Directive 2014/58/EU requires fireworks shall also be labelled with the registration number
prescribed in Article 1 of that Directive.
4.1.1.1 Fireworks
Fireworks shall be labelled in accordance with 4.2 to 4.8 and, if applicable, with the additional information
specified in 4.1.2 and 4.1.3.
4.1.1.2 Primary packs
Primary packs shall be labelled in accordance with 4.6 and with the following information:
— the total net explosive content of the fireworks in the pack; and
— the statement: “Must be sold as packaged”.
If the firework does not provide enough space for the required information (see Article 10 (5) of Directive
2013/29/EU) or labelling is not possible on account of the nature of the firework, the firework shall be
supplied in a primary pack and the primary pack shall be labelled in accordance with 4.1.1.1.
4.1.1.3 Selection packs
Selection packs shall be labelled with the printing size as specified in 4.6 and with:
— the highest category of the fireworks in the pack, e.g. “CAT F3”;
— the highest age limit for the fireworks in the pack;
— the total net explosive content of all fireworks in the pack; and
— the statement: “Must be sold as packaged”.
4.1.2 Specific labelling requirements for battery, battery requiring external support,
combination and combination requiring external support
For battery, battery requiring external support, combination and combination requiring external support
equipped with two initial fuses, the reserve fuse shall be clearly labelled with the words “RESERVE FUSE”.
In addition to the type of firework (4.2), the labelling shall include the type of firework for all contained
elements; e.g. “Battery (shot tube)”, “Combination (shot tube, mine)” or “Combination of shot tube and
fountain”.
4.1.3 Specific labelling requirements for compound firework
The compound firework and the primary pack shall be labelled. The label on the primary pack shall
identify all firework types which the compound firework is comprised of. For compound firework with
one or more reserve fuses, all reserve fuses shall be clearly labelled with the words “RESERVE FUSE”.
4.2 Name and type of firework, category, CE marking
The name of the firework shall not conflict with the principal effects of the relevant type of firework or
with the name of other types of fireworks.
The type of firework shall be labelled, in upper case, in conformity with EN 15947-2:2022, Clause 6. For
Roman candle the number of shots shall be labelled, e.g. “8 SHOT ROMAN CANDLE”.
The category shall be labelled, in upper case, e.g. “CATEGORY F2” or “CAT F2”.
NOTE 1 The CE marking is subject to the general principles set out in Article 30 of Regulation (EC)
No 765/2008.
NOTE 2 According to Art. 20(3) of Directive 2013/29/EU, CE marking shall be followed by the
identification number of the Notified Body responsible for:
— monitoring the existing quality system (in case of Modules D and E), or
— checking conformity to type according to Module C2.
4.3 Minimum age limits
Firework shall be labelled with the following minimum age limits according to Directive 2013/29/EU,
Art. 7 paragraph 1. a
— Category F1: 12 years;
— Category F2: 16 years;
— Category F3: 18 years.
In cases where the individual Member State has modified these age limits according to Directive
2013/29/EU Art. 7 paragraph 2, the individual national age limits are to be labelled instead.
4.4 Year of production
For category F3 fireworks, the year of production shall be expressed by four digits, e.g. “2018”.
4.5 Safety information
Safety information shall be emphasized by use of a heading, bold type, italic or underlined.
The labelling shall include at least all applicable safety information specified in Table A.1, in a logical
sequence, for the relevant type of firework. The appropriate placing instructions, selected from those
specified in Table A.1, shall replace

4.6 Printing
When measured in accordance with EN 15947-4:2022, 6.7.2, the type sizes shall be such that the height
of the character “X” (in upper case) is at least 2,8 mm for the information on fireworks type and
category (4.2), safety information (4.5), additional information on the primary pack (4.1.1.2) and the
selection pack (4.1.1.3), and at least 2,1 mm for the other information.
4.7 Labelling of very small items
If the firework does not provide enough space for the required information, the firework shall be labelled
at least with the CE marking according to 4.2, the registration number and the name of the manufacturer
or the name of the importer.
If the firework is too small to bear the above-mentioned three labelling elements, it shall be labelled with
the CE marking according to 4.2.
4.8 Disposal and storage
All European regulations (e.g. CLP Regulation (EC) 1272/2008) and national regulations of the respective
Member State(s) shall be followed.
