1 Scope

8.1 Length of hand-held sparkler (type test and batch test)
Add (an alternative procedure and corresponding apparatus):
'8.1.1 Apparatus Rack, comprising a board with raised strips (at least 10 mm thick) along three edges, supported in a plane inclined at 30° to the horizontal, capable of holding at least ten hand-held sparklers side-by-side. The board shall be marked with lines parallel to the bottom edge to indicate the maximum total length and the minimum handle length for the sparklers under test, as specified in 4.1 (for example, (300 ± 1) mm for the total length and (75 ± 1) mm for the handle length, respectively, for category 1 sparklers). An example of a suitable rack (for category 1 sparklers) is shown in Figure 1. For category 2 hand-held sparklers the rack shall be marked with two lines ((450 ± 1) mm and (700 ± 1 mm)) for the total lengths and two lines ((75 ± 1) mm and (150 ± 1 mm)) for the corresponding handle lengths.

NOTE The alignment of the sparklers in the rack may be aided by means of individual V-shaped grooves cut into the board, running at 90 ° to the bottom edge.
8.1.2 Procedure Record the total numbers of measured sparklers. Measure the length of the sparklers and the handles. Place the sparklers in the rack (8.1.1) in a single layer, with their axes at 90 ° to the bottom edge, as shown in figure 1. Record for each hand-held sparkler whether the total length exceeds a total length of 300 mm for category 1 or 750 mm for category 2. For each hand-held sparkler record, whether the
'handle' length (the length of the wire not coated with pyrotechnic composition) was less than 75 mm for category 1 sparklers and for category 2 sparklers with a total length not exceeding 450 mm, or whether the 'handle' length less than 150 mm for category 2 sparklers with a total length greater than 450 mm. Repeat this process, as necessary, for all the sparklers to be measured.'
8.3.2 Procedure

On safety and security grounds, the sale of consumer fireworks (of any category) to the general public, is not permitted under current Government policy.
Importation licences can be issued, but only for fireworks used for organised displays, conducted by professional competent operators.
This policy is referenced in the “Guidance Document on Organised Fireworks Displays July 2003” issued by the Irish Government Department of Justice, Equality and Law Reform.
