Materials for printed boards and other interconnecting structures - Part 4-14: Sectional specification set for prepreg materials, unclad (for the manufacture of multilayer boards) - Epoxide woven E-glass prepreg of defined flammability (vertical burning test) for lead-free assembly
IEC 61249-4-14:2009(E) gives requirements for properties of prepreg that are mainly intended to be used as bonding sheets in connection with laminates according to IEC 61249-2-36 when manufacturing multilayer boards according to IEC 62326-4. Multilayer boards comprised of these materials are suitable for lead-free assembly processes. This material may also be used to bond other types of laminates. Prepreg according to this standard is of defined flammability (vertical burning test). The flammability rating on fully cured prepreg is achieved through the use of brominated fire retardants contained as an integral part of the polymeric structure. After curing of the prepreg according to the supplier's instructions, the glass transition temperature is defined to be 120 °C minimum.

General Information
Overview
EN 61249-4-14:2009 (identical to IEC 61249-4-14:2009) is a sectional specification for unclad epoxide woven E‑glass prepreg with a defined flammability rating intended for the manufacture of multilayer printed circuit boards (PCBs) suitable for lead‑free assembly. The standard specifies required material properties, delivery forms and quality assurance expectations for prepreg used primarily as bonding sheets with laminates defined in IEC 61249‑2‑36 and for multilayer board manufacture in accordance with IEC 62326‑4.
Key topics and technical requirements
The standard covers material and performance characteristics relevant to PCB production, including:
- Reinforcement and resin system: Epoxide resin reinforced with woven E‑glass.
- Flammability: Defined vertical burning test rating for fully cured prepreg; achieved using brominated fire retardants integrated into the polymeric structure.
- Thermal performance: Minimum glass transition temperature (Tg) of 120 °C after supplier‑recommended cure; decomposition temperature and thermal resistance requirements are specified.
- Electrical properties: Electric strength, relative permittivity and dissipation factor after curing.
- Processing / B‑stage properties: Resin content, treated weight, resin flow, melting viscosity, gel time and volatile content - all important for lamination and reflow compatibility with lead‑free processes.
- Dimensional and mechanical: Cured thickness, Z‑axis expansion, edge and surface appearance (dewetted areas, creases, broken filaments).
- Delivery, QA and handling: Forms (rolls, sheets, cut panels), packaging, shelf life, qualification and conformance inspection, certificate of conformance and safety data sheet.
Applications and who uses it
EN 61249‑4‑14 is primarily used by:
- PCB manufacturers producing rigid multilayer boards for lead‑free assembly.
- Material suppliers and prepreg manufacturers developing and certifying epoxide E‑glass prepregs.
- Electronics assemblers and process engineers specifying materials compatible with lead‑free soldering profiles.
- Procurement, quality and compliance teams validating supplier data sheets and certificates.
- Test laboratories performing electrical, thermal and flammability verification per the referenced test methods.
Practical benefits include predictable lamination behavior, defined flammability performance for safety assessments, and thermal compatibility with lead‑free reflow processes.

all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC

The article discusses the standard EN 61249-4-14:2009, which specifies requirements for prepreg materials used in the manufacture of multilayer boards. These materials, intended to be used as bonding sheets, are suitable for lead-free assembly processes. The prepreg has defined flammability and contains brominated fire retardants to achieve a certain flammability rating. Once cured according to the supplier's instructions, the prepreg has a minimum glass transition temperature of 120 °C.
